This is known as a “Rap Back Service” thatprovides the agency with notification of criminal, and in some cases, civil activity that occursafter the initial processing of the criminal history. The benefit of the Rap Back Service is toprovide agencies notice of subsequent activity in between the renewal cycles of the license. Thesecond way to accomplish this goal is to store the applicant fingerprints at the taxi regulatoryauthority and resubmit the fingerprints for the full criminal history check on a regular basis.C. Comparison & Best Practices (Name vs. Biometrics) – How do they measure up?According to the National Employment Law Project, 65 million adults in the UnitedStates have criminal histories. 17 This represents approximately 30-40% of the workingpopulation in the United States. Given the plethora of jobs that do require criminal historychecks, by definition, people with criminal histories will gravitate towards opportunities thatincrease their chances of finding a job. These include jobs that do not require fingerprintbackground checks or any criminal history check.A survey conducted in 2004 by the Society for Human Resources Advancement amongtheir membership found that fifty-three percent (53%) of respondents reported that they, eithersometimes or always, find inconsistencies in the criminal history check.
