Government Assures Resolution of Budgetary Issues<br />
The Vice Chancellors of the public<br />
sector universities, who had earlier<br />
gathered on July 28 this year, met<br />
again at HEC Secretariat on<br />
September 16, 2010 to request the<br />
Government not to make any cuts<br />
in the budget for higher education<br />
sector and release the funds as<br />
allocated in the national budget.<br />
Dr. Abdul Hafeez Shaikh, Federal<br />
Finance Minister who also attended<br />
the meeting, assured the vice<br />
chancellors that the Government<br />
was fully cognizant of the problems<br />
being faced by the higher<br />
education institutions. “Though<br />
floods have further burdened the<br />
already fragile economic situation,<br />
we do realize that education and<br />
health should be given a<br />
preferential treatment,” he said.<br />
The Minister asked the vice<br />
chancellors to prioritize their issues<br />
and that their representatives<br />
should sit with the Planning<br />
Commission to devise a strategy to<br />
cope with problems including raise<br />
in salaries, funding for scholars<br />
studying abroad, development of<br />
infrastructure nearing completion<br />
and other imminent problems.<br />
“Once the country recovers from<br />
the financial stress, we would<br />
release maximum funds to support<br />
the higher education institutions.”<br />

Director, HEC were also present on<br />
the occasion.<br />
Having listened to the Minister, the<br />
Vice Chancellors argued that the<br />
funds being asked for are required<br />
to support and implement the<br />
<strong>Education</strong> Policy of 2009, asserting<br />
that paucity of funds will spoil the<br />
capacity that has been built over<br />
the last seven to eight years. They<br />
reiterated that the higher<br />
education sector is a priority sector<br />
that requires immediate and urgent<br />
support.<br />
The Minister was told that only the<br />
raise in salaries, medical<br />
allowances and pension,<br />
a n n o u n c e d b y t h e<br />
Government, is causing a<br />
shortfall of seven billion<br />
rupees. Some of them said<br />
that due to non-payment of<br />
dues, the contractors are<br />
approaching the courts but<br />
the universities, especially<br />
new and smaller ones, have<br />
no way to deal with these<br />
p r o b l e m s . “ Q u a l i f i e d<br />
faculty, hired under tenure<br />
track system as well as<br />
foreign faculty hiring<br />
programme, is also looking<br />
for alternate options as<br />
they apprehend the funding<br />
woes of the universities,”<br />
they said.<br />

“Even if we raise fee, which is<br />
almost impossible due to expected<br />
resistance from students, we shall<br />
not be able to fill the incomeexpenditure<br />
gap”, said a Vice<br />
Chancellor.<br />
The Minister suggested formation<br />
of a committee to discuss the<br />
financial requirements and to<br />
suggest measures for their<br />
resolution. Dr. Nadeem-ul-Haq<br />
suggested to the vice chancellors to<br />
use universities' assets for<br />
generation of funds and establish<br />
linkages with the businesses and<br />
industry. The vice chancellors,<br />
however, argued that it was a longterm<br />
strategy. “It is easier said than<br />
done. The developed countries<br />
have invested a lot in higher<br />
education sectors that's why their<br />
universities have been able to<br />
generate resources for themselves.<br />
The budget of a single university,<br />
National University of Singapore, is<br />
higher than the whole higher<br />
education budget of Pakistan so<br />
how do we expect to compete at<br />
international level,” remarked a<br />
Vice Chancellor.

Completes PhD in<br />
Record Time from France<br />
Syed Mujtaba Shah, who was awarded scholarship under <strong>Higher</strong><br />
<strong>Education</strong> Commission's Scheme “PhD Scholarship in Natural and<br />
Basic Sciences, France”, has completed PhD in a record duration<br />
of two years and nine months. Dr. Shah proceeded to France on<br />
June 1, 2007 and returned on July 10, 2010 after completion of<br />
his PhD. When he started his research work at Université de la<br />
Méditerranée Aix-Marseille II, France with Prof. Dr. Frederic<br />
Fages, the latter was so impressed with scholar's progress that he<br />
enrolled him directly in PhD rather than going through the prior<br />
one year MS programme.<br />
His work was accomplished at CiNaM- CNRS, which is one of the<br />
most famous French national research organizations in the field<br />
of nanosciences at the University of Aix-Marseille II, where he<br />
worked on two projects side by side, one was related to the<br />
fabrication and characterization of solar cells whereas the other<br />
dealt with the photo-isomerization of an azobenzene derivative<br />
on high aspect ratio nanoparticles. These studies have opened<br />
new dimensions in the field of nanoswitches for photonic circuitry.<br />
He presented his work in two famous international conferences,<br />
the EMRS meeting 2009 (Europeam Material Research Sciences<br />
at Strasbourg) and the MNPC 2009 at Bordeaux France (materials<br />
nanohybrids pi conjugated).<br />
An article relating to the work has already been accepted in the<br />
journal namely Dyes and Pigments with an impact factor of 2.51<br />
while two more are being submitted in international journals of<br />
high repute. The defence jury comprising distinguished French<br />
professors and Eminent scientists, Prof. Dr. Jean Luc Pozzo of the<br />
University of Bordeaux 1, Dr. Jean Weiss, Research Director,<br />
University of Louis Pasteur and Prof. Dr. Teodor Silviu Balaban of<br />
the University of Aix-Marseille II highly appreciated Dr. Shah's<br />
work. “Dr. Syed Mujtaba Shah gave a very enthusiastic,<br />
pedagogic and clear presentation of his research work. He has<br />
achieved a high scientific level required for an academic career<br />
and indeed a pride for Pakistan,” they commented.<br />

