Authority:a. The planning board shall serve as the Special PermitGranting Authority for:(1) Any use in the Downtown Overlay district.(2) Any use in the Downtown Overlay district that requires aspecial permit through the<strong>Zoning</strong> Board of Appeals for existing zoning districtsR-11 (Central Residence), R-30(Open Residence), B-C (Central Business), B-G (GeneralBusiness), and IndustrialDistricts.(3) Any use requiring a special permit pursuant to Section4. Use Provisions b. Uses bySpecial Permit of this Downtown Overlay District<strong>By</strong>law.(4) Where standards or other requirements listed as part ofthis Downtown OverlayDistrict may conflict with those in the underlyingDistrict(s); R-11 (CentralResidence), R-30 (Open Residence), B-C (CentralBusiness), B-G (GeneralBusiness), and Industrial Districts, the overlayprovision shall apply.4.
