<strong>South</strong> Gippsl<strong>and</strong> <strong>Housing</strong> <strong>and</strong> <strong>Settlement</strong> <strong>Strategy</strong> | Consultation <strong>Draft</strong>• Strengthen housing options for people with mental illnesses insettlements where medical <strong>and</strong> community services are readilyavailable, including Meeniyan, Mirboo North, Leongatha,Korumburra, Foster <strong>and</strong> Fish Creek.• Support housing options for younger people in Leongatha <strong>and</strong>Korumburra with good access to secondary <strong>and</strong> tertiary (TAFE)education, employment <strong>and</strong> transport.• Encourage development of housing that is adaptable to a range ofhousehold types to support Indigenous housing needs, including inMeeniyan, Mirboo North, Leongatha, Korumburra, Foster <strong>and</strong> FishCreek.• Encourage the provision of affordable housing options inappropriate locations across the <strong>Shire</strong>, particularly well servicedsettlements including Leongatha, Korumburra <strong>and</strong> Foster. Thismay also be appropriate in settlements that support large industryemployers such as Poowong.• Support the development of social housing to address gaps in theprivate rental market <strong>and</strong> the specific needs of vulnerablecommunity members• Maintain existing, <strong>and</strong> support new housing options for residentsassessed by the ACAT team as eligible for nursing homeaccommodation at High or Low Care Levels in higher ordersettlements where medical <strong>and</strong> aged care services are readilyavailable, including Leongatha.3.4 INFRASTRUCTURE3.4.1 COMMUNITY INFRASTRUCTUREFor <strong>South</strong> Gippsl<strong>and</strong> an important step towards improving communitycohesion is through supporting its existing stock of communityinfrastructure, particularly as work continues into assessing future need <strong>and</strong>increasing dem<strong>and</strong>.Lateral <strong>and</strong> creative solutions to community infrastructure provision canproduce similar or even better results for a community than just the creationof new infrastructure. For example, by identifying well designed <strong>and</strong> flexiblecommunity halls/rooms these can then take on many new uses frompromoting lifelong learning <strong>and</strong> educational opportunities, seminars, gymclasses, art <strong>and</strong> sewing groups <strong>and</strong> even envelope stuffing for campaigns.Importantly, by supporting a community doing things for itself Council canprovide leadership <strong>and</strong> strategy through its community planning capacity.The purpose of Community Infrastructure is to deliver potential to all <strong>Shire</strong>residents,-‐‐to live culturally rich, successful <strong>and</strong> socially included lives.• The <strong>Shire</strong> has changed significantly over the past few decades.People are now moving into the <strong>Shire</strong> to retire, or to commute tomajor employment areas -‐‐ Melbourne, D<strong>and</strong>enong, or the LatrobeValley. These populations have different needs to longer termresidents of the <strong>Shire</strong>.• Places identified for permanent settlement, <strong>and</strong> others identifiedas holiday destinations have changed purpose <strong>and</strong> now contain amix of both types of residents <strong>and</strong> will continue to do so• Many of the most disadvantaged [poor, renting <strong>and</strong> in housingstress] live many kilometers from shops <strong>and</strong> amenity in areaspreviously used as holiday destinations, <strong>and</strong> in areas that were notpreviously permanent settlements but now are.© planisphere 2013 39
