<strong>REQUEST</strong> <strong>FOR</strong> <strong>PROPOSAL</strong>The WCA is a joint powers authority of San Gabriel and Lower Los Angeles Rivers andMountains (RMC) and the Los Angeles County Flood Control District whose mission is toprovide for a comprehensive program to expand and improve the open space andrecreational opportunities for the conservation, restoration, and environmentalenhancement of the San Gabriel and Lower Los Angeles Rivers <strong>Watershed</strong> areaconsistent with the goals of flood protection, water supply, groundwater recharge andwater conservation.<strong>Watershed</strong> <strong>Conservation</strong> <strong>Authority</strong> (WCA) is issuing a Request for Proposal (RFP) for thepreparation of a Water Supply Plan for WCA’s Duck Farm Project. Refer to Exhibit A for asite plan of the Duck Farm Project which is located in the unincorporated portion of LosAngeles County and the City of Industry, California. The objective of this RFP is to select aConsultant that is best qualified to prepare a Water Supply Plan that will allow WCA topursue funding for the project and prepare design plans for the water infrastructure.SUBMITTAL DATE:• You are invited to submit a proposal in accordance with this request no later than 3:00pm on July 10, 2012 to the address the scope of services outlined below. Proposalsshall be identified as “Proposal for RFP Water Supply Plan”. Old San Gabriel Canyon Rd.Azusa, CA 91702The contract will be awarded to the best qualified Consultant whose proposal is determined tobe the most advantageous to the WCA (see Exhibit B for sample contract).SCOPE OF WORK:The <strong>Watershed</strong> <strong>Conservation</strong> <strong>Authority</strong> (WCA) is in need of a Consultant to prepare a WaterSupply Plan for WCA’s Duck Farm Project. WCA has developed the following scope of workaround the four primary tasks typically included in a Water Supply Plan. Optional tasks can beprovided and should be noted in the Proposal.Task 1: Data Collection and Review Existing Documents and Conduct Site Visit1.1 Review and Evaluate Existing DocumentsPage 1


The Consultant will review any existing documents necessary to familiarize themselves with theproject background. The existing documents could consist of the following elements:• Final Initial Study and Mitigated Negative Declaration• Phase IA Park Development Schematic Design• Information current land use plans• Historical well production data (monthly and daily)• Water supplies studies previously completed on various water supply options• GIS information and atlas maps1.2 Site VisitThe Consultant shall conduct a site visit to familiarize themselves with Phase IA, Phase IB andPhase 2 of the Duck Farm Project.Task 2: New Service and Water Demand Growth Projections2.1 Summary of Historical ProductionThe Consultant will obtain groundwater production as well as current potable water usage data.2.2 Water Demand ProjectionsThe Consultant will perform a water demand projection for irrigation, potable water usage andfire demand for all three Phases for the project utilizing the historical groundwater productionand current potable water usage data as well as projections for the future uses of the DuckFarm Project. The Consultant will also recommend maximum and minimum day peaking factorsfor water supply and system analyses.Task 3: Develop Alternative Water Sources to Increase Water Supply Reliability3.1 Develop Water Supply Reliability CriteriaThe Consultant will develop criteria, in conjunction with the WCA, for water supply reliabilitycriteria. This will consist of level of service expected during the following conditions or watersupply events under existing and future demand conditions:• Normal water conditions• San Gabriel Valley Water Company water supply shortages• Los Angeles County Sanitation District recycled water supply shortages• Pipeline break or natural disaster (i.e. earthquake)3.2 Summarize and Rank Water Supply OptionsThe Consultant will summarize water supply options available to the WCA. For each option, thesupply option will be described and evaluated for the following criteria: available capacity,supply reliability gained, ease of negotiating institutional agreements, ease of conveyance/distribution, ease of permitting, and estimated construction cost. The supplies evaluated willconsist of the following water supply options:• Imported water purchase from San Gabriel Valley Water Company• Groundwater from the Main San Gabriel basin.• Recycled water purchase from San Gabriel Valley Water CompanyPage 2


3.3 Recommend Preferred Water Supply Option(s)Based on the ranking of the water supply options, the Consultant will recommend short termand long term preferred water supply options to WCA for irrigation, potable and fire protectionfor the Duck Farm. The Consultant’s recommendations will include budgetary opinions ofprobable construction costs for WCA to include within their Capital Improvement Plan forimplementation of the preferred water supply option(s). The Consultant will prepare a Class 5Opinion of Probable Construction Cost for the recommended short term and long term projectswhich will include costs for design, construction management, legal, administration, andcontingency for the recommended projectsTask 4: Preparation of Draft and Final Report4.1 Preparation of Draft ReportThe Consultant will prepare one electronic copy of a draft report summarizing findings,conclusions and recommendations as to which plan to implement. The report will consist of anexecutive summary and sections for Task 1 through Task 3.4.2 Preparation of Final ReportAfter receiving, reviewing and responding to comments from WCA, the Consultant will presentthe final water supply plan to the Board of Directors for adoption. The Consultant will prepare 10hard copies and one electronic copy on a CD including the entire report in PDF format andindividual files in native format (MS Word, Excel, and AutoCAD files).Task 5: Project ManagementThe Consultant will budget for project management is based on schedule provided. TheConsultant shall budget time and expense for one kick-off meeting, two progress meetings, andone meeting with the WCA Board of Directors.Schedule for Project:The duration of this contract is for three (3) months from the Notice to Proceed. However, thecontract maybe extended depending on the request provided by the Consultant.SELECTION CRITERIAThe contract will be based on fees for services included in the proposal (see Exhibit B, samplecontract). Those desiring consideration should submit four (4) copies of a proposal (maximum of10 pages all inclusive) by the time and date required (see page 1) and must include a minimumof the following information:1. Understanding of the Scope of Services (10pts.)2. Qualifications: Provide Consultant’s firm qualifications in this solicitation to perform theservices requested (20 pts.)3. Firm Experience – Information regarding the experience of the firm in the developmentof Water Supply Plans. (20 pts.)4. Project Team– Provide Consultant’s Project Team for this solicitation to perform theservices requested (10 pts.)5. List of any local sub-consultants that may be utilized (5 pts.)Page 3


6. Local Government Familiarity - Familiarity with the project location and local government(30 pts.)7. References (5 pts.)All proposals will be reviewed and evaluated by the <strong>Watershed</strong> <strong>Conservation</strong> <strong>Authority</strong>evaluation committee on the above criteria to determine the most qualified firm. The committeewill evaluate each firm in accordance with each criteria based on the content of the proposal.Negotiations shall be conducted to determine a mutually satisfactory contract with the firmreceiving the highest evaluation, as selected by the committee. In addition to reaching a fairand reasonable price for the required work, the objective of negotiations will be to reach anagreement on the provisions of the proposed contract including scope and extent of work, andother essential requirements. Agreements are subject to Board of Director review and approval.The <strong>Watershed</strong> <strong>Conservation</strong> <strong>Authority</strong> reserves the right to reject any and all proposals.Page 4
