Bi-Annual Ops ConferenceThe second Bi-Annual opsconference <strong>2009</strong> was held at SHQ(Ladakh) on 8th and 9th September<strong>2009</strong> under the chairmanship ofShri Vikram Srivastava, DG <strong>ITBP</strong>.As many as 35 officers ofDte Gen, frontiers, sectors and unitsattended the conference. SectorDIsG made the presentationsand decisions were taken on theagenda points. In the conference itwas decided that Siachin clothingconsisting of 55 items including rationat par with army should be authorizedfor <strong>ITBP</strong> also and the case should bepursued regarding this. Vigilance Awareness Week ObservedDG, <strong>ITBP</strong> presiding over the workshop on"preventive Vigilance" held at Directorate GeneralVigilance awareness week was observed by <strong>ITBP</strong> atits Headquarters, Zonal HQrs, Sector HQrs, Units, TrainingCentres and Base Hospital from November 3 rd to 7 th on theinstruction of Ministry of Home Affairs/Central VigilanceCommission.During the week, vigilance awareness banners andposters were displayed at various nodal points to motivatepeople to remain vigilant and eradicate corruption.At the Dte Genl., Shri Vikram Srivastava, DG, <strong>ITBP</strong>Shri G.S. Virk, DIG sharing his views in the workshopadministered the pledge to all the offi cers and staff on 3 rdNovember. DG, <strong>ITBP</strong>also shared his views by giving interesting examples of day today life.Kabul Blast - <strong>ITBP</strong> men Injured, but hold firmNEW DELHI: Showing grit even in the face of a terror attack,two commandos of the <strong>Indo</strong>-<strong>Tibetan</strong> <strong>Border</strong> <strong>Police</strong> (<strong>ITBP</strong>)refused to abandon their posts outside the Indian embassyin Kabul despite their injuries in the suicide bombing thatkilled at least 12 people Thursday morning."Havaldar Ravinder Singh and Constable Kulwant singhwere manning their post along the embassy wall in Kabulwhen the blast took place. Though the blast took place atsome distance from the embassy, that one of them wasthrown back some distance and suffered back injuries. Theother suffered splinter injuries on his neck from the shatteredglass of the embassy windows," a senior <strong>ITBP</strong> official said.The explosion occurred at 8.27 a.m. on the heavilyfortified road in downtown Kabul where the Indian embassyand the Afghan interior ministry are located.According to the high ranked offi cer,Ravinder and Kulwant, who were trained inanti-terrorist operations, were given primary first aid atthe blast site. Therafter, the two troopers of the centralpara-military force just stayed on."Seeing the gravity of the situation, they themselves refusedto leave the post," the officer added.According to <strong>ITBP</strong> officers here, the best troopersdrawn from all their battalions and trained inAfgan policemen secure the blast site outside the Indian embassyin Kabul. A bomb exploded near the embassy in the centre of theAfghan capital killing 17 peopleanti-terrorism operations have been deployed at the Indianembassy in Kabul."......Our men are deployed inside of the embassy and alsoalong its walls. Kailash Mansarovar : A Holy PursuitShri Manmohan GuleriaSecond-in-CommandantNature in her wildest and most rugged formsbears witness to the correctness of the belief thathere is the home of the great God. All the aids toworship in the shape of striking scenery, templesand mystic are present, and he must be indeed dull,who return from this pilgrim unsatisfied. I was luckyto perform the duties of Liaison Officer with the fi rstbatch of Kailash Mansarovar Yatra-<strong>2009</strong>. Kailash-Mansarovar, known as abode of the universe is theultimate destination for Hindus, Buddhists, Jains andBopnas. This pilgrimage is unique in many ways andits criticality can only be realized by those who arefascinated by its charms and peculiar vibrations.Our batch consisted of 47 Yatris, of which 13were females. All Yatris hailed from different socioeconomicbackgrounds, hobbies, likes, dislikes andpursuits. Pilgrimage is an effort to cleanse the souland open the mind. Every year, thousands of peoplemake a pilgrimage to Kailash. Pilgrims of severalreligions believe that circumambulating MountKailash on foot is a holy ritual that will bring goodfortune. Hindus and Buddhists make the peregrinationin a clockwise direction. Followers of Jainism andBönpo religions circumambulate the mountain in acounter clockwise direction. The path around MountKailash is 55 km long. In the succeeding paragraphs,I shall briefly touch upon the religious signifi canceof Kailash, Manas Lake and Gauri kund. Due tospace constraints the nitty-gritty of yatra is not beingcovered.THE ROUTE865 Kms from Delhi, stand Mount Kailash andLake Mansarovar constituting one of the grandestof the Himalayan beauty spots. The route is reallytough and lots of self motivation and inspiration isneeded. The Lipu Lekh pass(16650’) and the Dolmapass(19900’) are the two highest passes enroute.Generally it is believed that