An MBA holder with a Bachelor of Marketing Degree from National Economics University, Vietnam, Ms Phuong has participated in drafting, disseminating<br />
and directing of the legislations on procurement such as the Law on <strong>Procurement</strong> which was passed by the Vietnam National Assembly in November 29,<br />
2005, the Amending Law of the Law on <strong>Procurement</strong> passed in June 19 2009 and documents guiding implementation of the Law on <strong>Procurement</strong>; she<br />
has provided guidance to local authorities, investment owners and bidders to implement Law on <strong>Procurement</strong> and other related guiding documents<br />
on procurement, tendering procedures; and she has directly implemented procurement audit, inspections of procurement activities of PMUs, provinces<br />
since 2006 until now.<br />
She is a trainer for training courses on public procurement, tendering procedures for participants from line ministries and provinces;<br />
she also appraise procurement plans and bidding results of procurement packages under projects within the Prime Minister’s approval power, or appraise<br />
of other related contents in accordance with applicable law; she coordinates with colleagues in order to administer the procurement information system nationwide,<br />
including: the Public <strong>Procurement</strong> Newspaper and the Public <strong>Procurement</strong> website; International procurement cooperation; she is Deputy Director establishing the<br />

Public <strong>Procurement</strong> Service (PPS) is the central procurement agency of the Korean government providing goods, services, public works, and information<br />
in the best possible manner to enable public organizations to conduct their business and thereby best serve the citizen.<br />
PPS focus on both domestic and foreign procurement and has an annual volume of USD 12 billion in spend. PPS also handles contracts for the government’s<br />

A recent study has identified how leading organisations are<br />

Respondents to the study included procurement executives from<br />
94 multinational companies with a combined indirect spend of<br />
$134 billion.<br />
Indirect spending typically accounts for 60% of third-party spend<br />
in non-manufacturing companies, more than 90% in the financial<br />
services industry and sometimes 50% of spend in manufacturing<br />
organisations. The survey showed that indirect procurement<br />
categories such as IT, marketing and advertising, facilities<br />
management, MRO, logistics and professional services, have<br />
grown significantly as focus categories for Chief <strong>Procurement</strong><br />
Officers and their organisations.<br />