HEC Scholar<br />
Completes PhD<br />
from UET Lahore<br />
HEC scholar Muhammad Asif has been awarded<br />
PhD degree by the University of Engineering and<br />
Technology (UET), Lahore for his work on<br />
Petroleum and Organic Geochemistry on<br />
indigenous samples of crude oils and sediments<br />
from Pakistan under the supervision of Prof. Dr.<br />
Fazeelat Tahira, Dean, Natural Science, Islamic<br />
Studies and Humanities. During his PhD studies,<br />
Dr. Asif achieved an extraordinary distinction of<br />
publishing research papers in European and USA<br />
based International journals with high impact<br />
factors such as, “Organic Geochemistry”,<br />
“Petroleum Science and Technology”, “Earth and<br />
Planetary Science Letters”, “Geochemica et<br />
Cosmochemica Acta”.<br />
These Journals are rated among worlds top<br />
Journals in the field of Petroleum and Organic<br />
Geochemistry. The total impact factor of his<br />
publications is 15.88 so far. Asif joined the UET<br />
as HEC scholar in 2005 and completed his PhD in<br />
April 2010. He has made a number of<br />
international publications from his PhD research<br />
thesis entitled “Geochemical Applications of<br />
Polycylic Aromatic Hydrocarbons in Sediments<br />
and Crude Oils from Pakistan”.<br />
His thesis was evaluated by two well-known<br />
scientists, Prof. Dr. Richard P. Philp, Oklahoma<br />
University, USA and Dr. Paul Greenwood,<br />
Western Australia University, Australia while<br />
external examiner from Pakistan was Prof. Dr. M.<br />
Akram Kashmiri, Chairman Board of<br />
Intermediate and Secondary <strong>Education</strong>, Lahore.<br />
After completion of the PhD degree, the HEC has<br />
added his name in the list of Approved PhD<br />
Supervisors in Chemistry.<br />
Unified Mechanism for Credit Sharing and Student Exchange<br />
The <strong>Higher</strong> <strong>Education</strong> Commission has recently notified a unified mechanism for credit sharing and student exchange<br />
and has circulated it amongst all public and private sector universities of the country. This mechanism will allow<br />
universities to share their resources for optimism utilization and for increase of efficiency.<br />
The mechanism was evolved over a period of six months and the final draft was prepared and agreed during a workshop<br />
held at National University of Sciences and Technology, Rawalpindi on July 27, 2010. The workshop was inaugurated by<br />
Dr. Sohail Naqvi, Executive Director HEC, and attended by representatives of public sector institutions of Rawalpindi and<br />
Islamabad. After detailed deliberation, a unified policy/guidelines for a unfied mechanism was agreed upon and after<br />
approval of the competent authority, it has been circulated among all the higher education institutions.

HEC Professors Receive Civil Awards<br />
Two of the <strong>Higher</strong> <strong>Education</strong><br />
Commission’s foreign professors,<br />
Dr. Khalida Inyat Noor and Dr.<br />
Shuakat Mehmood received civil<br />
a w a r d s o n c o u n t r y ’ s<br />
Independence Day. Dr. Khalida<br />
has received the Pride of<br />
Performance while Dr. Mehmood<br />
received Sitara-e-Imtiaz.<br />
Dr. Noor, who obtained her PhD from Wales University<br />
UK, is an internationally renowned figure in<br />
Mathematics and is presently employed as HEC Foreign<br />
Professor at COMSATS Institute of Information<br />
Technology (CIIT) Islamabad. She has introduced a<br />
new technique called ‘Noor Integral Operator’ which has<br />
proved to be an innovation in the field of geometric<br />
function theory and has brought new dimensions in the<br />
realm of research in this area. She is an active<br />
researcher coupled with 35 years teaching experience in<br />
different countries.<br />
She is the editor/reviewer of over 23 international<br />
journals. She has been instrumental in establishing<br />
PhD/MS programmes at CIIT. She has over 300 research<br />
articles in reputed international<br />
journals of mathematical and<br />
engineering sciences.<br />
Dr. Shaukat Mahmood, commonly<br />
known as Maxim, has been<br />
awarded Sitara-e-Imtiaz by the<br />
Government for his services to<br />
Islamic architecture and arts. Dr.<br />
Shaukat passed his MA (Fine Arts)<br />
from University of the Punjab, Lahore winning a gold<br />
medal. He did his MSc in Architectural Conservation from<br />
the Heriot-Watt University and PhD from the University<br />
of Edinburgh. He was awarded Pride of Performance in<br />
2001 when he was serving at the International Islamic<br />
University, Malaysia.<br />
Dr. Mahmood has published over 300 papers and<br />
research papers on Islamic architecture and Islamic arts.<br />
He has been teaching at various international<br />
universities. He started his career from UET, Lahore as a<br />
Lecturer, becoming head of Architecture Department<br />
and later Dean of Architecture and Planning. Currently,<br />
he is working as HEC Foreign Professor at the College of<br />
Art and Design, University of the Punjab.<br />
HEC's Foreign Funded Programmes<br />
Pakistani Students Win International Research Fellowships<br />
The <strong>Higher</strong> <strong>Education</strong> Commission (HEC) is managing a wide array of foreign funded scholarship<br />
programmes on behalf of different international sponsors, including UNESCO, Commonwealth,<br />
Asian Development Bank, Organization of the Islamic Conference, etc.<br />
The HEC announces these scholarships in national newspapers as well as through website to invite<br />
maximum number of the applicants. This has resulted in the selection of four Pakistani students,<br />
who have been awarded research fellowships for conducting their research in top universities of<br />
China and Poland.<br />
Tanzila Saba has been selected under UNESCO-Keizo Obuchi Research Fellowship Programme<br />
Cycle-2010, Bushra Qureshi and Humaira Ihsan have been selected under UNESCO-People<br />
Republic of China Great Wall Co-sponsored Fellowship-2011, and Usman has been selected under<br />
UNESCO-Poland Co-sponsored Fellowship Programme.<br />
These students were nominated from Pakistan through a transparent and rigorous selection carried<br />
out by the <strong>Higher</strong> <strong>Education</strong> Commission. HEC is also facilitating execution of Commonwealth<br />
Scholarships tenable in UK, ADB Japan Scholarships, UNESCO Award and Fellowships, and Erasmus<br />
Mundus Scholarship Programme.<br />
It is worth mentioning here that in 2010, an Erasmus Mundus Scholar, Javeria Shaikh has<br />
completed her studies with distinction in three different countries (Italy, Spain and Poland) in three<br />

