Mrs. Mitchell: Good Evening everyone. This Meeting of the Barnegat Township Board<br />

of Education of <strong>October</strong> 29, 2007 is called to order. The notice of this<br />

meeting has been forwarded to the Asbury Park Press and The Beacon,<br />

placed in the Municipal Building and filed with the Municipal Clerk, in<br />

conjunction with the Open Public Meeting Act N.J.S.A. 10:4-10. May I<br />

Mrs. Mitchell: Thank you, please stand and join me in the Flag Salute.<br />

Mrs. Mitchell: For those of you who join us on a regular basis you will notice that the<br />

Agenda this evening is a little bit different. We are going to start with our<br />

presentations and then go into closed session about 20 minutes to ½ hour<br />

from now. This way some of the younger students that are here can go<br />

home and start their homework a little bit earlier. Dr. McMahon, please.<br />

PRESENTATIONS/AWARDS<br />

STAR AWARDS AND OUTSTANDING STUDENT AWARDS<br />

Dr. McMahon: Thank you very much. I am actually really happy with starting out this<br />

way, giving out presentations to the students; and I get to give out my first presentation<br />

which is my favorite, the Star Awards. For those of you who have never been here<br />

before for our meetings, or seen the Star Award, the Star Award started a number of years<br />

ago trying to teach the children about teamwork and agreeing with each other civilly or<br />

working as a team together and in the classroom to support each other is something we<br />

wholeheartedly support here in the Barnegat Township School system.<br />

Can I have Mrs. Santolla to join me for a second up here, I think I saw her. Mrs.<br />

Santolla’s class nominated somebody who won this month and basically this student in<br />

Mrs. Santola’s class exhibited a wonderful act of kindness during Grandparents’ Day this<br />

September. As the Grandparents were leaving the school one student began to cry<br />

because she missed her relatives dearly. This student came into the classroom and gave<br />

the girl a tissue, quietly comforted her until she felt better. We are very proud of this girl<br />

for her caring actions; this is a perfect illustration of how our students are setting such a<br />

compassionate tone in giving an example for other students in the school and in our<br />

district. Please join me in applause for Noelle DeSanti. Oh there she is. Congratulations<br />

you get this bicycle for doing such a lovely thing; do you want to have Mrs. Santolla in<br />

the picture? Come on in. Wonderful, congratulations, that was very nice of you. This is<br />

yours, here Noelle.<br />

We also exhibit this type of teamwork in assisting elementary schools, our Middle School<br />

and High School. I would like to ask Mr. Nichol to come up here. This eighth grader at<br />

the Russell O. Brackman School started the school year off right with his remarkable,<br />

positive attitude towards his studies and his enthusiasm for the Brackman School in<br />

general. This teacher described this student as having the perfect blend of skills, stellar<br />

performance and modest ambitions. We are happy to honor C.J. Pacquing as our Star<br />

Award winner for the Brackman School, is C.J. here? Congratulations.<br />

Last but not least, our high school. This student was recognized as a model of the Bengal<br />

way. When controversy erupted at Barnegat High School, this sophomore stood up to<br />

what he believed in and spoke the truth. He worked to bring others to his side. He gave<br />

up his free time to fight for his convictions, also a student athlete, this person has learned<br />

how to balance his time between his studies and sports, Dr. Saxton, please come up and<br />

give me a round of applause for Richie Dugan.<br />

BOYS & GIRLS STATE REPRESENTATIVES<br />

Mrs. Mitchell: Each year the local American Legion and the American Legion Auxiliary<br />

choose two girls and two boys to represent them at Girls’ and Boy’s State respectfully.<br />

Candidates that are selected after the rigorous selection process are invited to participate<br />

in a Mock Government in which the participants represent specific regions and political<br />

parties. The participants learned how to make diplomatic decisions regarding policies<br />

and hot-button issues. We are proud to honor Stephanie Municchi and Jackie Ferrara,<br />

who participated in Girls’ State and Alex Becker and Michael Pisano who participated in<br />

Boys’ State. In addition, we would like to further congratulate Stephanie who was also<br />

selected to attend the prestigious Girls’ Nation in Washington, D.C. in July. Will the<br />

students please join us up here?<br />

STUDENT’S LOVE <strong>OF</strong> ANIMALS SHOWS IN COLLECTION<br />

Mrs. Mitchell: Is Maureen Saparito here? Maureen come up, please. Maureen is a<br />

seventh grader at the Brackman School, she did a remarkable thing this summer. In her<br />

quest to aid over 200 animals housed at the Associated Humane Society in Forked River,<br />

she collected over 1,000 pounds of pet food. She also declined selflessly all her birthday<br />

wishes; she said to everyone just please give me money to buy food or donate food or do<br />

something for the animals and did not want anything for herself. I commend you so much<br />

for that; I wish one of my three children would do the same thing. Congratulations,<br />

Maureen, we are very proud of you.<br />

STUDENT GIVEN HIGHEST HONOR IN BOY SCOUTS<br />

Mrs. Mitchell: Barnegat High School student Tim Keough has been awarded the highest<br />

honor from the Boy Scouts of America, he has been named a lifetime Eagle Scout. In<br />

addition to his remarkable achievements within the scouting program, Tim also led the<br />

efforts of his troop – Troop 26 of the Friendship District in the Jersey Shore Council – in<br />

their efforts to brighten the campus of Barnegat High School. In addition, Tim and his<br />

troop also held a ribbon-cutting for two planters that they installed at the entrance of<br />

Barnegat High. We would like to congratulate Tim on his wonderful achievement with<br />

the Boy Scouts of America and would like to extend our sincerest thanks to the entire<br />

membership of Troop 26 for their amazing efforts in beautifying Barnegat High School.<br />

BRUCE SPRINGSTEEN FOOTBALL<br />

Mrs. Mitchell: Mr. Kostka, please?<br />

Mr. Kostka: Thank you. I just wanted to take a minute. On September 15, it was a<br />

Saturday at the High School, the varsity boys played the Ranney School and at the game<br />

Bruce Springsteen was in the audience. Mr. Davis and I approached Mr. Springsteen and<br />

asked him for his autograph. He signed the game ball which our boys won, by the way,<br />

what was the score, Doug, Doug/Mack, sorry. It was 5-0 and he was still inclined to sign<br />

our ball. He signed it “Nice to be at Barnegat High, Bruce Springsteen.” I just wanted to<br />

present this to Mr. Germano and Dr. Saxton to put in the trophy case at the High School.<br />

STUDENT REPRESENTATIVE<br />

Mrs. Mitchell: At this time if anyone doesn’t know Matt Falk, and I don’t think there are<br />

many people who do not know him, Matt is at the end of the table and this month he is<br />

our student representative for the High School. I would like to thank Mr. and Mrs. Falk, I<br />

saw Mrs. Falk in the audience. Thank you for letting Matt attend, and Matt would you<br />

like to take the mike now? Do you have anything to add or to say?<br />

Matthew Falk: Sure, everyone who attended the Bengal Bash this week had a great time,<br />

it was a successful Fall Dance and catered by Kate and Ally’s and the usual DJ and it was<br />

just a lot of fun. As of now the Senior Trip is including about 114 seniors and all set to<br />

go in May to Disney. In a few days the juniors will be having their ring ceremony which<br />

is a great time for them to have the rings to show what they have done throughout high<br />

school. The National Honor Society is just beginning their new inductions for 101 new<br />

tryouts for the National Honor Society so best of luck to all of them. That is basically it.<br />

EXECUTIVE SESSION<br />

Mrs. Mitchell: At this time the Board will go into closed session and we will be<br />

approximately about an hour and there is coffee and some snacks back there and with that<br />

PTA, Mr. Delaporte for the beautiful flowers and the refreshments in the back, it really<br />

makes me feel welcome and if you could just please pass that on to your PTA<br />

membership we would really appreciate it. Thank you.<br />

APPROVAL <strong>OF</strong> AGENDA AND/OR ADDITIONS<br />

Mrs. Mitchell: May I have a Motion to approve the Agenda with the following changes.<br />

