E. Perspectives related to policies:<br />
"We have seen some improvements, maybe it's related to the Riga declaration, it can be seen<br />
<strong>in</strong> that, over the past four years the Spanish government has developed eInclusion measures<br />
on access <strong>of</strong> all to the <strong>in</strong>formation society, <strong>of</strong> course if it isn't translate <strong>in</strong>to concrete actions on<br />
the political agenda it is useless."<br />
Our wishes would be:<br />
- To provide more funds to people who have no access to technological resources.<br />
The excluded groups constitute almost 24% <strong>of</strong> the population;<br />
- Keep stimulat<strong>in</strong>g the creation <strong>of</strong> telecentre networks that use a "d<strong>in</strong>amizador" and<br />
don't support the "orphan computers" dynamics. Free access is good but human<br />
support is needed to build skills <strong>in</strong> access and use <strong>of</strong> ICTs;<br />
- More work <strong>in</strong> the subject <strong>of</strong> certification and accreditation. It would be helpful to<br />
measure the degree <strong>of</strong> employability <strong>of</strong> people who get certification recognized<br />
by the state;<br />
- We would like the figure <strong>of</strong> "d<strong>in</strong>amizador" to be a valid and recognized<br />
pr<strong>of</strong>essional status. If he becomes unemployed, it would then be easier to use<br />
this status to f<strong>in</strong>d another job, so it doesn't simply fall <strong>in</strong>side a huge category <strong>of</strong><br />
"socio-cultural animator";<br />
- We th<strong>in</strong>k that some degree <strong>of</strong> decentralisation, and also externalisation, <strong>in</strong> the<br />
management <strong>of</strong> the telecentres is positive, <strong>in</strong> order e.g. to get a "d<strong>in</strong>amizador"<br />
who comes from, or knows, the reality <strong>of</strong> the neighbourhood where he is work<strong>in</strong>g.<br />
They should know how to transmit digital literacy skills but also provide elements<br />
to build a relation <strong>of</strong> trust with the public, us<strong>in</strong>g their knowledge about the realities<br />
<strong>of</strong> local daily life. In that sense, we need more funds, and maybe, also to see the<br />
pr<strong>in</strong>ciple <strong>of</strong> subsidiary applied more systematically when delegation is really<br />
possible;<br />
- Of course the management <strong>of</strong> these telecentres has to be carried out and<br />
"reserved" to organisations from the third sector and the civil society-, this is why<br />
we have to cont<strong>in</strong>ue with subvention policies and co-management <strong>of</strong> services <strong>of</strong><br />
proximity;<br />
- As part <strong>of</strong> the third sector we are <strong>in</strong>vited to a presentation by the m<strong>in</strong>istry <strong>of</strong><br />
<strong>in</strong>dustry <strong>of</strong> the new plan on eInclusion, and the new f<strong>in</strong>ancial priorities allocated.<br />
Of course it would be <strong>in</strong>terest<strong>in</strong>g also to be taken <strong>in</strong> account when they policies<br />
are designed, and we should replicate <strong>in</strong> Spanish some good practice <strong>of</strong> the<br />
European Commission <strong>in</strong> <strong>in</strong>volv<strong>in</strong>g and <strong>in</strong>form<strong>in</strong>g you about what is go<strong>in</strong>g on, I<br />
th<strong>in</strong>k the EC is more conscious <strong>of</strong> the role played by the third sector <strong>in</strong> eInclusion<br />
issues;<br />
- It would be very important to obta<strong>in</strong> part <strong>of</strong> the European structural funds for<br />
eInclusion issues that would for change a lot <strong>of</strong> th<strong>in</strong>gs.<br />