During his PhD studies, Dr. Khan<br />
worked on design and development<br />
of passive optical networks (PONs),<br />
proposed a new architecture and<br />
MAC protocol for the WDM PONs<br />
and a highly reliable and scalable<br />
linear add drop (LAD) architecture<br />
for PONs. He also worked on<br />
medical image processing in<br />

HEC Evaluates Performance of<br />
Area Study Centres<br />
The <strong>Higher</strong> <strong>Education</strong> Commission (HEC) as a follow up<br />
of its meetings between its representatives and the<br />
Ministry of <strong>Education</strong> convened a meeting of Directors<br />

of Area Study Centres at its headquarters on 3 August,<br />
2010. Dr. S. Sohail H. Naqvi, Executive Director, HEC<br />
chaired the first session of the meeting while Dr. Altaf Ali<br />
G. Shaikh, Member (Academics), HEC chaired the<br />
Lab (BIML) under the supervision<br />
of Dr. Oskar Skrinjar.<br />
Movement disorders, which include<br />
Parkinson's disease (PD), dystonia,<br />
essential tremor (ET) and<br />
H u n t i n g t o n s d i s e a s e , a r e<br />
neurological conditions caused by a<br />
dysfunction in the basal ganglia.<br />
Possible treatment options are<br />
d r u g - b a s e d , s t e r e o t a c t i c<br />
neurosurgery and physical therapy.<br />
Deep brain stimulation (DBS)<br />
s u r g e r y, a t y p e o f t h e<br />
microelectrode-guided surgery, is<br />
an effective treatment for the<br />
movement disorders that can no<br />
longer be treated through<br />
medication. The success of this<br />
surgery is critically dependent on<br />
implantation accuracy of DBS<br />
electrode array in the selected<br />
target in the brain. These target<br />
locations are usually not visible in<br />
the commonly used Magnetic<br />
Resonance Imaging (MRI) or<br />
Computed Tomography (CT).<br />
Dr. Khan also developed new<br />
method for rigid and non-rigid<br />
image registration of 3D MRI scans<br />
for DBS operated movement<br />
disorders patients. The method<br />
was also used to develop an<br />
a l g o r i t h m f o r a t l a s - b a s e d<br />
segmentation of the deep brain<br />
structures in the pre-operative<br />

image for planning and navigation<br />
of the DBS surgery.<br />
For intra-operative brain shift<br />
analysis during the DBS surgery, Dr.<br />
Khan developed a diploë based<br />
rigid registration method for the<br />
intra-operative brain shift analysis.<br />
He used this diploë based rigid<br />
registration to register the pre-op<br />
and the post-op MR images of DBS<br />
subjects to study the intraoperative<br />
brain deformation or<br />
brain shift. These methods ensure<br />
rigid registration of the pre-op and<br />
the post-op image based on diploë,<br />
which can be treated as a rigid<br />
structure as opposed to brain<br />
tissues.<br />
Most of the DBS targets are not<br />
clearly visible in the common<br />
imaging modalities like MRI and CT<br />
due to their small size and lack of<br />
tissue type variation from the<br />
surrounding structures. Dr. Khan<br />
developed an integrated electrophysiological<br />
and anatomical atlas<br />
for the DBS surgery. He presented<br />
an integrated MRI atlas that had 11<br />
deep brain structures, manually<br />
segmented in it by an expert, and<br />
electrophysiological data of four<br />
implant locations using MR images<br />
of twenty DBS operated patients.<br />
The atlas based segmentation<br />
approach predicted the target<br />
automatically on the pre-operative<br />
scan as opposed to the manual<br />
selection being currently used.<br />

Azam University. Vice Chancellor of Quaid-i-Azam<br />
University graced the occasion with his presence while<br />
Vice Chancellor, University of the Punjab, joined the<br />
meeting via video-conferencing.<br />
The meeting discussed the performance of the Centres<br />
and set targets for next three years. The Directors<br />
expressed their point of view in free environment and<br />
advocated for more academic freedom especially for<br />
enrollment of MPhil and PhD studies. They also desired<br />
for more representation in the academic forums of the<br />
University.<br />
Dr. S. Sohail H. Naqvi while addressing the Directors<br />
suggested them to pursue focused study of the areas<br />
from different perspectives including socio-economic,<br />
cultural, historic, lingual and religious aspects.<br />
He also suggested the Directors to work for training of<br />
Human Resource capable of tackling various<br />
contemporary issues and work as think tank for Ministry<br />
of Foreign Affairs and other national agencies.<br />
To a query relating to non-availability of properly trained<br />
faculty, he suggested undertaking multi-disciplinary<br />
projects and involve the services of qualified university<br />
faculty while enhancing inter-centre cooperation in<br />
teaching and research.<br />