Under Education, Motion 5, the day to be May 28 th . Under Personnel, Item #4 should be<br />

Special Ed/CST Supervisor. Under Personnel Item #33, as amended and under Facilities,<br />

MOTION TO APPROVE ANNUAL DISTRICT REPORT <strong>OF</strong> VIOLENCE AND<br />

VANDALISM FORM SY 2006-2007<br />

Now, Dr. McMahon will read the Annual District Report of Violence and Vandalism.<br />

Dr. McMahon, please.<br />

Dr. McMahon: Yes, thank you.<br />

In compliance with public law 2001, c.299, Barnegat has made <strong>October</strong> 22nd to <strong>October</strong><br />

26 th School Violence Awareness Week also known as Red Ribbon Week, here at<br />

Barnegat Township Schools. This law also requires that I read the annual district report<br />

of violence and vandalism at a public hearing. The 2006-2007 report is as follows:<br />

In regard to incidents by reporting category in the year 2006-2007, there were fifteen<br />

instances of violence throughout the district, four instances of vandalism, one incident of<br />

weapons and five for substance abuse for a total twenty five throughout the year.<br />

The four acts of vandalism included: damage to property (tire) with a cost to the district<br />

totaling $150.00. As to action taken; police were notified three times with two<br />

complaints filed.<br />

There were no expulsions from school; no students removed from the alternate school,<br />

twenty-one short term in-school suspensions and two out - of school suspensions and no<br />

other actions taken.<br />

The offenders in all reported incidents were students – nine regular students and thirteen<br />

students with disabilities for a total of 22 students. In total, fourteen victims were<br />

reported – four regular education students; five students with disabilities and five school<br />

personnel.<br />

PRESIDENT’S REMARKS<br />

Mrs. Mitchell: Before we open up to Public Session there are a couple of things I would<br />

like to say to the public. It is just the state of our schools, where I feel that we re going in<br />

the right direction with all the negative things that have been in the press lately. I would<br />

first like to say thank you to each of you who attend these meetings and give us the<br />

valuable feedback that enhances the education of our Township’s children. Now, I would<br />

like to take this opportunity to give you and update on how our district is fairing since<br />

becoming a full K-12 district. Over six years ago we launched a six-year plan to expand<br />

and enrich the education of our students in doing so we brought a strategic and financial<br />

leader to the district in Dr. McMahon. He was a clear choice with his background in<br />

similar undertakings in Plumsted and after serving as Assistant Commissioner of<br />

Education for Finance. Moving forward with his guidance, we as a Board that increasing<br />

academic achievement is this district’s overall goal and this is not going to change.<br />

Academic achievement comes first always. Ultimately, Barnegat Schools and the<br />

community we serve will be judged on how well we educate our children. Our future<br />

plight literally depends on it; and we want our students to be globally cooperative and we<br />

want them to be globally competitive. We must education them so that they can compete<br />

with anyone in the world for college placement, honors and jobs. As it was years ago,<br />

this remains our most important goal, raising student achievement, thus we have<br />

strengthened our curriculum and our courses and delivery of education in the classroom.<br />

Our test results suggest we are gaining ground. Our state testing for 2006-2007 showed<br />

all of our schools either matching or exceeding state averages. Our elementary and<br />

middle schools are continually showing promise with outstanding averages in all areas<br />

and our high school students dazzled with first-time scores on HSPA testing nearly 20%<br />

above state averages in both Mathematics and Language Arts.<br />

Another one of our goals is that we provide adequate resources and facilities. Adequate<br />

resources for success do not mean the same thing for every student. We are committed to<br />

giving the extra help to children who need it. We know that the proper resources and a<br />

dedicated, determined teacher can make a world of difference in the classroom.<br />

Adequate facilities are almost as important in education and becoming a K-12 district we<br />

have build and improved our new and existing buildings utilizing over $100,000,000 in<br />

grant money from the state. No other, non-Abbott district in the state of New Jersey has<br />

secured as much money for constructed as we did here in Barnegat and we must thank the<br />

administration for playing such a prominent role in securing those funds. We also realize<br />

that safety is a dominate issue with parents and we want to assure you that we will<br />

continue to work with others in the community, like our local police department, to<br />

ensure that Barnegat schools will never succumb to school violence. Finally, I am happy<br />

to report that we have been able to achieve all of these goals while also moving forward<br />

with a sound fiscal plan. As you know, our district has recently received an enhanced<br />

bond-rating. Not only am I happy to share that news of our fiscal savvy but our decision<br />

to wait to sell $22,000,000 in bonds has also secured a remarkable low interest rate for<br />

you, the taxpayer. The fiscal decisions of our business administration will save you over<br />

$170,000 in debt service.<br />

In addition, our district has recently completed the comprehensive annual financial<br />

review from an independent auditor. This auditor in reviewing our finances can make<br />

recommendations to the Board regarding any fiscal issue that needs to be remedied. I am<br />

happy to report that we received not one recommendation from this audit, illustrating that<br />

our fiscal plans are both strong and sound.<br />

To conclude, I would like to say to every Barnegat person sitting in this audience tonight<br />

that we do have outstanding students here tonight with many, many great successes. We<br />

as a Board want to build on that foundation and I ask you to take a look at our progress.<br />

Look at our students, look at your children, they are Barnegat Schools, they are our<br />

future, they do a wonderful job, we continue to give them that each day and we will give<br />

them everything that they need and that they deserve. Let’s pull together as a community<br />

to provide them with the resources they need to move forward and let’s provide them<br />

with the resources they need to make a difference in all of our lives. Thank you.<br />

Before I take a Motion to move into public session, a couple of things I would like the<br />

audience to be aware of. We had a press release approximately a week ago asking for<br />

any direct questions to come to Central Office or email or call, we have a 24 hour<br />

answering machine like I said year after year here. You can email us so at least you can<br />

get those answers that you deserve. By 18A we extend public comment for anyone to<br />

come up here and say what they want and take their five minutes and the floor is yours.<br />

But, it is unfair for you to expect us to be able to answer you that quickly when we don’t<br />

sometimes have the information at this table. So, we as an entire Board unanimously<br />

decided with their guidance have helped me because I have let it go and slip by the<br />

wayside over the past year. I apologize to the Board because I did that to all of us up<br />

here, so I am asking anyone to please state your name, address, take your five minutes,<br />

make your comment and if it is a question and we can answer you, we will try our best to<br />

do that but if you are sitting down saying they did not answer my question, we are trying<br />

to take your comments and that is what this is about, public comment. It really can’t be a<br />

Q&A; it is not fair to us and not fair to the administration because a lot of times you do<br />

not have those answers at our fingertips. With that said would anyone like to address the<br />

Board? I need a Motion to go into public session. Motion by Mr. Kostka, seconded by<br />

PUBLIC SESSION<br />

Mrs. Karen Ray, 3 Sloop Court – The first thing I would like to do is invite all of you on<br />

November 8 my son will be playing with the All State Jazz Ensemble. He auditioned for<br />

that and is the first Barnegat Township student to audition and make the jazz ensemble.<br />

It is an honor; he will be playing at the Trump Plaza Hotel in Atlantic City at 8:30 p.m.<br />

on the 8 th . If anyone is available it is a free concert, it should be very good. The jazz<br />

ensemble is playing with the jazz choir and they are the top jazz students in the State. If<br />

you would like to come be our guest, we would like to see you. The other thing I would<br />

like to address, I do understand the change in the policy with the timing of the meeting<br />

and all, the one thing I would like you to possibly reconsider is the awards that the<br />

students receive. I really enjoy seeing that and it is hard for me to get here before the<br />

meeting and then spend an hour while you are in Executive session and wait. I think that<br />

those students who earn the recognition of the Board and receive those awards really<br />

would like to receive them in front of this crowd and not just their parents because if you<br />

are going to give it to them and have six, seven, eight parents sitting in the audience, it<br />

would be nicer to give it to them in school in front of their peers in an auditorium. I think<br />

everybody sitting here would like to hear about the awards, see these students and<br />

connect the face to the achievement so we can all be proud of our students in Barnegat.<br />

