Legal or regulatory licensing standardChapter 46 of the Houston, Texas, Code of Ordinances regulates vehicles-for-hire inthe city. In Houston, VFH means a taxicab, pedicab, sightseeing and charter vehicle,chauffeured limousine, school vehicle, jitney, low-speed shuttle, or transportation networkvehicle used for the provision of transportation services for hire to the general public. 44 Theterm expressly excludes vehicles operated or regulated by other government entities.
