Programme Management Arrangements
Programme management support structure under RCH will be further
strengthened by filling the left over posts approved in the previous PIP through
contractual engagement of key skilled professionals like Management Experts, Public
Health Expert, MIS Specialists, IEC Expert, Maternal and Child Health Expert and
Financial Expert. Adviser to U.T. Administrator is the chairman of the State Health
Society.
Baseline survey
The indicators and RCH outcomes are based on Base Line Survey conducted by
School of Public Health, Deptt.of Community Medicine, PGIMER, Chandigarh by multiindicator
cluster sampling in the year 2006.
Minimum quality standards
Minimum quality standards are being introduced in all the health facilities as per
the manual guidelines issued under National Rural Health Mission, Ministry of Health
and Family Welfare, Govt.of India, New Delhi.
HRD
Union Territory, Chandigarh is also a capital of Punjab and Haryana and as per
the reorganization act apart from U.T. cadre the remaining posts in group A & B are
filled on deputation from State of Punjab and Haryana in 60 – 40 Ratio. The post falling
vacant are being subject to screening committee approval wherein 1/3rd posts are
abolished and the remaining posts are allowed to be filled up on regular/ contractual/
outsource modes. For implementation of the programme in urban slums, additional
ANMs/ LHVs have been hired on contractual basis. Suitably trained, motivated and
responsible staff is being recruited according to needs. A pro poor focus is identified
and implemented in HRD policy.
Logistics
A standard procurement protocol, stock management system, warehousing
system has been approved by the committee under State Health Society with Mission
Director as Chairman.
MIES
Information related to RCH is being received monthly in the monitoring format
from all health facilities and is complied at the level of District Family Welfare Officer
which is evaluated by the Mission Director on Monthly basis and thereafter the same is
sent to Govt.of India. The strengthening of civil registration system through
computerization is proposed at the level of State Head Quarter i.e DFWO Office.