Even if you have to, I understand you want to get them in and out of here even if you<br />

have to have your Executive session give the awards, have a ten minute recess so they<br />

can leave with their parents and not disrupt the meeting, I think that is a better option. It<br />

is just sad that they could not all be here tonight and we couldn’t all see. I tried to get<br />

here but I missed it by like ten minutes, I really felt bad. I like to see the children get<br />

their bikes and get their awards and certificates so if you could reconsider that it would be<br />

a nice thing. I am glad to hear you are still going to be taking questions if we have them<br />

and have not thought about them ahead of time because sometimes I get up and think I<br />

should have asked that. Thank you for everything that you do, it really is appreciated and<br />

I understand the reason for the change, but I would like to see those awards and see those<br />

children myself.<br />

Mrs. Mitchell: Thank you. Would anyone else like to address the Board? Yes?<br />

Stephanie Municchi, 25 Longboat Avenue. First of all, I would like to thank the Board of<br />

Education because I was one of the students who received an award tonight and it has<br />

been a really great opportunity growing up in Barnegat. I have been here since<br />

kindergarten and this is my last year here. I just want to thank you for that opportunity.<br />

Having said that, however, as you all know I asked to speak in the Executive session<br />

today and I understand why my request was denied and I will be submitting a detailed<br />

letter with all of my concerns outlined. However, I would like to speak about my<br />

concerns in general terms and what I would like to say to you is that in every building we<br />

have conflicts, whether you are working in a community service organization or working<br />

in a school district or in Wal-Mart. There are always different complaints and people<br />

always have problems. However, I want to stress to you that you need to take into<br />

consideration where the complaints are coming from and whether they might be out of<br />

retribution or other, I am not sure how to say this, take into consideration who is saying<br />

what. That is one of the really big things that I would like you to consider and I just<br />

want you to remember that every decision you make here affects the students and that<br />

every decision you make, you need to consider the ramifications to the students. Thank<br />

you.<br />

Mrs. Mitchell: Thank you. Would anyone else like to address the Board? Yes? I see a<br />

hand back there. Yes, Denise.<br />

Denise Pilovsky, 26 Aphrodite Drive. I have a question about the RIF program; two<br />

weeks ago I had made a couple of phone calls and got my answer about the RIF program<br />

at the Brackman School. I voiced my concern to Tom Kostka, there, also to Mr. Davis. I<br />

am still waiting for an answer, that was one thing. What is the other one? Hold on give<br />

me a second…oh, the MRSA situation with the high school. Can we get more<br />

information on that? In the news it was stated you did not have MRSA at the high school<br />

which there is two known cases. Maybe it is cleared up or whatever it is but we did have<br />

MRSA at the high school. I also want to know what are we doing about it. Is it cleaned<br />

up? I mean what is going on? As a parent I want to know. Thank you.<br />

Mr. Jake Taylor, 106 Newark Road – Number 47 on Motion to Accept Audit Report<br />

Resolution. We got a Resolution here from the Board Secretary recommending we<br />

accept his own report that is a little strange to me. While I am on that subject, we have a<br />

$5,000 a week Superintendent that gets paid for being the Business Administrator and the<br />

Secretary got, I think it is around a $60,000 raise to take out Business Administrator’s<br />

duties and that is unusual in Ocean County. My question is how can a Secretary ok his<br />

own report? That is not how it is done, that is a comment I have. My question is on<br />

11/14/46 I OPRA’d the Board and I will read the OPRA request, it is called the petition<br />

of the employee, Al Dietrich, what is his position, salary, stipend if any contract or job<br />

description and duties and the hiring date. The answer back from the Board on the<br />

OPRA request was “with regard to your recent request of public records please be<br />

advised……<br />

Mrs. Mitchell: Mr. Taylor excuse me, Mr. Coronato would like to speak.<br />

Mr. Coronato: If you are going to discuss an employee, for instance, anything with<br />

regard to the employee that you made the request, it is inappropriate in a sense that the<br />

employee has not been notified to be here. So, you have a right to OPRA for<br />

information, but if you are going to discuss any of the information that has been provided<br />

to you, and deals particularly with a particular employee, that would be in appropriate.<br />

Mr. Taylor: I have nothing to say about the employee but the answer to my OPRA<br />

request was that he don’t work here. And when I got the Minutes that are posted on the<br />

Board, the Minutes state Mr. Al Dietrich who is an employee of the district. I want to<br />

know which is right. I filed an OPRA request to find out about the employee and my<br />

answer was that he didn’t work here. But in the Board Minutes he does work here. Was<br />

my OPRA request denied, answered wrong?<br />

Mr. Coronato: This is the first that I have heard of this. What I can do is …<br />

Mr. Taylor: We change lawyers quite frequently that is probably why you have not heard<br />

of it.<br />

Mrs. Mitchell: Mr. Taylor, please give Mr. Coronato a chance to answer you.<br />

Mr. Coronato: My only comment to you, Mr. Taylor really is that why don’t you send a<br />

letter in again requesting the fact of the conflict between the information you got in the<br />

OPRA request and what is listed in the Minutes, then I think the Board will provide that<br />

difference.<br />

Mr. Taylor: Is he an employee or is he not an employee, can you answer that?<br />

Mr. Coronoto: That is the question, I do not have the answer to that, but I think what you<br />

can do is make that request and at that point in time you would be notified.<br />

Mr. Taylor: You mean the Board doesn’t know whether he works here or not?<br />

Mrs. Mitchell: Mr. Taylor, he is an independent consultant. That is how he was hired.<br />

Do you have anything else?<br />

Mr. Taylor: Yes, I want to know what he got paid.<br />

Mrs. Mitchell: I don’t have that information in front of me, again, had I known that<br />

yesterday, two hours ago, I would have had that information for you. Is there anything<br />

Mr. Taylor: This OPRA request was filed in 11/14/06.<br />

Mr. Coronato: It was answered properly, Mr. Taylor.<br />

Mr. Taylor: What is that sir?<br />

Mrs. Mitchell: It was answered properly.<br />

Mr. Coronato: It was answered properly, he is not an employee that is why it is answered<br />

the way it is.<br />

Mr. Taylor: In other words, it is how you list them whether we pay. You use my tax<br />

money to pay him.<br />

Mr. Taylor: Is there anything else?<br />

Mr. Coronato: I think what we are saying, Mr. Taylor, is now that you know that he is a<br />

private contractor, you can make the request and obviously they know what you are<br />

looking for and they will provide that to you. Not saying you are not entitled to that, now<br />

you know how to ask the question, so I think you just write that letter and you will get<br />

that information.<br />

Mr. Taylor: My other question is the Superintendent going to relinquish any of his $180<br />

a day being we hired an Assistant Business Administrator?<br />

Mr. Coronato: Again, you are talking about personnel decisions with regard to that.<br />

Mr. Taylor: I am talking about money.<br />

Mr. Coronato: I realize that but you are talking particularly about the Superintendent,<br />

again, you can comment, but at that point in time you cannot direct…<br />

Mr. Taylor: My comment is that the Superintendent gets over $5,000 a week, part of that<br />

is $180 a day to do Business Administrator work and at the last meeting that had no<br />

public attendance and no public session the Secretary got a raise to do the Assistant<br />

Business Administrator. I want to know if there is going to be any remuneration of the<br />

Superintendent’s money because we have hired somebody now. That is my question.<br />

Mr. Coronato: What you are really doing is making a comment, you are saying….<br />

