I was urgently summoned to Rawalpindi for a meeting with the Prime Minister.The worthy Minister was also present. I explained the imperatives of the situationunder which I had acted the way I did; I assured the Minister that we hadotherwise meant no discourtesy or disrespect to him. The Prime Minister gave apatient hearing <strong>and</strong> taking a balanced view, told me that I should have takensteps to inform the Minister before h<strong>and</strong>. He however told the Minister thatunless the Cabinet members cooperated how law <strong>and</strong> order agencies would beable to control the situation.After the Minister left, the Prime Minister told me that he was very happy theway the situation was being brought under control in the province. I had beenquite apprehensive to start with but was so gratified to hear him. He stood by hisword even in the face of a protest from a senior member of the Cabinet.The NWFP embraces the tribal areas, which have different norms, institutions<strong>and</strong> system of administration. In the first week of November 1976 Prime Minister<strong>Zulfikar</strong> <strong>Ali</strong> <strong>Bhutto</strong> undertook an extensive tour of these areas <strong>and</strong> visitedMohm<strong>and</strong>, Khyber, Kurram, Orakzai, North <strong>and</strong> South Waziristan Agencies. Hewent into the heart of these Agencies holding public meetings there. For thesecurity agencies his totally unorthodox <strong>and</strong> bold initiatives were a night-mare.He meant to transcend if not demolish the anachronistic, corrupt <strong>and</strong> unrepresentativemaliki system <strong>and</strong> directly reach out to the common man. Hisultimate objective was to introduce adult franchise, a goal that has remainedelusive to this day.
