<strong>South</strong> Gippsl<strong>and</strong> <strong>Housing</strong> <strong>and</strong> <strong>Settlement</strong> <strong>Strategy</strong> | Consultation <strong>Draft</strong>The <strong>Shire</strong> supports a significant manufacturing industry closely linked toagricultural production, particularly the food production sector. The UrbanDevelopment Program Regional Industrial Report 2012 – <strong>Shire</strong> of <strong>South</strong>Gippsl<strong>and</strong> provides a detailed breakdown of the dem<strong>and</strong> <strong>and</strong> supply forindustrial l<strong>and</strong> in the municipality. The key finding of the UDP report is that“there is an adequate stock of zoned <strong>and</strong> unzoned industrial l<strong>and</strong> stocks tomeet trend <strong>and</strong> accelerated consumption rates across the <strong>Shire</strong> <strong>and</strong> withineach of the towns.”Industrial activities are generally concentrated in Leongatha, Korumburra<strong>and</strong> Barrys Beach.Industrially zoned l<strong>and</strong> is also located in Mirboo North, Port Welshpool,Toora <strong>and</strong> Nyora. It is noted that the 567 hectares of industrial l<strong>and</strong> atBarrys Beach is not included in the l<strong>and</strong> dem<strong>and</strong> <strong>and</strong> supply calculations dueto the long term, strategic nature of the l<strong>and</strong>.Dem<strong>and</strong> for industrial l<strong>and</strong> remains strong in Leongatha, with around 40 haof vacant industrial l<strong>and</strong> identified in 2008, some of which is subject todevelopment constraints. It is anticipated that Leongatha would require anadditional 30 hectares of industrial l<strong>and</strong> to accommodate dem<strong>and</strong> to 2026.This suggests there is sufficient supply available to accommodate dem<strong>and</strong>within the study period.There may also be strategic opportunities for industrial <strong>and</strong> commercialdevelopment in Port Welshpool <strong>and</strong> Port Anthony as well as an existingsupply of industrial l<strong>and</strong> close to Barry’s Beach. This could be a strategicresource for future development in the event that port facilities are furtherdeveloped.Council is conducting an industrial l<strong>and</strong> review for Leongatha thatrecommends <strong>and</strong> additional 12 hectares of net developable l<strong>and</strong> to berezoned for industrial use.3.5.1 TOURISM<strong>South</strong> Gippsl<strong>and</strong> contains significant natural <strong>and</strong> cultural assets whichprovide the basis for a strong tourism industry. The <strong>Shire</strong> has limited nonnaturalattractions <strong>and</strong> high quality accommodation venues. The EconomicDevelopment <strong>and</strong> Tourism <strong>Strategy</strong> 2012 encourages development oftourism-related infrastructure within the <strong>Shire</strong>.Given the role, location, amenity <strong>and</strong> environmental values of Mirboo North,Foster <strong>and</strong> Venus Bay in the regional <strong>and</strong> local context, there may betourism opportunities in these towns, particularly in hospitality <strong>and</strong>accommodation.Council has recently rezoned l<strong>and</strong> to the Rural Activity Zone to encouragetourism related activities within key areas of the <strong>Shire</strong>, generally in areasclose to tourist focal points for example Wilsons Promontory <strong>and</strong> CoalCreek. Council is conducting a study on recreational vehicles <strong>and</strong> locationsfor complementary facilities. It is also currently extending the Great<strong>South</strong>ern Rail Trail with further areas to be added as funding is acquired.3.5.2 NON-RESIDENTIAL USES POLICY RESPONSESRETAIL• Reinforce the role of Leongatha <strong>and</strong> Korumburra as the key retailcentres of the <strong>Shire</strong>.• Encourage the provision of retail development in accordance withadopted settlement Structure Plans <strong>and</strong> Urban DesignFrameworks.• Support expansion of ‘in-centre’ retail development in strategiclocations experiencing growth / in accordance with the settlementhierarchy.© planisphere 2013 43