Mr. Taylor: Ok, it is a comment, you can call it whatever you want, I would like<br />

answers.<br />

Mr. Coronato: The Board cannot answer that because again it deals with...you can make<br />

a comment to what you want to see. You follow what I am saying, in other words you<br />

are taking the position that this ought to happen, but the fact is I can’t let the Board make<br />

that comment because they have a contract and they have entered into a contract and they<br />

would be discussing an employee’s package and you cannot do that.<br />

Mr. Taylor: Then I take it for granted that the Superintendent is going to continue to get<br />

his $5,000 a week, thank you.<br />

Mrs. Mitchell: Thank you, Mr. Taylor. Would anyone else like to address the Board?<br />

Mr. Bernard Laufgas, Schooner Ave: What has happened to Mr. Monahan?<br />

Mrs. Mitchell: He could not be here, he is in court tonight, he has been in court for the<br />

past ten days.<br />

Mr. Laufgas: Mrs. Mitchell, I spoke to him this afternoon.<br />

Mrs. Mitchell: I believe you. Do you have any other comments?<br />

Mr. Laufgas: Yes, I just was wondering if he was still the School Board attorney.<br />

Mrs. Mitchell: Yes, he is still our attorney, correct.<br />

Mr. Laufgas: Because you told me he is a very fine attorney and I agree with you on that.<br />

Now I delivered the letter to the Assistant Business Administrator about the flyer to give<br />

to the kids because I want the school to pay for the shoes that the kids compete among<br />

other items. It will make the school sport program much, much better and I told you that<br />

on numerous occasions. I want a flyer to being given, I’ll supply the full amount of<br />

flyers you need and I will separate them into groups so the school would not have much<br />

problem to distribute them. Could you tell me what happened to that letter?<br />

Mrs. Mitchell: Please use your time and then I will address your questions.<br />

Mr. Laufgas: Awhile ago I asked the school not to use the children what the drug dealers<br />

use as mules to send flyers home. You sent three flyers, two of them about the police and<br />

some other thing. I don’t think our children should be used for that purpose and Title<br />

18A does not permit it. 18A42-4, that is the statute that says you cannot use the children<br />

for political purposes and that is clearly political. Would you pass that flyer about what’s<br />

his name, Mr. Nichol, the principal about the personal things that he did at the school to<br />

the parents, that is just as important as he did for security. By the way, the<br />

Superintendent in Egg Harbor Township, the biggest district in the State, when they<br />

asked him about security he said I do not talk about security. No one has to know….<br />

Mr. Coronato: Mr. Laufgas, let me just say, if you are referring to a particular individual<br />

you really can’t discuss that employee. What you can do is if you have concerns about<br />

that is you can put it into a letter address it to the Board and then the Board would take<br />

the appropriate action.<br />

Mr. Laufgas: Oh you mean you want an OPRA request?<br />

Mr. Coronato: No, no, no, it does not have to be an OPRA request. If you have concerns<br />

about any particular employee you just put it in writing and then you are voicing your<br />

concerns. You as a citizen have a right to voice a concern about any employee.<br />

Mr. Laufgas: I understand that.<br />

Mr. Coronato: And you can submit it to the Board, you just can’t discuss it in public.<br />

Mr. Laufgas: I understand certain things we have to keep quiet.<br />

Mr. Coronato: No, no, no, you have to understand that the employee has rights. It is not<br />

really if that employee wanted to come in and relinquish their rights, and say, yes I do not<br />

mind the public discussing it, then at that point the Board would be free to do so. But<br />

you know, you have to understand Mr. Laufgas, and you should know better than<br />

anybody else, that everybody has rights in this world and certainly even the person you<br />

are accusing has rights. So, therefore, if you are going to accuse somebody or you are<br />

going to make comments about somebody, the appropriate way to do it is to send in a<br />

letter and let it go through the normal channels and you may be right. There is a right<br />

way to do it and a wrong way to do it and in this instance, if you make a comment about<br />

somebody and they are not here to address it, it is basically unfair. The court system has<br />

indicated that.<br />

Mr. Laufgas: OK, counselor, do you want that in an OPRA request how much we are<br />

paying for those lawyers.<br />

Mr. Coronato: It does not have to be an OPRA request, all it has to be is a letter and your<br />

letter can express what your concerns are and it is….<br />

Mr. Laufgas: Will they give me an answer?<br />

Mr. Coronato: I think at that time when it is sent to the Board the Board will respond to<br />

you, the answer is yes, you are entitled to an answer.<br />

Mr. Laufgas: I am very stubborn, take my word for it. The reason why I want this school<br />

to pay for the shoes is that you were very proud of the young lady that won the State<br />

Championship in pole vaulting. I think she is sitting in the back, I think she is hiding by<br />

now. Well, you were very proud and I think the school should pay for the shoes for all<br />

the athletes because when the football team wins you are out there yelling and screaming<br />

look what we did; well you have to help them. You pay enough for lawyers, our children<br />

deserve more than the lawyers, they come first. Some of them will tell you, I am at the<br />

cross country meets yelling and screaming for them. Hopefully, they will do good in fact<br />

there is a young kid, his name is Jake, he is about this high but he has all heart and he is<br />

super…in a couple of years he will be a state champion. One second…getting old, need<br />

glasses.<br />

Mrs. Mitchell: It is five minutes already, you need to wrap up.<br />

Mr. Laufgas: Two more things, I submitted an article to your Assistant Administrator<br />

about Constitution, they are giving a grant if the school will agree to teach the kids about<br />

the Constitution, that is very important, take my word for it. The last thing, I read some<br />

kind of a flyer that the school board had, not sending to the parents, about the reason why<br />

the school does not want to remove the Horbelt name of the school. I told you long ago<br />

why I wanted to remove it. It says that because Horbelt is going to sue, well…...<br />

Mrs. Mitchell: Again, we cannot speak about Dr. Horbelt because he is not here either.<br />

Mr. Laufgas: I am going to submit an OPRA request; I want to know how did the school<br />

find out that Horbelt said he is going to sue. If he sues, I will help you guys.<br />

Mrs. Mitchell: Thank you. Would anyone else like to address the Board?<br />

Mr. Laufgas: Enjoy the pizza.<br />

Mrs. Mitchell: Yes. Raphael?<br />

Mr. Raphael Adorno, 9 Harpoon Drive – I need clarification on the facility use section<br />

for the Barnegat Junior Bengals, I believe my entire Board is under a different impression<br />

of what those fees are. As I read that section it says…<br />

Mrs. Mitchell: Raphael, I think before you walked in that Motion was amended to pass<br />

that Motion at no charge. The vote will be when we move along the Agenda and take<br />

that vote.<br />

Mr. Adorno: I am not sure what I am seeing because I have a flag program, etc.<br />

Mrs. Mitchell: Correct. Anyone else? Yes, Mr. Checcia.<br />

Mr. Phil Checcia, 12 Windward Drive – The most listened to Board in the nation, if you<br />

were a radio station you would have great ratings. It was nice to have the Board member<br />

get up, I know he was in an inconvenient situation or an embarrassing situation, but to<br />

leave the dais and have a cup of coffee without excusing himself and put it on record is<br />

really a slap in our face. It is against your rules also. The other is, let me ask you, what<br />

is the procedure for a student and/or family to give a car to the student and bring the car<br />

onto the property for high school, because now that they are driving? It is not a particular<br />

car, but cars just in general. When you do that you verify license plate for NJ insurance I<br />

am sure, is that correct Mrs. Mitchell?<br />

Mrs. Mitchell: Can I ask that you make your comments and then we will answer.<br />