(QEC) at Pir Mehr Ali Shah Arid<br />
Agriculture University Rawalpindi<br />
(AAUR), in collaboration with the<br />
Quality Assurance Agency HEC,<br />
organized a training seminar on<br />
“Effective Use of Turnitin Anti-<br />
Plagiarism Services”. Mr. Muneer<br />
Ahmed, Deputy Director (QA) HEC<br />
was the resource person. He<br />
particularly focused on two new<br />
components, Grade Mark and Peer<br />
Review, which have been recently<br />
added to the ‘Turnitin’ and are<br />
currently functional.<br />

further make writing work of<br />

EPIZONE Young Scientist Best Poster Award among 200<br />

posters during 4 annual meeting of EPIZONE, a<br />
European Union funded network of excellence.<br />
The meeting titled “Bridges to the Future” was held in<br />
Saint-Malo, France from June 7-10, 2010. About 340<br />
scientists, researchers and doctoral students from 27<br />
countries participated on this occasion.<br />
Moreover, in the same meeting, the CV of Munir was<br />
evaluated to be the Best CV among the doctoral<br />
students. “This event was not only encouraging and<br />
appreciating for me but I also managed to share ideas<br />
and thoughts with the leading scientists and established<br />
new relationships and strengthened the existing ones.<br />
Above all, I got the chance to represent my country,”<br />
says Munir.<br />

Liaquat Bhutto Completes PhD in Plant Sciences from UK<br />
Liaquat Ali Bhutto has completed his PhD in Plant Sciences from the University of Sheffield, UK. He<br />
was awarded scholarship for his last year PhD studies at Sheffield under <strong>Higher</strong> <strong>Education</strong><br />
Commission's programme “Partial Support for PhD Studies Aboard”. Dr. Bhutto was supervised by<br />
Prof. W. Paul Quick and Dr. Colin P. Osborne and his project supporter was Prof. Mike M. Burrell. He has<br />
worked on mechanisms of drought tolerance in plants. His research dissertation was entitled<br />
“Understanding the Mechanism of Drought Tolerance in Wheat (Triticum aestivum L)”.<br />
Dr. Bhutto has joined Agriculture Department, Government of Sindh, as Assistant Research Officer<br />
and is Incharge of Molecular Biology and Transformation Laboratory at Cotton Section, Agriculture Research Institute,<br />
Tando Jam. He has 10 research publications in his name since 2005.<br />
AJHG to Highlight Research of Dr. Riazuddin on CSNB<br />
The October issue of the American Journal of Human Genetics (AJHG) will highlight Dr. Sheikh Riazuddin and his team's<br />
research on congenital stationary night blindness (CSNB) to chromosome 15q, which shows a two-base pair deletion in<br />
SLC24A1. The research establishes that a putative sodium-calcium channel is the cause of the disease.<br />
The research paper entitled "A mutation in SLC24A1 Implicated in Autosomal Recessive Congenital Stationary Night<br />
Blindness" has also been selected for highlighting in the AJHG podcast.<br />
The research, conducted in collaboration with laboratories in Europe and the US, proves through Expression analysis<br />
using mouse ocular tissues that SLC24A1 is expressed in the retina around postnatal day 7 (P07). Both in situ and<br />
immunohistological studies localized SLC24A1 in the inner segment, outer and inner nuclear layers and ganglion cells<br />
of the retina. In conclusion, this data expand the genetic basis of congenital stationary night blindness and highlight<br />
the indispensable function of SLC24A1 in retinal function and/or maintenance in humans.<br />
AJHG is published monthly by the American Society of Human Genetics (ASHG) and has an impact factor of 11.029.<br />
AJHG provides a record of research and review relating to heredity in humans and to the application of Genetic<br />
principles in medicine and public policy, as well as in related areas of molecular and cell biology. Topics explored by<br />
AJHG include biochemical and clinical genetics, gene therapy, genetic counselling, genetic epidemiology, genomics,<br />
and human molecular genetics. Every submission is rigorously reviewed by 2-3 leading scientists in the relevant field.<br />
The reviewer's comments are further evaluated by the Editorial Board with an average acceptance of 25-30 per cent.<br />

HEC Scholar’s Work Published<br />
in Angewandte Chemie<br />
International Edition<br />
The research work of Dr. Rohama Gill, Assistant<br />
Professor, Department of Environmental Sciences,<br />
Fatima Jinnah Women University (FJWU), Rawalpindi<br />
has been published in Angewandte Chemie<br />
International Edition.<br />
Dr. Gill completed her PhD in Inorganic/Analytical<br />
Chemistry in 2009 under the supervision of Prof. Dr. M.<br />
Mazhar, Department of Chemistry, Quaid-i-Azam<br />
University. She was awarded HEC’s Indigenous PhD<br />
Scholarship. The title of her research is Synthesis and<br />
characterization of block Copolymers derived from<br />
germanium dicarboxylic acids and aminopropyl<br />
terminated polydimethylsiloxane.<br />
During her PhD studies, she was also awarded HEC’s<br />
International Research Support Initiative Programme<br />
(IRSIP) scholarship, for pursuing her research work at<br />
Université Louis Pasteur, Strasbourg, France, where<br />
she had the chance to work under the guidance of Dr.<br />
Gero Decher, Professeur classe exceptionelle, a world<br />
renowned scientist and pioneer of Layer by Layer Multilayers<br />
Nanofabrication technique of Polymers.<br />
During her stay in France, she learned to handle various<br />
instruments which gave a new direction to her project.<br />
She worked on an entirely new technique of<br />
Nanofabrication of Polymer Multilayer via Layer by Layer<br />
method which has innumerable applications in the field<br />
of Environmental/Industrial Chemistry.<br />
Using Polydimethylsiloxane derivatives, Dr. Gill has been<br />
able to optimize the conditions for covalent layer-bylayer<br />
assembly to the point of identifying reaction<br />
conditions for this surface reaction that led to the<br />
construction of multilayers with a linear growth<br />
increment with respect to the numbers of layers<br />
chemisorbed. The results of this project are so solid and<br />
so interesting that fruit of this hard is now manifested in<br />
the form of her publication in Angewandte Chemie<br />
International Edition, one of the leading international<br />
journals in the field of Chemistry with the impact factor<br />
of 11.829 - a rare and coveted honour for a Pakistani<br />
scientist.<br />

