"National funds <strong>in</strong> France for eInclusion issues have been reduced, so that most <strong>of</strong> our<br />
federations work with European funds or with regional and local cooperatives and<br />
councils. We see that <strong>in</strong> France s<strong>in</strong>ce the national plan to <strong>in</strong>vest <strong>in</strong> <strong>in</strong>formation society<br />
has dim<strong>in</strong>ished, local authorities also fund less, maybe because there is somehow the<br />
idea that access to ICTs has been generalised, with broadband, and there is less need<br />
for those issues… so the situation can be critical <strong>in</strong> some organisations. Our local<br />
organisations nevertheless have long wait<strong>in</strong>g lists for their courses which shows the level<br />
<strong>of</strong> demand. Furthermore, statistics show discrepancies <strong>in</strong> access to ICT ma<strong>in</strong>ly for older,<br />
less educated, women or immigrant groups"<br />
“While European projects are very valuable and positive for our federations, we lack<br />
<strong>in</strong>formation and knowledge about European policies. We know educational projects<br />
developed <strong>in</strong> France far better. [..] One recurrent problem block<strong>in</strong>g cooperation Is<br />
language,. It makes it hard to understand the websites <strong>of</strong> the European commission.<br />
Calls for propositions are also really complex, they are scary. They look far too<br />
complicated and require a huge amount <strong>of</strong> time to develop proposals to respond"<br />

Introduction<br />
Stephen Dodson was employed at the Local e-Government programme <strong>in</strong> the UK where he<br />
was Director for e-<strong>in</strong>novations and Challenge with<strong>in</strong> communities and local government. This<br />
programme was centred on three C’s: connectivity, capabilities, content.<br />
In 2007 a cross-government digital challenge competition was organised and won by<br />
Sunderland, w<strong>in</strong>n<strong>in</strong>g them a £7 Million ‘prize’. The quality <strong>of</strong> the other n<strong>in</strong>e f<strong>in</strong>alists was so<br />
high that it was decided that a wider network for public bodies, nonpr<strong>of</strong>its and companies<br />
concerned to promote digital <strong>in</strong>clusion should be developed. This became the DC10plus<br />
network and was awarded £2 Million to drive forward <strong>in</strong>itiatives proposed as part <strong>of</strong> the<br />
Challenge.<br />
The DC10plus aims to act as a unique and national exemplar <strong>in</strong> work<strong>in</strong>g towards achiev<strong>in</strong>g<br />
social <strong>in</strong>clusion through technology. It is an umbrella organisation for local <strong>in</strong>itiatives and a<br />
test bed for new services. Stephen is now runn<strong>in</strong>g this DC10plus network.<br />