Mr. Checcia: Well, I am making a comment, but I would like to go along because we<br />

tend to lose the drift here. So, in other words if someone is driving a car does it have to<br />

be registered in the state of New Jersey? In order for them to use the car and also if the<br />

student…..Mr. Attorney, I am not asking you, I am asking the Board, please don’t answer<br />

the question, you are taking my minutes away.<br />

Mr. Cornonato: I am trying to give a legal opinion.<br />

Mrs. Mitchell: Mr. Checcia, please.<br />

Mr. Checcia: Would you instruct you attorney this is not a defense, please? He is not a<br />

defense attorney here, he is the Board Attorney, he acts when you ask him a question.<br />

Mrs. Mitchell: Mr. Checcia, take your five minutes, please.<br />

Mr. Checcia: Please, tell your attorney when I ask him a question, I will address it<br />

through you and that is the way you are going to be asking questions from now on,<br />

through you and through Mrs. Lally or whoever you might be as Vice President. Until<br />

you are spoken to, Mr. Attorney with all due respect your jurisprudence, put it to work<br />

and listen to the public.<br />

Mrs. Mitchell: Mr. Checcia, please, please, show some respect here please.<br />

Mr. Checcia: And that is a lot of respect, it is called respect for the public.<br />

Mr. Checcia: Answer my question now, what is the procedure, maybe after I sit down, of<br />

the necessary process to put a car onto the property with a student and not only with a<br />

student does that student have to have a current New Jersey limited license, 16 or 17, 18<br />

and let me know the procedure before you let the car onto the property. Now, if someone<br />

were sending someone who lived in California to our school district, let me ask you, and<br />

you found out about it, what would the procedure be for you to recoup the tuition other<br />

than being military which we are mandated to take care of which I think we are mandated<br />

to take care of, and other types of situations pertaining to any intelligence agencies, etc.<br />

that we don’t know about. So, let’s get to the point, what is the procedure and do we<br />

have or have had any investigations of that sort say within the last three years?<br />

Mrs. Mitchell: OK, is there any other comment or question?<br />

Mr. Checcia: Yes, my other comment is that I read a memo, actually it may have been an<br />

email, from Brian Falkowski, I think, to town and that was at that controversy at that<br />

meeting, I think about the town, you needed the money but you were going to destroy the<br />

old vouchers, it is an email from you. We could produce it so because it is there. Now, I<br />

am going to OPRA due to the fact that a letter would only prolong getting the<br />

information, the closure on whatever I ask for. So, we are going to OPRA, and I am<br />

going to put it on record, all the checks, all the check deposits, the electronic transfers,<br />

letters of finance and requests, almost an audit. So what I am saying is we can do a<br />

fundraiser and we can lay all that out here for the public to look at so we can take the<br />

storyboard in order from when we built the high school to the savings of the money that<br />

we were supposed to be saving. Now you may say we are saving money Mrs. President,<br />

but when the figure went up for $7,500 approximately for student did that include the aid<br />

from the state that’s raised that we are going to lose with the new evaluation that upped<br />

our bond rating? Now, what is the state aid toward the actual tuition? So, in other words,<br />

are we paying $7,500 a student with state aid or without state aid; and do you anticipate<br />

the state aid staying where we are at due to the fact that we went from $900,000,000 to<br />

almost $3 billion in ratables with a median income of over $52-62,000 from $26,000 on<br />

the last one. These are facts, but I am asking you for the exact figures, so I have a good<br />

idea to make a fundraiser. Before you even discuss any money is it true, by the way, let<br />

me go back to something. Do we have maps in this town? Yeah, wrap it up, time me,<br />

she is the President.<br />

Mrs. President I am asking you two questions, I am also going to ask for all the books<br />

that you ordered since he has been the Superintendent in this district? Who they are for,<br />

what grades and that is not going to be counting and including the costs which will be<br />

separated and every one will be on an individual OPRA request so if you don’t pay me it<br />

will cost who denied it $1,000 - $2,500 then $5,000 a sheet. Keep that in mind, that is the<br />

law, if you want to look at the Title, it is going to be on each, individual sheet. It will<br />

protect the pubic. All the books, is it true that we still have maps with USSR on it and<br />

our good teachers have to come up with some type of an excuse, and it is mimeographed<br />

or photographed? This is kind of strange that you are telling us that we are up-to-date<br />

with books because I have someone who walked up to me, who may show up tonight, her<br />

kid took it home. The teacher, with good intentions, not to be embarrassed told her that<br />

we re not studying that country. That is a joke, but it was really sad that we had to have<br />

good teachers say that in a school district that is raising money hand over fist, 200<br />

teachers and 200 administrators and they all do a good job. It is time, and I am going to<br />

tell you, that this Board step down and change its ways and remember, you all represent<br />

us for a thorough and efficient education, no more, no less. We are not here as a private<br />

school district and just to compare the money we are paying on a new contract which you<br />

had the power to re-do, the Superintendent, check the Superintendent’s contract in New<br />

York City, minus the mansion because that comes with the school, minus that. And, see<br />

how much per student we are paying him versus what we are paying here.<br />

Now, how much money do you allocate for those attorneys that you hired two months<br />

ago?<br />

Mrs. Mitchell: Alright, Mr. Checcia, I need you to wrap it up please.<br />

Mr. Checcia: This is on record, I need those, you are going to get OPRA’d, just<br />

remember whoever refuses will go to Trenton; they will take it out of their pocket.<br />

Mrs. Mitchell: Mr. Checcia, that is your right to OPRA everything.<br />

Mr. Checcia: It is my right and I will exercise accordingly for the people, by the people<br />

and for the people and don’t forget that.<br />

Mrs. Mitchell: OK, thank you, would anyone else like to address the Board? Yes?<br />

Ms. Christina Fugil, 14 Beacon Drive – First I would like to say that I am a part of the<br />

first graduating class and I am very proud of it. You said that earlier in the meeting how<br />

you want our students to be globally competitive, and this time that we live in it is<br />

extremely important that we be globally competitive, however, I was one of three<br />

students, I guess it was in the summer of 2006 that participated in People to People<br />

Student Ambassador programs. I am not sure if you are familiar with the program but it<br />

was started by Eisenhower in 1956, it was a way for creating global understanding and<br />

cultural understanding between different countries through the youth of those countries<br />

and there might even actually be one more student that was on those trips. But when we<br />

came back we were told back that we could not accept the credits from Washington<br />

University which is equal to three foreign travel credits and 150 class hours because they<br />

said it was unfair that not as many students got to participate in this program. However it<br />

is a small percentage of the American students who participate in this program, it is about<br />

1% so when these colleges see this program on the student’s transcripts, that is a big deal.<br />

You are talking about globally competitive, that puts you in immediately and I just<br />

request that we might not be able to get it, but I request that you accept it for other<br />

students that might travel on these programs because it is extremely important. You<br />

know, getting into college right now is extremely competitive, especially, you know, with<br />

the amount of kids graduating now that are going to college afterward, it is harder than it<br />

ever used to be. These programs are great for kids like me who are, you know, interested<br />

in international relations and, you know, interested in the world around them. Colleges<br />

want to see that, but I can’t show them that from my high school, I have to give them the<br />

transcripts from the program. I just request that you look at the program and the credits<br />

that go along with it and that for future generations of students in this district that you<br />

would accept those credits so that they might be able to put them on their transcript for<br />

college. Thank you.<br />

Mrs. Mitchell: Thank you, Christine, thank you so much. Christine, we will, we will ask<br />

Dr. Saxton to look into that and maybe we can do something about it and I appreciate<br />

Mr. Richard Pilovsky, 25 Aphrodite Drive – First question is, I want to know if you are<br />

going to answer the question about the RIF program? OK? The second question is, I<br />

have a sheet here, it does not have high school letterhead on it; it was given out asking for<br />

cash or a check made out to cash for jackets for one of the sporting activities. I just want<br />

to know if you guys know about this or have seen this, and I would like to leave it with<br />

you to take a look at it.<br />

Mrs. Mitchell: OK, is there anything else that you have?<br />

Mr. Pilovsky: No, that is it.<br />

Mrs. Mitchell: OK, thank you.<br />

Dr. McMahon: In regard to RIF I am going to ask Mrs. Scrimenti to give you and/or<br />

your wife a call regarding this, RIF is a federally funded program that ceased federal<br />

funding about two years ago now.<br />

Dr. McMahon: End of the summer? We are going to wind up funding some of our own<br />

programs, but I know the curriculum department is looking into that and they can give<br />

you more specifics in regard to it and then it will be a Motion for the Board table.<br />