An Innovative Project by<br />
Pakistani Scholars in China<br />
Community Based Schooling System<br />
Under the auspices of the Northwestern Polytechnical<br />
University (NPU), Xi'an, China, the MS/PhD scholars of<br />
Pakistan residing in foreign students' apartment have<br />
given an inception to community based school model for<br />
smooth transition of educational systems for their<br />
children. The model presents a novel approach to<br />
mitigate the anxiety and distress of children who find<br />
difficult adjusting themselves in any new culture.<br />
The project was aimed to inculcate confidence, curiosity,<br />
social and cultural traits needed in scholars' children to<br />
keep them on the track of intellectual, moral, physical<br />
and spiritual nourishment. Children's excitement and<br />
the spirit of volunteership for teaching by their parents,<br />
especially mothers, rejuvenated the project. Despite<br />
limited budget for a separate building or handsome<br />
remuneration for teachers, the harmony at the<br />
community level as well as sense of ownership by<br />
scholars was remarkable.<br />
The project kicked off on January 2, 2010. Different<br />
committees were established to deliberate over issues<br />
like finance, administration, academics and<br />
procurement, and come up with solutions within limited<br />
resources. The basic drive to educate children on these<br />
lines of action was accomplished with carefully designed<br />
curriculum and the whole assortment of excursions.<br />
This proved to be a great idea and a great phenomenal<br />
approach towards catering the needs of Pakistani<br />
scholars in China, who could have been under emotional<br />
and social stress. The school celebrated its first annual<br />
day on August 14, 2010 with the celebrations of the<br />
Independence Day. The whole exercise has also been<br />
published in International Conference of Advance<br />
Management Sciences (ICAMS 2010) in July 2010 as a<br />
research paper.

Competition<br />
The team of Preston University, Islamabad won the<br />
Innovative Business Idea Competition (Procom.net<br />
2010) held at FAST University, Karachi. Thirty<br />
universities from around the country participated in<br />
the Competition. Mr. Zeeshan Abbas, faculty<br />
member, Preston University led the team while team<br />

In the first round, entrepreneurs were required to<br />

maximum). Selected teams were required to give<br />
elevator pitch of 3-5 minutes of their venture<br />
capturing the interest of judges by including<br />
important details of their plan.<br />
Three teams were selected for the third round. The<br />
finalists were required to give 15-minute<br />
presentation, dwelling into the details of their<br />
business plan. The presentations were followed by<br />
question-answer session from judges and<br />
participants. Mr. Raza Haroon, Minister for IT, Sindh<br />
was the chief guest in the closing ceremony, who<br />

Obituary<br />
Prof. Dr. S. Basit Ali<br />
Shah, Former Vice Chancellor,<br />
Agricultural University, Peshawar<br />
passed away on August 23, 2010. He<br />
was 75. In recognition of his<br />
meritorious services, the President of<br />
Pakistan awarded him Izaz-e-Fazeelat in 1992.<br />
Open House Held at UIIT<br />
The University Institute of Information Technology (UIIT),<br />
Arid Agriculture University, Rawalpindi (AAUR) recently<br />
organized an Open House to create a linkage between fresh<br />
graduates and the industry. Open House consisted of two<br />
sessions, the job fair and the brainstorming session on the<br />
future research projects so that productive projects could<br />
be developed for the students.<br />
Dr. Khalid Mahmood Khan, Vice Chancellor, AAUR was the<br />
chief guest on the occasion. He said that universityindustry<br />
collaboration is necessary to sustain national<br />
developmental process both in education and industry<br />
sectors. He further said that academia and industrial ties<br />
not only improve the quality of industrial stuff but also<br />
result in better employment opportunities for the university<br />
graduates. Dr. Khalid urged the students to learn and adopt<br />

Symposium on Women in<br />
Career Development<br />
The Department of Economics and Agricultural Economics,<br />
Arid Agriculture University, Rawalpindi (AAUR) recently<br />
organized a one day symposium on Women in Career<br />
Development in collaboration with the Human Resource<br />
Development Network (HRDN). Ms. Suhaila Mushtaq,<br />
Senior Joint Secretary, Ministry of Youth Affairs, was the<br />
chief guest on the occasion. She emphasized on the women<br />
for taking initiatives in career building by developing<br />

National Seminar on Food and Environment Security<br />
The Agricultural University Teachers<br />
Association (AUTA) recently organized a fiveday<br />
seminar on “Technological Interventions<br />
for Food and Environment Security” at Summer<br />
Campus of University of Peshawar at Bara Gali,<br />
Abbottabad. Dr. Khan Bahadar Marwat, Vice<br />
Chancellor, Khyber Pakhtunkhwa Agricultural<br />
University, Peshawar was the chief guest in the<br />

and joined the university whereas four<br />
remaining scholars completed their<br />
programme in July 2010 and have joined the<br />
University.<br />
These four scholars are Khawaja Qasim<br />
Maqbool, Umair Sajid Hashmi, Waqar Ahmed<br />
and Freeha Azmat who have completed their<br />
MS in Advanced Distributed Systems with<br />
distinction. Freeha Azmat won the<br />
department's award for “Best Student” and<br />
“Best Research Project”. The scholars showed<br />
outstanding results in taught courses as well as<br />
the individual project during the course of their<br />

highlighted the initiatives being undertaken by various research<br />
organizations for food and environment security in Pakistan.<br />

