This appears to be a contradiction. If the record applies to the whole road the ‘Whole road’ flag should beset appropriately and the coordinates removed. Otherwise the correctcoordinates should be inserted.HW2 This displays Height, Width and Weight records which are flagged as‘Not Whole Road’ but have location text which says ‘WHOLE ROAD’ orsimilar. This is a misuse of the record. If the record does apply to the whole road then the location text shouldbe removed and the whole road flag set to ‘Whole Road’.HW3 This displays instances where the same location text appears in a highnumber of Height, Width and Weight records on different USRNs.