Mrs. Mitchell: OK, and about this field hockey jacket, we need to look into that, it is the<br />

first time that I have seen that. We do not see every single piece of literature that goes<br />

home in the backpacks, it would be impossible, but we will ask Mr. Germano about that.<br />

Anyone else like to address the Board? Yes, I am sorry, Mrs. LaBruna.<br />

Mrs. Mary LaBruna, Mathematics Supervisor for the District – I just want to publicly<br />

acknowledge the elementary school teachers. <strong>October</strong> 10 th we had a huge family math<br />

night that was open to the public, we have 150 people turnout and I really can thank the<br />

teachers for generating excitement about our mathematics program, and let me tell you,<br />

we had a lot of excited students and we had parents. It was great to see fathers come out<br />

with their children in addition to the mothers and have real excitement with the math.<br />

One of the things I know is that it can’t happen by just one individual, that is a team<br />

effort, and with all of the talk about the high school, they seem to get a lot of the<br />

acknowledgement as of late and I don’t want to forget about the elementary school<br />

teacher because they are our foundation and they are doing an outstanding job. In<br />

particular, I want to recognize Mrs. Regina Santolla from the Horbelt School; Mrs. Susan<br />

Harkness from the Dunfee School; Mrs. Daus from the Collins School and both Mrs.<br />

Durning and Mrs. Arluna from the Dunfee School. They rolled up their sleeves and let<br />

me tell you it was a lot of work and every year we say why are we doing this, but we are<br />

doing this for the kids. It is important for them and it is important for the families and I<br />

just wanted to publicly acknowledge their efforts. Thank you.<br />

years have been to many of those, I did not attend this year and I know Mrs. Lally too has<br />

been included with her son, and you also need to be commended because you put it all<br />

out there and delegate it all and we owe you thanks too. Thank you. Would anyone else<br />

like to address the Board? I am sorry, yes. Dr. Saxton, please?<br />

Dr. Joseph Saxton, I live in town and I am Principal for the high school. I would just like<br />

to say that and remind everybody in this room that about three years ago we invited the<br />

young people in our high school, particularly to get involved with the civic process. We<br />

invited them to be part of the debates at the high school and invited them to be part of<br />

Board meetings and I just wanted to say as their Principal how proud I am to see how<br />

when they come. I was at two meetings where students represented themselves and a<br />

cause and the thing that caused me great pride, and pride in the people watching their<br />

actions, was not the fact that they had an issue, but how they presented themselves with<br />

that issue. I don’t know if you have every spoken to a teenager when they feel<br />

passionately about something, but I can tell you that the way they spoke here is not the<br />

way they spoke when they feel about something and expressing how they really feel. So<br />

I want to give them a lot of credit, ok, because it is an indication of the quality of the<br />

young people that we are raising in this town together and I think they deserve an<br />

acknowledgement for the way they have handled themselves both in the townhall<br />

meetings and in this forum tonight.<br />

Mr. John Germano, Athletic Director at the High School – Tomorrow our girls’ volley<br />

ball team is going to be at the States’, it is a huge honor and you should be really proud.<br />

If you get an opportunity to drive all the way up to Cranford, go. The girls worked so<br />

hard, they have done a great job and we are very proud of them. Our girls’ gymnastics<br />

team has won B-South Public and if I can have a second please, I want to tell you a story<br />

I have with those girls because I think it is important for you guys to understand what<br />

these kids go through everyday. I got a call from one of the best teams in the Shore<br />

Conference. Howell called and said we heard a lot of great things about Barnegat<br />

gymnastics and we want to compete against you. Their average score is much stronger<br />

than ours, not much that is not fair, stronger than ours. I sat down with the girls, what do<br />

you want to do? They said bring them on, let’s go. That is the kind of attitude and effort<br />

they give every single day and the coaches, and they made me so proud when I looked at<br />

them and I said now that is what we are building here and everything you represent is<br />

wonderful. They went up there had their best score of the year, performed against some<br />

of the bet gymnasts in the state and not only did they do so great then, they qualified as a<br />

team to go to State, six teams got denied and Barnegat was one of them that got in, so<br />

they are going to the States. Our girls’ tennis team won B-South Public, all of our sports<br />

are doing fantastic, and I wanted to point that out. Please come out and be a part of what<br />

these kids are doing, be positive, come out and sit on the sidelines and root with me and<br />

everyone around you and take a look around you because you see the same faces at the<br />

games all the time. Tomorrow, field hockey is going all the way out to West Deptford,<br />

they won six straight games facing elimination, so they have basically played six play-off<br />

games in a row to make States and they are going out there tomorrow to play. And to<br />

show you what we are doing here, it is not about any individual program, the band, color<br />

guard, everyone is working together and I am asking you to come and help us. Thank<br />

because of the significance of Item #50. I am sure the public is well aware that each<br />

school in New Jersey must have an independent audit done by a licensed firm. In our<br />

case we have Ford, Scott, Seidenberg and Kennedy, a well-known company that does<br />

numerous municipalities and school boards. While I am the rookie on the Board of<br />

Education, I have retired after 40 years experience in public education, 30 years as a<br />

school business official and sometime working for the State Department of Education as<br />

a County Superintendent of Schools and a County School Business Administrator. So I<br />

take the audit report seriously and I reviewed hundreds of them over the years and I<br />

wanted to pull this one because I thought it was especially important. I think this is truly<br />

one of the most outstanding audits I have ever seen, prior to us meeting here we met with<br />

the auditor, we discussed such things as internal controls, adjustments and various<br />

schedules and I am just so pleased that we have an audit this year and I understand even<br />

prior year, perhaps the year before that without recommendations. In my career I<br />

reviewed audits that contained as many as 37 recommendations. I would like to<br />

commend Dr. McMahon, Mr. Falkowski and their staff for doing outstanding work in<br />

keeping the records and the financial situation of the school district in hand.<br />

Motion to approve the following amendment to the contract with<br />

Chartwells School Dining Services:<br />

Management Fee – Chartwells shall charge the Local Education Agency a<br />

Management Fee of five and zero cents ($.05) per meal served and meal<br />

equivalents for the 2007-2008 academic year.<br />

Administrative Fee – Chartwells shall charge the Local Education Agency an<br />

Administrative Fee of five and zero cents ($.05) per meal served for the 2007-<br />

2008 academic year.<br />

Computing Meals – Total meals are calculated by adding reimbursable meal<br />

pattern meals (breakfast, lunch and after-school snacks) served and meal equivalents.<br />

Cash receipts, including vending machine revenue, other than from Sales of National<br />

School Lunch Program, School Breakfast Program and After School Milk Program meals<br />

served to children, shall be divided by $1.00 to arrive at an equivalent meal count. The<br />

per meal Management Fee and Administrative Fee in the amount of $.10/meal will be<br />

multiplied by total meals.<br />

Guaranteed Breakeven – Chartwells guarantees that the return to the LEA from the Food<br />

Service Program for the 2007-2008 school year will be at a Breakeven. In the event that<br />

the costs of operating the Food Service Program exceed total revenues (from all<br />

sources), Chartwells will be responsible for any losses (shortfalls) incurred but in no<br />

event shall the reimbursement obligation exceed the amount of Chartwells’ Management<br />