More than 400 students, the<br />
highest ever number, were<br />
inducted in the undergraduate<br />
programme of the five faculties of<br />
Ghulam Ishaq Khan Institute<br />
(GIKI) of Engineering Sciences on<br />
August 21, 2010.<br />
Since the induction of the first<br />
batch in 1993, the number of the<br />
students has been increasing in the<br />
Institute. Due to devastating flood<br />
in the country, it was decided that<br />
grand ceremony like the previous<br />
years would not be held. However,<br />
parents of the fresh students from<br />
all over the country were invited to<br />
visit the institute alongwith their<br />
children and see the environment<br />
and educational facilities provided<br />
for acquiring quality education.<br />

the view that the Government has to work in<br />
collaboration with civil society organizations and NGOs<br />

completion but we have to understand that women in<br />
this society are widely differentiated by ethnicity,<br />

Mathematics Colloquium at IoBM Karachi<br />
The fourth Mathematics Colloquium 2010 was<br />
organized by the Mathematics Society in collaboration<br />
with the Society of Actuarial Sciences and CLUB IT,<br />
Institute of Business Management (IoBM), Karachi.<br />
The event, which has been organized for the fourth<br />
consecutive year, is held annually to highlight the<br />
importance of mathematics in all spheres, and<br />
streamline, discuss and recommend practical<br />
applications on risk management with respect to fields<br />
which are critically affected by risk, such as actuarial<br />
science, computer science, business, finance,<br />
economics and management. The colloquium was well<br />
attended by academicians, researchers, professionals<br />
and experts.<br />
Dr. Iftikhar Ali, Head of the Mathematics Department<br />
briefly introduced the objectives, whereas Dr. Ejaz<br />
Ahmed, Head, College of Computer Science and<br />
Information Systems stated the importance of risk<br />
management, its needs and applications in various<br />
fields. Mr. Talib Karim, Executive Director (Academics)<br />

KIU Distributes<br />
Food Items among IDPs<br />
The administration of Karakoram International<br />
University (KIU), Gilgit distributed food i.e. rice, milk,<br />
meat, vegetables, soap and other items of daily use<br />
among the Internally Displaced Persons staying in three<br />
different camps in the KIU area. KIU had collected the<br />
funds from the employees from whom a good<br />
percentage of the salaries were deducted for this<br />
purpose.<br />
A fund of more than four hundred thousand rupees was<br />
generated in this way which was spent on such<br />
supporting activities. On the instructions of the Vice<br />
Chancellor, a volunteer force of 350 students was also<br />
prepared to work for IDPs wherever the need is felt.<br />

management’s role in Auto Leasing. Mr. Faisal Afzal<br />
Siddiqui and Prof. Ghulam Hussain of the University of<br />
Karachi shared their views on the financial drivers in the<br />
Hatchery Production Systems.<br />
Dr. Lina Askari gave her presentation on critical success<br />
factors in Effective Business Risk Management. She also<br />
elaborated the importance of using rationale data and<br />
intuition. The last presentation of the event was<br />
delivered by a student of IoBM, Mr. Akash Ahuja, on<br />
portfolio diversification.<br />
Mr. Saghir Muhammad, an organizer of the colloquium,<br />
highlighted risk management in everyday life and<br />
illustrated it with real life examples. He appreciated the<br />
support of the <strong>Higher</strong> <strong>Education</strong> Commission (HEC) and<br />
efforts of the management of IoBM for systematizing<br />
colloquium for the fourth consecutive year.<br />
KIU Earth Sciences Students<br />
Complete Research Work<br />
A team of 23 KIU students of Earth Sciences have<br />
completed their research work in Skardu, Shigar, Khaplu<br />
as well as other parts of Baltistan region and Gahkooch,<br />
Gupas, Phander, Yasin and Shandoor.<br />
They did this under the guidance of Mr. Hawas Khan,<br />
Chairman of Department and Mr. Javed Qureshi,<br />
Lecturer. The students did research on the formation of<br />
land, minerals and the nature of the rocks of these<br />
areas. At the end of their research tour, the students said<br />
that they have done so much with their own resources,<br />
but if government could facilitate their research they can<br />
do great job by exploring mines of valuable stones and<br />
metals etc. for the nation.

Institute of Space Technology Holds 5 Convocation<br />

The Institute of Space Technology (IST) organized its 5<br />
Convocation 2010 with the graduation of 53 students in<br />
the disciplines of Aerospace and Communication<br />
Systems Engineering on August 9, 2010. General Tariq<br />
Majid, Chairman, Joint Chiefs of Staff <strong>Committee</strong> was<br />
the chief guest on the occasion.<br />
The chief guest awarded 27 students with BS degree in<br />
Aerospace Engineering and 26 students were conferred<br />
BS degree in Communication Systems Engineering. He<br />
gave away the President of Pakistan Gold Medals to Ms<br />
Kiran Fatima of Aerospace Engineering and Mr. Faran<br />
Mahmood of Communication System Engineering who<br />
stood first in their respective programmes. He also<br />
decorated the students with Vice Chancellor’s Medal for<br />