with out the will of LordShiva, pilgrims cannot visit Kailash. The journey islong, at times frustrating, very tiring, and unending,but this pilgrim is the litmus test for those who knowthat when going gets tough, the tough get going.The world-famous and holy Mt. Kailash &Manas Lake has been the source of inspiration formany religions and beliefs. Despite many diffi cultiesand long distances, people are keen to go there atleast once in their lives. Continued from centuries,this pilgrimage had been stopped from 1959 to1980, and when it restarted in 1981 it was welcomedeverywhere.THE HOLY MOUNT KAILASHHigh on the remote western <strong>Tibetan</strong> plateau inthe northern most region of the Himalayas, sits MountKailash, the holy mountain. The <strong>Tibetan</strong> people havenamed it Kang Rinpoche, or snow jewel, and the<strong>ITBP</strong> Patrika 14 January - 2010


Hindus refer to it as Mount Meru.Buddhist, Hindu and Jain pilgrimsfrom the world over go to this holymountain to circumambulate ratherthan scale the 22,028- foot highpeak.Some pilgrims believe thatthe entire walk around Kailashshould be made in a single day. Thisis not easy. A person in good shapewalking fast would take perhaps15 hours to complete the 55 kmtrek. The mountain is located in aparticularly remote and inhospitablearea of the <strong>Tibetan</strong> Himalayas.According to all religions that reverethe mountain, setting foot on itsslopes is a dire sin. A legend claims that many peoplewho dared to defy the taboo have died in the process.Can this be another reason why the mountain is not climbed?THE HOLY MT KAILASHHindus who walk around circumference of Mountbelieve that lord Shiva, one of their three main gods,resides atop what they call Mount Meru. <strong>Tibetan</strong>s referto the clockwise circumambulation as a kora. A Singlecircumambulation around Mount Kailash wipes away thesins of a life time. The Jains who refer to the Kailashas Mount Ashtapada believe the founder of their faith,Rishabanatha, resides atop the mountain. The Bons thereligion which predates Buddhism in Tibet believes thatthe entire mystical region and the nine stories SwastikaMountain is the seat of all power. Mount Kailash is also thesource of four major rivers: the Indus, the Brahamputra,the Karnali and the Sutlej.The weather is always uncertain. Mount Kailashis revered in Sanskrit literature as the abode of the allblissfulLord Shiva and his divine spouse Parvati, theall-enchanting Nature (Prakriti). Its circumference is 32KM and is overlooking the Holy Mansarovar and theRakshas Tal, in the south.THE GAURI KUNDWhile proceeding downwards from Dolma - La(Dolma Pass), a steep descent will lead you to GauriKund at 5608 m. Some call it the ‘Lake of compassion’.In the religious book Shiva Purana, this is the setting forYartris on their waythe legend of Hindu goddess Parvati and how Ganesh(Parvati’s son) acquired his elephant head while bathingin the emerald waters of the lake. Parvati fashionedan image of Ganesh from the soap suds on her body,breathed life into it and placed it at the entrance of herhome to prevent anyone entering. Lord Shiva happenedto return at this point of time and was stopped byGanesha. Indignant at this affront, an angry Shiva cutoff the boy's head. Parvati was inconsolable and insistedthat the boy be brought back to life. Helpless, Shiva tookthe head of a wandering elephant and placed it on thebody. Life was restored and Parvati had her son back.THE MANSAROVAR LAKELake Manasarovar is a fresh-water lake in Tibet2,000 km from Lhasa. It is the highest freshwater lakein the world. To the west of Lake Manasarovar is LakeRakshastal and towards the north is Mount Kailash. Thesight of a huge lake with a refl ection of snow-cappedmountains in its lucid waters is jaw dropping. Be preparedfor a feast for the eyes. Manasarovar Lake lies at 4,556 mabove mean sea level. It is relatively round in shape andits circumference is 88 km, depth is 90 m and it occupiesa total area of 320 square kilometres.The lake freezes inwinter and melts only in spring. The Mansarovar Lake isthe holiest, the most fascinating, the most inspiring, themost famous of all the lakes in the world and the mostancient that civilization knows. It is a famous lake in theHindu mythology.Like Mount Kailash, Lake Manasarovar is aplace of pilgrimage, attracting religious people fromIndia and Tibet. The water of Mansarovar is assweet as that of any river or of any glaciallake. The holy manas provides fi ne caves,camping ground and good sites to pilgrims.The pilgrims spend sleepless nights at thisplace just to witness the arrival of Devatasfor bathing during the Brahm muhurut.My memories of Mansarovar are full ofspectacular events that took place thereduring our stay of three days at a placecalled as Thhugu, situated on the bank ofMansarovar.CONCLUSIONHelping the Yatrisceremonial bathes in the cleansing waters of the lake.According to Hindu legend, the lake was fi rst createdin the mind of the Lord Brahma. Hence, in Sanskritit is called