Fee. The Guaranteed Breakeven is based on the following conditions and assumptions<br />

remaining in effect for the school year.<br />

(a) Reimbursement rates for NSLP and SBP meals will not be less than the rates<br />

estimated in Chartwells’ proposal.<br />

(b) The value of government-donated commodities and/or cash in lieu thereof<br />

will not be less than the value of government-donated commodities and/or<br />

cash in lieu thereof estimated in Chartwells’ proposal.<br />

(c) The number of days meals are served during the school year will not be less<br />

than 170 days at the elementary level, 170 days at the middle school level and<br />

170 days at the high school level.<br />

(d) The number of serving periods, locations, serving times and types of Service<br />

will not change materially.<br />

(e) The student enrollment for the Term of the Agreement will not be less than<br />

3,200 students.<br />

(f) Certain variable District expenses must be identified and capped so as not to<br />

exceed current rates.<br />

A. JOHNS HOPKINS CENTER FOR TALENTED YOUTH<br />

The mission of the Center for Talented Youth at Johns Hopkins University<br />

has been to identify, nurture and develop academic talent among precollegiate<br />

students. Barnegat Township Schools has identified students<br />

based on County’s criteria and has notified parents of the time and place<br />

for taking the test that will admit the students to summer programs on<br />

various college/university campuses. The students who voluntarily<br />

attend the sessions experience challenging and stimulating programs for<br />

students of high ability. The CTY program has been offered to parents for<br />

their children since the 1993 -94 school year. Many Barnegat students<br />

have received individual as well as state recognition. Parents have<br />

received letters concerning the program for this school year; the location,<br />

time and date of testing for this area were included.<br />

B. STUDY ISLAND<br />

Over 3,400 students district-wide have been signed on to Study Island –<br />

the web-based internet program that focuses on study skills and test taking<br />

strategies. This program expansion was approved at the August meeting.<br />

C. PARENT CURRICULUM COUNCIL <strong>MEETING</strong>S<br />

Meetings have been scheduled for <strong>October</strong> 26, 2007, January 18, 2008<br />

and April 8, 2008.<br />

D. COLLEGE VISITATION<br />

E. BHS LOCAL SCHOLARSHIP PROGRAM<br />

F. BASIC SKILLS PROGRAM<br />

To date, 347 students for ILA and 366 students for Math are receiving<br />

assistance at the elementary, middle and high school level.<br />

G. DAYS <strong>OF</strong> DISCOVERY<br />

Days of Discovery/Discovery Education is utilized through Mercer<br />

County Education Technology Center whereby science teachers will have<br />

the opportunity to use a thematic focus to build assignments, quizzes and<br />

writing prompts by using over 4,000 videos and 40,000 video clips. This<br />

is a free service to the district utilizing digital storytelling to improve<br />

student learning and allow differentiated instruction and higher learning<br />

thinking skills to be acquired in classrooms. Virtual field trips become a<br />

teacher tool; the possibilities are endless. The purpose of this is to<br />

collaborate and connect to the global world using dynamic resources in<br />

technology.<br />

H. CAREER RESOURCE CENTER<br />

The Ocean County Consortium is doing away with Educational and Career<br />

Opportunity System (ECOS) effective January 1, 2008 and will be<br />

investigating a new Resource Center Program to service students in the<br />

college process.<br />

I. ESL FALL EXIT REPORT<br />

The ESL Fall Exit and Enrollment Tracking Report was submitted to the<br />

State Department before the due date.<br />

J. VHS<br />

One hundred (100) students are enrolled in VHS courses for the 2007-08<br />

school year. There is a possibility of a few seats for the spring session.<br />

Students can sign up once we have further information in late November.<br />

Overall performance for students enrolled in the fall session appears to be<br />

a B-A average. Students seem to be enjoying the distance learning<br />

approach in all areas.<br />

K. <strong>EDUCATION</strong>AL PROGRAM FOR GIFTED YOUTH (EPGY)<br />

One (1) student is currently in EPGY and performing well.<br />

L. GRADE 7-8 STATE TESTING<br />

The County Office received approval to designate April 29, 2008 for<br />

administration of 7-8 ASK testing. This change in testing was changed<br />

because the spring recess conflicted with the original testing dates.<br />

M. DENTAL CLINIC<br />

This year’s dental clinic will be held on Thursday, November 1 and every<br />

Thursday after that until our students’ exams are completed. It will again<br />

be held at the OCHD in Toms River since the Manahawkin location has<br />

been closed. Students will be notified every week of the students/schools<br />

for pick up.<br />

N. TEENS TO BE HIGHLIGHTED<br />

Carrie Sterrs discussed the proposal from the Asbury Park Press to<br />

highlight BHS for their special teen section in May, 2008. As part of this<br />

proposal, ten selected students will visit the Press and spend the day<br />

there.<br />

O. TOY DRIVE<br />

Barnegat Township Schools have partnered with the Toy Run Foundation<br />

in sponsoring a district-wide Toy Drive for the holiday season. A student<br />

organization from each school will be responsible for collecting the toys<br />

at their school, and, prior to December 14, the Toy Run Foundation will<br />

transport the toys collected to their warehouse where they will be sorted<br />

and displayed for area families and charities to “shop” from.<br />

P. DISTRICT-WIDE DRESS DOWN DAYS<br />

Barnegat Township Schools have instituted district-wide Dress Down<br />

Days. Each month, the district Communications office offers the<br />

employees an opportunity to contribute to a fund that benefits families<br />

within our district that have been stricken by a serious illness. The<br />

families that have been nominated will receive a portion of the money<br />

collected.<br />

Q. KI PILLS<br />

New KI Pills were distributed to all schools at the beginning of the school<br />

year. These pills will be given out on an as needed basis by each school<br />

nurse in the event of a crisis.<br />

R. PARENTAL TRAINING AND SUPPORT<br />

The Special Education Department will be offering two opportunities for<br />

parental training and support as follows:<br />

The Barnegat Township School District receives a great deal of state aid to<br />

support its school programs. It attempts to follow the CEIFA school<br />

framework model in assigning nurses to a school complex. Currently, the<br />

staffing position exceeds the staffing model. The District assigns one fulltime<br />

School Certified Nurse to each of its three elementary schools, one<br />

middle school and one high school. Due to medical needs, an additional fulltime<br />

registered nurse has been assigned to one of the elementary schools<br />

(RLHS), one full-time registered nurse provides bus and lunch coverage, and<br />

another part-time registered nurse has been assigned to ride a bus and provide<br />

additional coverage in the schools during lunch breaks. The district’s certified<br />

nurses provide the required services, as per code, to both regular and special<br />

education students throughout the district. Their responsibilities also include<br />

the teaching of a portion of the Family Life Curriculum in the elementary<br />

schools, various in-service training throughout the district, and other duties<br />

related to their field. In addition, to ensure optimal coverage, two part-time<br />

LPN’s are on staff and act in a supportive role to the certified school nurse in<br />

the building which they are assigned. The nursing assignments will be<br />

closely monitored throughout the school year to determine effectiveness<br />

and the demands of budgetary constraints.<br />

Motion to approve the Crisis Intervention Manual. The purpose of the<br />

Crisis Intervention Manual/Handbook is to assist each school and<br />

department in preparing for a possibility of a crisis. Research has<br />

demonstrated the value of effective preparation and response to a crisis.<br />

Preparation for a crisis is essential to ensure an effective and wellorganized<br />

response to a school crisis. While there is no crisis<br />

preparation and response plan that will work best for all situations, the<br />

manual does provide a model that “the crisis team” can adapt to their<br />

unique needs and situations.<br />

6. MOTION TO APPROVE PARTICIPATION IN OCEAN COUNTY<br />

TECH PREP CONSORTIUM<br />

Motion to approve participation in the Ocean County Tech Prep<br />

Consortium. The Ocean County Tech Prep Consortium has been<br />

awarded a three-year Tech Prep Grant with the Ocean County<br />

Vocational-Technical School as the Lead Agency. Education and<br />

Barnegat Township Board of Education Regular Meeting – <strong>October</strong> 29, 2007 41