UVAS, AIT Discuss Collaboration<br />
The Asian Institute of Technology<br />
(AIT), Thailand, and the University<br />
of Veterinary and Animal Sciences<br />
(UVAS), Lahore will collaborate in<br />
areas like livestock management,<br />
aquaculture fisheries management<br />
and other management disciplines.<br />
This was suggested by a three<br />
member delegation from AIT led by<br />

the areas of mutual cooperation to<br />

The Institute of Information and Communication Technologies (IICT),<br />
Mehran University of Engineering and Technology (MUET), Jamshoro<br />
organised a guest series lecture on “Optical Networks: Past, Present and<br />
Future” in collaboration with the Institute of Electrical Electronics<br />
Engineering (IEEE) Communication Society (COMSOC), Karachi Chapter.<br />
The seminar was attended by a large number of faculty members,<br />
students and telecom professionals.<br />
In his welcome address Dr. BS Chowdhry, President of COMSOC and<br />
Director IICT said that IEEE Communications Society is a professional<br />
society of the IEEE. “It promotes the advancement of science, technology<br />
and applications in communications and related disciplines. It fosters<br />
presentation and exchange of information among its members and the<br />
technical community throughout the world. The Society maintains the<br />

MAJU Faculty Members Visit EU<br />
Universities under eLINK Project<br />
Mohammad Ali Jinnah University (MAJU), Islamabad collaborated with 10<br />
other universities from Europe and Asia under an EU funded project eLINK<br />
(East-West Link for Innovation, Networking and Knowledge exchange,<br />
http://www.elink-edu.eu/).<br />
The project aims at developing new and enhancing existing cooperative<br />
teaching and research links and establishing a sustainable virtual learning<br />
platform to continue collaborative activities. eLINK will also form a<br />
collaborative framework for human resource development through the<br />
training and upgrading of the skills of the junior faculty staff,<br />
undergraduate students, postgraduate students and post-doctoral<br />
researchers in ICT, engineering, technology, business and management.<br />
Other Asian countries in eLINK include Bangladesh, Nepal, Bhutan, China<br />
and Singapore. The European countries in this project are UK, France,<br />
Italy and Hungary. There have been two physical meetings of the project,<br />
one in Bangladesh and one in Morocco. Dr. Nayyer Masood of MAJU, who<br />
is the local coordinator of this project, attended both these meetings.<br />
This project includes 51 visits of students and academic staff for different<br />
time periods. Seven of MAJU faculty members visited different EU<br />
universities for a period of two months. They include Mr. Ansir Ali Rajput,<br />

National Mental<br />
Health Programme<br />
for Flood Affected People<br />
Eminent psychiatrists from all over the country have<br />
launched an immediate programme for provision of<br />
evidence based, scientific, and comprehensive<br />
health care to survivors of all forms of psychotrauma<br />
resulting from the recent floods. In a meeting held at<br />
the University of Health Sciences (UHS) on Friday,<br />
the programme named as “The Psychotrauma Relief<br />
Plan for Survivors of Flood 2010 (PTRPF 2010)” was<br />
unanimously approved.<br />
The plan aims at coordinating all mental health<br />
initiatives for flood affectees besides training of<br />
health personnel on flood relief duties in provision of<br />
mental health psychosocial support and rational use<br />
of psychotropic drugs. It also envisages integration<br />
of psychosocial care into the work of all the clusters<br />
and especially in general health care.<br />
Highlighting the major objectives of the plan, Prof.<br />
Mowadat H. Rana of Centre for Trauma Research and<br />
Psychosocial Intervention, Armed Forces Institute<br />
for Mental Health, Rawalpindi said that it aimed at<br />
ensuring availability of psychological first aid by<br />
trained manpower at all health service delivery<br />
points and in the community.<br />
Addressing the participants, Prof. Malik Hussain<br />
Mubbashar, UHS Vice Chancellor said that recent<br />
floods had been one of the biggest disasters in<br />
Pakistan. He warned that if no attention was paid to<br />
the psychosocial aspects, “this flood will be<br />
converted into blood”. He said that mental health<br />
problems are far more severe in magnitude than<br />
other health issues in flood affected areas.<br />
UAF Dispatches Relief Goods<br />
The University of Agriculture, Faisalabad (UAF) recently dispatched<br />
five truckloads of flour bags, clothes, shoes, pulses, edible oil, dry food,<br />
animal feed and pure drinking water worth of Rs. 20 lac. These relief<br />
goods were distributed among the flood victims of Jampur, Rajanpur<br />
and Shah Jamal District, Muzaffargarh.<br />

UVAS Relief<br />
Camp for<br />
Livestock<br />
The University of Veterinary and Animal Sciences<br />
(UVAS), Lahore has sent a delegation of volunteer<br />
students and teachers to set up relief camps for the<br />
people hit by floods and their Livestock.<br />
The arrangements were made by UVAS volunteers in<br />
collaboration with Punjab Livestock Department. The<br />
student's delegation was led by Prof. Dr. Muhammad<br />
Khan, Chairman, Department of Clinical Medicine and<br />
Surgery.<br />
Almost 48 volunteer veterinarians treated sick animals<br />
and performed vaccination of animals. The camps were<br />

“The greening disease of Citrus has threatened the<br />

the globe. If preventive measures are not adopted by<br />
horticulturists there would be no more “Kinno” in<br />
coming few decades.” This was the consensus among<br />
the participants of the four-day international workshop<br />
on “Sustainable Management of Insect Pests of Fruits<br />
with Special Reference to Citrus through Modern<br />
Protection and Post-Harvest Losses Reduction<br />
Techniques” recently held at University of Agriculture,<br />
Faisalabad (UAF).<br />