Manasarovar, which is a combination ofthe words Manas (mind) and Sarovar (lake). Thelake, in Hindu mythology, is also supposed to be thesummer abode of swans, which are considered tobe judicious and sacred birds. It is also believed theDevas (Gods) descend to bathe in the lake between3 and 5 am. This time of the day is known as BrahmaMuhurta (moment). I was luckiest among all the yatristo record this phenomenon in my handicam at 0345am on 18th June, <strong>2009</strong> while staying at Thhugu, theshore of Mansarovar.For Hindus, a journey to Kailash isconsidered the ultimate yatra due to boththe diffi culty of reaching it and the levelof sanctity attached to it. The role of <strong>ITBP</strong> to helpyatris with humane touch has brought laurels to thisForce and we have been recognized as Force parexcellence in discharging professional duties. Itsnot only Kailash and Mansarovar which yatris visit,the glimpse of OM Parbat from Nabhidhang is alsoconsidered very auspicious part of this yatra. Rescue Operation at KulluA rescue operation was conducted by 2 nd Bn deployedat Kullu on 7 th September <strong>2009</strong> at near by Vaishno DeviTemple.On telephonic message received from S.P. Kulluthat a dead body is stuck in the river Vyas near by VaishnoDevi Temple, a party consisting of SOs-03, ORs-14 rushedto the incident site under the leadership of Insp/GD ManishKumar. After reaching at the site, party found that the deadbody was trapped between two boulders in river Vyas. Theparty immediately started operation with the help of rope andcarabiner and after a herculean effort of 2 hours party couldretrieve the dead body from the river Vyas. In our child-hood, many things were taught to usthrough the small stories by our elders. There is somemessage for us in the following story.One young man is passing through a pathway. He found a big stone in the middle of the pathobstructing the way. He could see the stone wellbefore otherwise, he would have hit against the stone.When he reached the spot, he jumped over the stoneand continued his further journey.After some time, a young couple was passingin the same path way. They were walking so closeto each other, that they could not see the stone tillthey came near to it. So they suddenly got apart andcrossed the hurdle safely without hitting against thestone.After some more time, a blind man with a stick inhand was passing through the same path way. Hesensed that there is something in the middle of thepath, with the help of stick. He came near the hurdleand realised that it is a stone and foresaw the likelydanger that it would cause injury to the walkers if itis left in the middle of the path as it is. Hence, hecarefully removed the stone from the middle of thepath and threw it away.Now who is really blind? Whether the fi rst twobatches of people or the last person? Defi nitely, theabove story gives us a message that we should notact like the fi rst two categories of people. Because inthe above story, the fi rst two batches of people, thoughthey have the physical sense of organ “eyes” and sawthe stone, they did not have “ vision “. But in the caseof the blind person, though he is blind and does nothave “eyes” , he had “vision” and that is why he couldforesee the likely danger if the stone is not removedfrom the middle of the path. Parting Message from outgoing DGSh. Vikram SrivastavaOur new DGSh. Ranjeet Kumar Bhatia took over the charge as the Director Generalof the <strong>Indo</strong>-<strong>Tibetan</strong> <strong>Border</strong> <strong>Police</strong> Force (<strong>ITBP</strong>) from Sh. Vikram Srivastavain a simple but impressive ceremony. Born in Jodhpur (Rajasthan), he joinedthe Indian <strong>Police</strong> Service (IPS) in 1974 after completing a master’s degree inEconomics. He also holds a Masters Diploma in Public Administration. He is a UPcadre officer and has served in the CBI, Cabinet Stecretariat and CISF. Beforejoining <strong>ITBP</strong>, he was DG of National Disaster Response Force.Shri R.K. Bhatia has served in various important positions in UP.He was Additional Director General(Security) and UP-Nepal <strong>Border</strong> Force,IG(Establishment), IG (Security), IG (Vigilance), IG Kanpur Zone and IG BareillySh. Ranjeet Kumar Bhatia Zone etc. During his stint in dacoit infested districts in UP, he busted 12 interstatedacoit gangs. As SP Allahabad, he neutralized a notorious gang of dacoits whichcarried a reward of rupees one lakh. As IG (Establishment) in UP he was instrumental in carrying out therestructuring of the mammoth UP <strong>Police</strong> in late 1990’s. He was Additional Director General in CISF.For his remarkable and outstanding service in the field of policing he has been conferred with the<strong>Police</strong> Medal for Meritorious Service in 1991 and the President’s <strong>Police</strong> Medal for Distinguished Service in1997. He has also been awarded the Difficult Area Posting Medal with Bar.Shri R.K. Bhatia is fond of out door sports. He is a good tennis and basketball player.