training will be addressed in year one and Nursing and Allied Health in<br />

year two. The third year will be determined by the Consortium. The<br />

grant will offer college courses in Education and Training and related<br />

academies to high school juniors and seniors. The grant will also<br />

provide funds for all consortium members to join a National Student<br />

Clearing House Center to help better identify Tech Prep students.<br />

Grant funds have been included for consortium members to develop<br />

curricula in mathematics, English, and writing to close the gap between<br />

the High School Proficiency exam and the College Placement test.<br />

RESOLUTION<br />

WHEREAS, the Barnegat Township Board of Education has been notified by the<br />

State Department of Education that it is entitled to the following funds for<br />

implementation of the programs listed below for the 2007-2008 school year under<br />

the NCLB Grant:<br />

submission of the NCLB (No Child Left Behind) Grant and upon approval of said<br />

grant, the Board accept the above funds and that said funds shall be used for the<br />

purposes described in the NCLB Application filed with the New Jersey Department<br />

of Education and be administered and monitored in accordance with appropriate<br />

state and federal regulations.<br />

FURTHER, BE IT RESOLVED that the Barnegat Township Board of Education<br />

approve the distribution of funds for the 2007-2008 school year for the funded<br />

teachers/programs as per the attached budget summary from the NCLB Grant<br />

Application.<br />

13. MOTION TO APPROVE UTILIZATION <strong>OF</strong> THE ENHANCEMENT<br />

TECHNOLOGY PROGRAM IN LAKEHURST, NJ AND THE<br />

CREATION <strong>OF</strong> AN ON-SITE VIRTUAL ALTERNATIVE PROGRAM<br />

AS POSSIBLE OPTIONS FOR DEALING WITH ALTERNATIVE<br />

<strong>EDUCATION</strong> NEEDS.<br />

Motion to approve utilization of the Enhancement Technology Program in<br />

Lakehurst, NJ and the creation of an on-site Virtual Alternative Program<br />

as possible options for dealing with alternative education needs. Approval<br />

of this motion would provide the district with two possible options from<br />

MOESC (Monmouth-Ocean Educational Services Commission) for<br />

dealing with disruptive and disaffected students. Although the need for<br />

such options are not present currently, this motion provides the BOE with<br />

a pro-active approach should the need arise in the future.<br />

In regard to the Enhancement Technology Program at Lakehurst, NJ, this<br />

program encompasses visual learning and credit recovery and is built upon<br />

the framework of the Virtual Learning Activity, a hands-on, technology<br />

infused, problem solving curriculum. In addition, the program is serviced<br />

by a full-time Social Worker, and SAC to infuse a therapeutic, individual<br />

and group counseling based component. The staff versus the student ratio<br />

is maintained at relatively low levels to ensure a therapeutic and academic<br />

environment geared to the individual students’ needs. The MOESC Board<br />

of Directors approved tuition rate for the 2007-08 school year for nonclassified<br />

students is $17,000.<br />

The Virtual School-based alternative program that will be housed at<br />

EVES (Elizabeth V. Edwards) would allow for a minimum of on-site staff<br />

and provide a broad range of academic levels and components. The<br />

MOESC New Jersey Virtual School is aligned with the NJCC standards,<br />

and is fully staffed by New Jersey certified teachers highly qualified and<br />

more than one-hundred NJ School districts have used this program with<br />

over 5000 New Jersey students. This program could cooperatively engage<br />

an on-site counseling and therapeutic program to meet the students’ needs.<br />

14. MOTION TO APPROVE CHANGE IN THE MISSION STATEMENT<br />

Motion to approve change in the mission statement to now read:<br />

The Barnegat Schools, in partnership with our community, nurture and<br />

educate our children in accordance with all core curriculum content<br />

standards to prepare them for responsible citizenship and success in life.<br />

15. MOTION TO APPROVE PANDEMIC ACTION PLAN AS PART <strong>OF</strong><br />

THE DISTRICT’S EMERGENCY MANAGEMENT PLAN<br />

Motion to approve the pandemic action plan as part of the district’s<br />

Emergency Management Plan. This Pandemic Action Plan is a pro-active<br />

step in order to prepare for a health-related emergency, such as the avian<br />

flu, in our schools.<br />

HIGH, SHOULD ONE <strong>OF</strong> YOUR STUDENT’S OR TEAM’S BE<br />

SELECTED FOR RANDOM TESTING.<br />

2. MOTION TO APPROVE THE <strong>BOARD</strong> <strong>OF</strong> <strong>EDUCATION</strong> TO DONATE<br />

AN ADDITIONAL $5.00 PER STUDENT FOR B SOUTH<br />

CHAMPIONSHIP JACKETS.<br />

Motion to approve an additional $5.00 per jacket. After researching<br />

prices, the quality of the jackets for $30.00 was not an acceptable. The<br />

jackets for $35.00 are much better in quality. These jackets will last<br />

longer and the students will have a lasting memory.<br />

1. MOTION TO APPROVE THE USAGE <strong>OF</strong> THE <strong>BARNEGAT</strong> HIGH<br />

SCHOOL FOOTBALL FIELD BY THE JUNIOR BENGALS ON<br />

NOVEMBER 3, 2007 FOR FOOTBALL GAMES.<br />

Motion to approve the usage of the Barnegat High School football field<br />

on November 3, 2007 by the Barnegat Junior Bengal’s for football games.<br />

The Bengal’s will be responsible to pay for a scoreboard keeper and an<br />

event staff at the current rate of pay. ($40.00 per game for scorekeeper<br />

and $40.00 per game for the event staff).<br />

3. MOTION TO APPROVE THE USAGE <strong>OF</strong> THE <strong>BARNEGAT</strong> HIGH<br />

SCHOOL TRACK BY THE GENERAL PUBLIC.<br />

Motion to approve the usage of the Barnegat High School track by the<br />

general public provided the following rules for the usage are followed:<br />

No one allowed on the fields, field use by permit only, no dogs, no<br />

smoking, no alcohol, when using the tennis courts- the same rules as<br />

previously stated along with no skateboards and no rollerblading.<br />

SUPERINTENDENT COMMENTS:<br />

Mrs. Mitchell: Dr. McMahon, anything else?<br />

Dr. McMahon: Yes, I just want to make a comment over the last number of weeks and<br />

with some comments this evening that this organization that you see being the Barnegat<br />

Township School District is a $50,000,000 financial organization. I think it has one of<br />

the most important roles to fill and that is educating children. Sometimes people come<br />

across with different ways to do it, different ways to spend money but I would just like to<br />

commend, you know, we talk about having a clean audit, and making sure your payments<br />

are made and people talk about myself and Mr. Falkowski, there is ten people behind us<br />

that really do a lot of the work as well. When you talk about the academics of the<br />

students and the students succeeding or the athletic programs succeeding, sometimes<br />

people have a tendency to talk about the negative, but you know what there is a large<br />

organization here of coaches, teachers that do an admirable job day in and day out and I<br />

just want to make sure that as they read some articles or talk to some people and hear<br />

public comments, they can assure from me and I am sure I reflect a lot of the Board<br />

members’ feelings that we thank you for everything you do, we know you do an<br />

outstanding job, we know your heart is in it for the children and we spend money<br />

appropriately and we educate kids appropriately. That is because of all of you people out<br />

there working with the parents and working with the coaches and the teachers that I can<br />

be proud to say I am sitting up here tonight and I thank you.<br />

Mrs. Mitchell: Thank you. Anyone else? With that I would like to thank everyone in the<br />

audience this evening because we do have a little bit of a change on the Agenda. Mrs.<br />

Way we will take some of your advice also and we re trying to tweak things as we go on<br />

and I appreciate your care and concern out there because probably 80% of you sitting out<br />

there are at each of our meetings. I appreciate your bearing with us tonight.<br />
