Neni 2Fushëveprimi1. Kjo Rregullore përcakton rolet, detyratdhe funksionet e zyrave dhe zyrtarëvepërkatës të komunikimit dhezëdhënësve në institucionet publike.2. Në kuptim të kësaj rregullorejeInstitucionet publike janë institucionetnë vijim:2.1. Qeverinë si tërësi, duke përfshirëZyrën e Kryeministrit dhe Ministritë;2.2. Agjencitë ekzekutive qeveritare aponjësitë përkatëse në nivel të tyre nëvartësi të Zyrës së Kryeministrit apoministrive përkatëse dhe2.3. komunat.3. Kjo rregullore, gjithashtu, përcaktonpërgjegjësitë për planifikimin dhezhvillimin e fushatave të informimitpublik, komunikimin e përgjithshëm tëpolitikave dhe të aktiviteteve qeveritarepër publikun, studimet dhe sondazhet,marrëdhëniet me media dhe analizatmediale, përpunimin e kërkesave përqasje në dokumente zyrtare,mirëmbajtjen e faqeve zyrtare tëinternetit, vlerësimin dhe arkivimin eprodukteve të komunikimit.Article 2Scope1. This Regulation determines the roles,duties and functions of thecommunication offices and officers andspokespersons in public institutions.2. For the purposes of this regulation, theterm public institutions shall mean thefollowing:2.1 The Government as a whole,including the Office of the PrimeMinister and Ministries;2.2 Executive Agencies subordinate tothe Government or units at a similarlevel to executive agencies that aresubordinate to the Office of the PrimeMinister or Ministries; and2.3 Municipalities.3. This regulation also specifies theresponsibilities for the planning andconduct of public information campaignsand the general communication ofgovernment policies and activities, theconduct of studies and surveys, mediarelations and analysis, processing ofrequests for access to official documentsmaintenance of official websites andassessment and archiving orcommunication products.Član 2Delokrug1. Ovaj Pravilnik utvrdjuje uloge, zadatkei funkcije kancelarija i relevantnihslužbenika za komuniciranje iportparola u javnim institucijama.2. U smislu ovog pravilnika, javneinstitucije su sledeće institucije:2.1. Vlada u celini, uključujući iKancelariju premijera i ministarstva;2.2. Vladine izvršne agencije iliRelevantne jedinice podređeneKancelariji premijera ili relevantnimministarstavima i2.3 opštine.3. Ovaj pravilnik takodje utvrdjujeodgovornosti za planiranje isprovodjenje kampanji javnoginformisanja, opšte komuniciranjevladinih politika i aktivnosti za javnost,studije i ankete, odnose sa medijima imedijske analize, obradu zahteva zauvid u službena dokumenta, održavanjeslužbenih internet stranica, procenu iarhivisanje komunikacijskih proizvoda.2 / 30
