approved channeling agency. A channeling agency is authorized to submit fingerprints to the FBIand to receive the FBI criminal history record on behalf of an authorized recipient for authorizednon-criminal justice purposes. There are currently 13 approved FBI channelers. 8In addition to the FBI criminal history check, fingerprints may also be checked at thestate level. It is important to note that there are many more records at the state and local levelthan there are in the federal database.Examples of records that are kept at the local level that would not necessarily appear in theFBI database are:• Traffic charges;• Minor misdemeanors;• Civil charges;• Applicant information;• Officers’ prints;• Illegal aliens;• Immigration or “ICE” holds; and• Juveniles. The State of California Department of Justice outlines the fingerprint submission processon its web site, which is typical for how this type of search is conducted: 9The background check process begins when an applicant agency provides anapplicant with a BCIA 8016, REQUEST FOR LIVE SCAN SERVICE form. The applicant completes the form with his/her personal information and takesthe form to a live scan operator where the applicant must provide theappropriate identification. In California fingerprinting must be performed bya certified fingerprint roller or qualified law enforcement personnel.8 http://www.fbi.gov/about-us/cjis/identity-history-summary-checks/list-of-fbi-approved-channelers9 http://oag.ca.gov/fingerprints{11081861:2} 13
