are still e-illiterate.<br />

2. What really makes an impact on the quality <strong>of</strong> the service <strong>of</strong>fered is the level <strong>of</strong><br />

preparation by staff. By jo<strong>in</strong><strong>in</strong>g previous results, we can imag<strong>in</strong>e that PIC staff <strong>in</strong> the<br />

future will be specialised <strong>in</strong> socio-cultural animation, capable <strong>of</strong> attract<strong>in</strong>g users and<br />

keep<strong>in</strong>g them <strong>in</strong>terested <strong>in</strong> the whole learn<strong>in</strong>g process (not only <strong>in</strong> ICT), and they<br />

would also be specialised <strong>in</strong> blended learn<strong>in</strong>g processes to provide users with<br />

pedagogical assistance or guidance that could help users learn to learn.<br />

3. Careful back<strong>in</strong>g and fund<strong>in</strong>g from <strong>Public</strong> Authorities and non-pr<strong>of</strong>it foundations is a<br />

key-factor towards success. In particular, <strong>Public</strong> Adm<strong>in</strong>istration plays a major role <strong>in</strong><br />

creat<strong>in</strong>g an overall legislative and policy framework which takes account <strong>of</strong> the<br />

strategies / programmes <strong>of</strong> NGOs and other third sector organisations thus enabl<strong>in</strong>g<br />

them to put non-discrim<strong>in</strong>ation and e-<strong>in</strong>clusion <strong>in</strong>itiatives <strong>in</strong>to practice.<br />

G. Policy & Strategy<br />

There is a strong need for an <strong>in</strong>tegrated policy look on e-<strong>in</strong>clusion that takes <strong>in</strong>to account that<br />

e-<strong>in</strong>clusion is directly related to the quality <strong>of</strong> life and society and encompasses culture,<br />

education, eSkills. <strong>Public</strong> adm<strong>in</strong>istration needs to take a lead<strong>in</strong>g role <strong>in</strong> transform<strong>in</strong>g the<br />

system. Restrelli claims that there is “a lack <strong>of</strong> a national policy framework <strong>in</strong> Italy and Spa<strong>in</strong> if<br />

you compare this to countries like the UK, the Netherlands and the Scand<strong>in</strong>avian countries.<br />

Combat<strong>in</strong>g unemployment is action po<strong>in</strong>t NR 1 for the government. E-<strong>in</strong>clusion and Life Long<br />

Learn<strong>in</strong>g are not. But if you want to become a knowledge based society you need to <strong>in</strong>vest <strong>in</strong><br />

these issues. That is long-term policy. Maybe the EU's regional development fund can<br />

address this issue.”<br />

Rastrelli stresses the need to sensitise all those persons and centres work<strong>in</strong>g with<br />

discrim<strong>in</strong>ated people <strong>in</strong> the field <strong>of</strong> social <strong>in</strong>sertion and <strong>in</strong>tegration <strong>in</strong> order to <strong>in</strong>troduce<br />

computer activities <strong>in</strong> the exist<strong>in</strong>g centres as part <strong>of</strong> <strong>in</strong>clusion activities.<br />

- promote and strengthen the cooperation between social workers and<br />

technicians;<br />

- promote and strengthen the cooperation between technological centres and<br />

third sector organisations active <strong>in</strong> the field <strong>of</strong> social <strong>in</strong>clusion.<br />

Rastrelli believes that “an E-<strong>in</strong>clusion strategy can only be successful if users become active<br />

not only as users, but also when they become aware <strong>of</strong> the various opportunities provided by<br />

ICT, through Internet and address the <strong>in</strong>formation society <strong>in</strong> an <strong>in</strong>formed, active and<br />

participative way. Users also become producers, creators and suggest new PICs’ services<br />

and/or contribute personally and directly to <strong>in</strong>novate exist<strong>in</strong>g services.” Rastrelli underl<strong>in</strong>es <strong>in</strong><br />

her study that “general evidence shows that there is no great dist<strong>in</strong>ction between Networks <strong>of</strong><br />

PICs and s<strong>in</strong>gle PICs on matters <strong>of</strong> build<strong>in</strong>g/respect<strong>in</strong>g general service standards, as this<br />

aspect seem to be more <strong>in</strong>fluenced by the degree <strong>of</strong> implementation <strong>of</strong> e-<strong>in</strong>clusion/nondiscrim<strong>in</strong>ation<br />

policies by each European member states/regions concerned. F<strong>in</strong>ally, I want to<br />

mention that AWO/ARCI/LA LIGUE/FCV experts have already presented a new jo<strong>in</strong>t <strong>in</strong>itiative<br />

under the EU Life-Long Learn<strong>in</strong>g Programme Call (the Leonardo project named: “Develop<strong>in</strong>g<br />

Knowledge Society Learn<strong>in</strong>g Environments”) to cont<strong>in</strong>ue to work on these issues. And they<br />

<strong>in</strong>tend to present others.”<br />
