2.5 Interventions to Improve Land Administration andManagement2.5.1 Sensitization of CommunitiesAll the three categories of respondents interacted with during thestudy (i.e. the community, traditional leaders and Local councilmembers) preferred community sensitization as the best way toimprove land administration and management in the community.This view was highest among the community members whoexpressed their desire to have more and more knowledge on landmatters. Other recommended measures to improve landadministration include; training of the land managementinstitutions, increasing on the resources, and human capacity.Figure vii: Interventions to Improve Land Administrationand Management20Milestones towards the Integration of Informal Justice Mechanisms into the Formal System
It was stated that “One training in the community was like adrop in the ocean”. It was recommended that ULA shouldintensify training on the ground so that people understand thevarious institutions of help in case of any land problem. Thesensitization was also said to be important as it helps peopleunderstand the law so that they are not manipulated byunscrupulous individuals in the community.2.5.2 Training of Local LeadersThe training of local leaders is very much appreciated in thecommunity. It was reported that local leaders do not haveadequate capacity to handle all land disputes that arise in thecommunity. Most of the local leaders still apply customary lawswhich are so discriminatory especially to the vulnerable.The communities were highly in support of the training for thelocal leaders. The feeling is that most of these leaders haveminimum education whereas others especially the traditionalauthorities have not attained any education. For them to berespected by the community, they have to have a command ofmodern laws so that their decisions conform with formal courts.This also gives confidence to the formal courts of the decisionsmade by the local(traditional leaders). The Uganda Land Alliancehas made a stride to train the local leaders particularly thetraining of area land committees, the traditional/clan leaders andDecember 2010 21
