It was specified that “The general principles to he observed in applying the necessarysocialist reforms, are, firstly, that these means of production that are the generators ofIndustrial advance or on which depend other industries must not be allowed to he vestedin private h<strong>and</strong>s, secondly, that all enterprises that constitute the infrastructure of tilenational economy must be in public ownership, thirdly, that institutions dealing with themedium of exchange (it other words money), that is banking <strong>and</strong> insurance must benationalized”.It is clarified that it would be a mixed economy, wherein the private sector wouldplay its own useful role but would not be able to create monopolistic preserve. Itmust flourish under conditions proper to private enterprise, namely those ofcompetition, <strong>and</strong> not under the shelter of state protection such as in the case atthat time.In regard to the rights of industrial workers, the convention dem<strong>and</strong>ed that theTrade Union Act should be amended to conform to C.L.O. st<strong>and</strong>ard, <strong>and</strong> the rightto form Labour Union <strong>and</strong> the right to strikes be explicitly recognized. It was alsodem<strong>and</strong>ed the immediate stoppage of child labour.In resolution No-7. It is declared that feudal exploitation must end <strong>and</strong> this can beefficaciously attained by application of socialist principles. Unless that is done,the condition of the toiling masses could not be ameliorated.It is clearly declared in document No-5 that “The Party st<strong>and</strong>s for the elimination offeudalism <strong>and</strong> will take concrete steps in accordance with the established principles ofsocialism to protect <strong>and</strong> advance the interests of peasantry.”The convention called on the Government to order that in future allstate l<strong>and</strong>s should be reserved for <strong>and</strong> distributed among l<strong>and</strong>lesstenants <strong>and</strong> owners of less than subsistence holdings.The convention further recommended that cultivators who heldl<strong>and</strong> less than the subsistence units should be exempted from l<strong>and</strong>revenue.The convention also called upon the Government to fix minimumwages which should not be under the subsistence level for farmlaborers <strong>and</strong> to fix maximum working hours for such laborers.The convention further recommended to the Government to adoptpositive measures to encourage cooperative farming on voluntarybasis.<strong>Bhutto</strong> Shaheed was keen to frame a “New World Order” designed to liberate the<strong>Zulfikar</strong> <strong>Ali</strong> <strong>Bhutto</strong>, <strong>Recollections</strong> <strong>and</strong> Remembrances; Copyright © www.bhutto.org 103
