PUBLIC E-SERVICE CENTRES IN EUROPE<br />

A. ICTs activities, <strong>in</strong>itiatives and services: 21<br />

At local and regional levels, organisations affiliated to the Ligue can present three types<br />

<strong>of</strong> activities related to ICTs:<br />

- Activities for the general public and more specifically those who do not use ICT (such<br />

as the elderly, immigrants, people at risk <strong>of</strong> marg<strong>in</strong>alisation, disabled persons,<br />

prisoners… (as part <strong>of</strong> their different activities)<br />

- ICT tra<strong>in</strong><strong>in</strong>g for local associations (generally tra<strong>in</strong><strong>in</strong>g embedded <strong>in</strong> their annual<br />

development plan).<br />

- Activities through specific <strong>Public</strong> Internet <strong>Centres</strong> to improve access to <strong>in</strong>ternet and<br />

multimedia contents such as Espaces <strong>Public</strong>s Numériques presents <strong>in</strong>side local<br />

organisations.<br />

"The issue <strong>of</strong> ICT <strong>in</strong>side the activities <strong>of</strong> the Ligue appears at the end <strong>of</strong> the 80's even if<br />

we are not a network <strong>of</strong> telecentres. Our tra<strong>in</strong><strong>in</strong>g activities are bottom up and stem from<br />

our common goal to promote the development <strong>of</strong> <strong>in</strong>itiatives <strong>of</strong> popular education"<br />

"Actually the Ligue is plann<strong>in</strong>g to adopt a common strategy towards ICTs and eInclusion<br />

activities; therefore it is plann<strong>in</strong>g to establish partnerships with organisations that<br />

already promotes the access to ICTs. To date, we share common values on pedagogy<br />

and teach<strong>in</strong>g, on access for the excluded groups and the fact that we work as a centre<br />

<strong>of</strong> resources for organisations, ensur<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g for members <strong>of</strong> affiliated associations"<br />

"ICT <strong>in</strong>itiatives appear at the local level when required, for example <strong>in</strong> some rural areas<br />

there are some mobile units to access <strong>in</strong>ternet, <strong>in</strong> some council build<strong>in</strong>gs tra<strong>in</strong><strong>in</strong>g is<br />

provided. These are mostly local <strong>in</strong>itiatives, but we are develop<strong>in</strong>g a strategy on ICTs at<br />

a national level. This national group is composed <strong>of</strong> the groups work<strong>in</strong>g locally with<br />

ICTs. We organised a meet<strong>in</strong>g <strong>in</strong> 2007 to analyse current best practices developed <strong>in</strong><br />

the network <strong>in</strong>side six prov<strong>in</strong>ces.<br />

"The number and frequency <strong>of</strong> activities related to ICTs depends <strong>of</strong> the local actors and<br />

organisations, for example <strong>in</strong> the Alpes d'Hautes Provences, there is active promot<strong>in</strong>g<br />

free s<strong>of</strong>tware and develops tra<strong>in</strong><strong>in</strong>g for other organisations. In the Dordogne, tra<strong>in</strong><strong>in</strong>g for<br />

all is developed and the majority <strong>of</strong> participants are elderly; they also do tra<strong>in</strong><strong>in</strong>g<br />

sessions for people <strong>in</strong> prisons. When issues such as broadband access are resolved this<br />

provokes changes such as the disappearance <strong>of</strong> the mobile <strong>in</strong>ternet unit. It means<br />

tra<strong>in</strong><strong>in</strong>g and support will focus on <strong>in</strong>dividuals and will <strong>of</strong>ten be home based.<br />
