5 These costs, although mainly economic, can cause budget deficit leading to environmental and/or social
damage. The excess costs could be transferred to the society or the environment, in terms of e.g. higher tariffs,
impacts from inability to invest in network improvements or wastewater management, as well as leakages due to
lack of maintenance. It is also possible that the project could not be properly financed leading to degradation of
facilities in the long-term. In addition construction of the project might have important social and
environmental impacts.
