EXCERPT: <strong>NSW</strong> LOCAL GOVERNMENT ACT 1993 (PLANNING AND <strong>REPORT</strong>ING AMENDMENT 2009)Section 404 (Delivery Program):(1) A council must have a Delivery Program detailing the principal activities it will undertake to implement the strategies established by the communitystrategic plan within the resources available under the resourcing strategy.(2) The delivery program must include a method of assessment to determine the effectiveness of each principal activity detailed in achieving thestrategic objectives at which the principal activity is directed.(3) The council must establish a new delivery program after each ordinary election of councillors to cover the principal activities of the council for the4-year period commencing on 1 July following the election.(4) A draft delivery program must be placed on public exhibition for a period of at least 28 days and submissions received by the council must beconsidered by the council before the delivery program is adopted by the council.(5) The General Manager must ensure that regular progress reports are provided to the council reporting as to its progress with respect to theprincipal activities detailed in its delivery program.Section 428 (Annual Report):(1) Within 5 months after the end of each year, a council must prepare a report (its annual report) for that year reporting as to its achievements inimplementing its delivery program and the effectiveness of the principal activities undertaken in achieving the objectives at which those principalactivities are directed.(2) The annual report in the year in which an ordinary election of councillors is to be held must also report as to the council’s achievements inimplementing the community strategic plan over the previous 4 years.EXCERPT: <strong>NSW</strong> DIVISION OF LOCAL GOVERNMENT – INTEGRATED PLANNING AND <strong>REPORT</strong>INGGUIDELINESHow often must the Community Strategic Plan be reviewed?1.9 The Community Strategic Plan must be reviewed every four years.