USA Riverside was the key resource person. Dr. Iqrar<br />

Year Project Poster Presentation 2010 showcasing 54 posters<br />
of innovative projects designed by students of Computer<br />
Engineering.<br />
Inaugurating the exhibition, Chancellor Engr. Z. A. Nizami said<br />
that basic purpose of the exhibition was to promote science<br />
and technology in the country.<br />
He emphasized that advancement in science and technology<br />
is essential for the progress and development of the nation.<br />
“Students could play important role in enabling Pakistan to<br />
face the challenges the country confronts today.”<br />

management (IPM) mechanisms in order to obtain<br />
organic fruits and vegetables.<br />
Dr. Muhammad Ashfaq in his welcome address said that<br />
plant protection mechanism needs to be revamped and<br />
it is the duty of entomologists to shift their focus from<br />
chemical controls to biological control. He added that<br />
UAF has developed practicable and affordable rearing<br />
technique of farmer friendly biological agents in order to<br />
maintain the bio-diversity.<br />
Mr. Nizami appreciated the creative efforts and<br />
hard work of the students who produced so many<br />
novel and innovative ideas and concepts in the<br />
form of posters which could effectively be utilized<br />
in the industrial sector for economic growth of the<br />
country and for enhancing quality of life.<br />
The Poster Exhibition presented the progressive<br />
solutions for world's problems. Posters based on<br />
various technical projects demonstrated the<br />
practical application of science, technology and<br />
innovation in the real world, while at the same<br />
time creating an image and vision of what the<br />

2 Convocation of<br />
the University of <strong>Education</strong><br />
The second convocation of the University of <strong>Education</strong><br />
was held recently wherein 19 students of various<br />
disciplines were decorated with gold medals and a total<br />
of 11025 Bachelor and Master degrees were awarded<br />
on the occasion. First five PhD scholars and first batch of<br />
16 MPhil graduates were also awarded degrees on<br />
successful completion of their studies.<br />
Mr. Salman Taseer, Governor, Punjab presided over the<br />
convocation and conferred the degrees to the<br />
graduates. In his address, the Governor stressed the<br />
need to promote knowledge based economy. He said<br />
only well educated population of a country could help a<br />
nation excel.<br />
Dr. Munawar Sultana Mirza, Vice Chancellor, University<br />
of <strong>Education</strong> highlighted the research, academic<br />
facilities and achievements of the University. She said<br />
that university which comprises 10 campuses, five<br />
divisions and 40 affiliated colleges has launched a<br />
continuum of double degree programmes including<br />
BA/BSc, BEd, BFA, BEd, MA/MSc, BEd, BS (Hons), BEd in<br />
a number of subjects and postgraduate teacher<br />
education programmes such as BEd-Elementary/<br />
Secondary/Special <strong>Education</strong>, Med/MEd-Special<br />

Leadership and Management Studies (MELMS). “Market<br />
driven programmes of University include BBA, BSIT and<br />
MSc IT, in addition to advanced degree programmes<br />

<strong>Education</strong>,” said Dr. Mirza.<br />
“The University is also planning to start MPhil leading to<br />
PhD in Physics, Chemistry and Mathematics in fall 2010.<br />

Master degree programmes in BIT, TQM in <strong>Education</strong><br />

LUMS Instructor<br />
Attends Summer School<br />
at University of Illinois<br />
Umer Hassan, Laboratory Engineer and Instructor,<br />
LUMS School of Science and Engineering attended a<br />
summer school at the University of Illinois at Urbana<br />
Champaign (UIUC), USA from July 12-23, 2010.<br />
The school, jointly conducted by National Science<br />
Council (NSC) of Taiwan and US National Science<br />
Foundation (NSF), was based on “Biosensing and<br />
Bioactuation”. The inspiration behind summer institute is<br />
to develop new research frontiers that will profoundly<br />
impact both engineering and biological sciences in the<br />
areas of sensing and actuation. Hassan was awarded a<br />
fellowship to participate in the summer school by the<br />
NSF. The travel funds were provided by Materials<br />
Computation centre (MCC) of UIUC.<br />
There were about 50 participants, most of them were<br />
graduate students and young faculty members from<br />
National Taiwan University and various US Universities.<br />
Most of them came from an engineering background<br />
(electrical and mechanical engineering), but there was<br />
also a sizeable number hailing from diverse fields such<br />
as Cellular Biology, Biochemistry, and Physical<br />
Chemistry. The Summer School was studded by a series<br />
of stunning lectures given by distinguished professors<br />
from around the US including UIUC, MIT, Berkeley, North<br />
Western, Purdue and UC Merced.<br />
The most exciting feature of the Summer School was the<br />
organization of hands' on experimental laboratory<br />
modules. These sessions provided the participants<br />
exposure to latest technologies in Nanotechnology and<br />
Cell Biology. “I worked on instruments such as electron<br />
microscopes and photolithography systems, machines I<br />
could only dream of. Seeing the green fluorescent live<br />
cells filled me with so much enthusiasm and fervor which<br />
resulted in deriving me to pursue more interdisciplinary<br />
research in my later life,” says Hassan.<br />
“We listened to different lectures on various topics of<br />
Biosensing and Bioactuation. Interestingly, I always try<br />
to correlate my existing Electrical Engineering<br />
knowledge with biology during the lectures. This clearly<br />
shows that boundaries between the sciences are slowly<br />
diffusing away,” adds Hassan.<br />
There was a poster session or competition at the end of<br />
the school. All the participants had prepared posters<br />
elaborating their research. Hassan's poster explained<br />
the technique to reduce noise in physiological signals.

emergencies. Census shapes a<br />

g o v e r n m e n t ' s p l a n n i n g ,<br />
demarcation of constituencies,<br />
allocations of seats in parliament,<br />
NFC awards, planning of public and<br />
private sector organizations,<br />
health, child labour, gender<br />

are also faced with a calamity of<br />
gigantic proportions but still as<br />
soon as possible we have to go for<br />
