South Gippsland Housing and Settlement Strategy | Consultation Draft1.1 INTRODUCTIONSouth Gippsland Shire Council is preparing a Housing and SettlementStrategy to provide an integrated framework for managing the futuregrowth and development of its 44 settlements over the next 15 to 20 years.This Housing and Settlement Strategy 2013 incorporates the results ofextensive community consultation, settlement surveys, policy review andresearch and analysis undertaken by Council and the consultant team.1.1.1 WHY A HOUSING & SETTLEMENT STRATEGY?Gippsland is projected to grow by an additional 76,000 people by 2031(Victoria in Future 2012). To manage the growth, the Department ofPlanning and Community Development (DPCD) is currently undertakingStatewide Regional growth planning including the Gippsland RegionalGrowth Plan (GRGP).GRGP will provide a broad direction for regional land use and developmentas well as detailed planning frameworks for key regional centres. Thisincludes regional coordination and planned provision of infrastructure tosupport regional employment and regional communities.South Gippsland is expected to grow by 1.4% from 28,500 residents to36,927 residents in 2031 (based on a moderate growth forecast prepared byid consulting). In the context of regional based settlement planning, SouthGippsland is preparing a Housing and Settlement Strategy to provideCouncil with a Shire-based integrated framework to determine whichsettlements can accommodate growth; consider the type of infrastructureneeded to support the population growth and change; and managedevelopment in a manner that respects the environmental, social andeconomic context of the Shire.GRGP identified the following key issues and challenges for South Gippslandincluding:• Managing population growth, including population loss fromsmaller settlements in favour of larger urban centres.• Providing for demographic trends that point to an increasinglyaged population in the future, and changing household structuresthat will affect housing demand and preferences.• Managing demand for rural living and lower density ‘lifestyleresidential’ properties, particularly in areas of high amenity andenvironmental value.• Promoting growth in settlements with reticulated sewerage andallowing managed and incremental growth only in the settlementswith no reticulated sewerage.• Protecting agricultural land and capital investment.• Preserving and enhancing natural assets including watercatchments, habitat, coastal environments and landscapes.• Planning for the impact of climate change.• Delivering community services recognizing the limitations andcosts of providing infrastructure in a Shire of 44 dispersedsettlements.• Providing direction for non-urban uses within settlements tomaintain a sustainable economy and employment sources in lightof trend towards larger farm holdings, fewer farm workopportunities, and an increase in the importance of larger urbancentres such as Traralgon and Bairnsdale for commercial and retailfunctions.The Housing and Settlement Strategy is a key action by Council discussed inthe Annual Council Plan 2012-2013 and South Gippsland Council Plan 2010-2014.© planisphere 2013 10
South Gippsland Housing and Settlement Strategy | Consultation Draft1.1.2 STUDY AREA COVERED BY THE PLANThe South Gippsland Shire is located about 100km south east of Melbourne.The Shire covers an area of approximately 3,297 square kilometres.The Shire adjoins the south eastern growth corridor, which encompassessome of the fastest growing municipalities in Victoria such as the City ofCasey and the Shires of Cardinia and Baw Baw.The Study Area includes the entire Shire of South Gippsland focusing on its44 dispersed settlements.Error! Reference source not found. illustrates the study area for the SouthGippsland Housing and Settlement Strategy.1.1.3 APPROACHThe project is being undertaken in the following four stages:• Stage 1: Inception & Background Review [August 2012]• Stage 2: Consultation & Analysis [November 2012]• Stage 3: Draft Strategy [Current]• Stage 4: Final Strategy [July 2013]Council will consider adopting a final version of the report after it has beenrevised in response to community and stakeholder comments.
