Although there are no currentunacceptable risks to human health or theenvironment associated with the PCCA, aninstitutional land use control (LUC) isnecessary to prohibit groundwater use at thesite. Controls will include periodic inspection,condition certification, and agencynotification.WHY LAND USE CONTROLS ARENEEDEDA human health risk assessment wascompleted as part of a Resource Conservationand Recovery Act (RCRA) FacilityInvestigation (RFI). One chemical of concern(vinyl chloride) exceeded the FloridaDepartment of Environmental Protection(FDEP) cleanup target level and wasidentified as a potential human health riskduring the RFI.SITE DESCRIPTIONThe PCCA site contains eight structures: two1-million gallon water storage tanks (K6-0946and K6-0995); a 250,000-gallon elevatedwater storage tank (K6-0994); two storagebuildings (K6-0996 and K6-1046); amaintenance shop (K6-0996A); the PCCFacility (K6-1094), and an undesignatedstorage shed. Formerly a cooling tower watertreatment facility (K6-0945); the VehicleAssembly Building (VAB) Support Facility(K6-1045), and five trailers (K6-1043Athrough K6-1043D and K6-1044) werelocated at the Site. The facility is used as anIntermediate Level Maintenance Facility forLaunch Processing Systems (LPS),Engineering Development Laboratories formodifications and testing of consoles, andShuttle Processing Data Management Systemssupport associated with the Space ShuttleProgram. Information found in the KSCarchives indicates that the facility wasdesigned to support orbiter testing, launchteam training, and LPS maintenance.1 This LUCIP summarizes institutional controls regarding the NASA PCCA. LUCIP-SWMU 101KSC-TA-11462SITE LOCATIONThe PCCA is located in the Vehicle AssemblyBuilding (VAB) Area of KSC, southwest ofthe Crawlerway on the intersection of UtilityRoad and VAB Road. The facility is borderedby the Orbiter Processing Facility (K6-0894)to the north, Utility Road to the east, VABRoad to the south, and railroad tracks to thewest (Figure 1). The groundwater use controlarea covered by the LUCIP is shown onFigure 2. Coordinates of the corners of theLUC are provided on Figure 2 in the US StatePlane Coordinate System NAD 1983, meters,Florida East.SITE CONTAMINATION ANDCONTROLThe concentration of vinyl chloride present ingroundwater is above the FDEP’sGroundwater Cleanup Target Level (GCTL)but is less than the FDEP Natural AttenuationDefault Concentration. Since groundwaterexceeds the FDEP GCTL, LUCs prohibitingthe use of groundwater are required until thecleanup level is achieved. The current andprojected land use of the PCCA does notinclude the use of site groundwater; therefore,there is no current or projected exposure risk.DECISION DOCUMENTA Statement of Basis (SB) establishesinstitutional controls as a component of theremedy for the site. The SB for the site, KSCdocument number KSC-TA-11461, isavailable for review by contacting the KSCEnvironmental Assurance Branch at telephonenumber (321) 867-8402.IMPLEMENTATIONInstitutional controls will be implemented bythe KSC Environmental Assurance Branch inaccordance with their RCRA permit and aLand Use Control Assurance Plan included inthe Memorandum of Agreement (MOA) 2between NASA and the FDEP, effectiveFebruary 23, 2001. Upon approval of thisLUCIP, it will be incorporated into the permitby reference. Property transfer (if conductedin the future) will be conducted in accordancewith Section X of the MOA.KSC’s Environmental Assurance Branch willprovide KSC’s Master Planning Office withsurvey coordinates of the LUCs. Restrictionswill specify limitations on development andreuse for the area for as long as LUCs arenecessary to protect human health and theenvironment.MONITORINGQuarterly inspections to monitor that theinstitutional controls specified herein are inplace and operating will be conducted byKSC’s Environmental Assurance Branch. Theinspections will verify that no groundwateruse is occurring at the site.2 By separate MOA effective February 23, 2001, with the FDEP and KSC, on behalf of NASA, agreed to implement Center-wide, certainperiodic site inspections, condition certification, and agency notification procedures designed to ensure the maintenance by Centerpersonnel of any site-specific LUCs deemed necessary for future protection of human health and the environment. A fundamental premiseunderlying execution of that agreement was that through the Center's substantial good faith compliance with the procedures called forherein, reasonable assurances would be provided to the FDEP as to the permanency of those remedies which included the use of specificLUCs.Although the terms and conditions of the MOA are not specifically incorporated or made enforceable herein by reference, it is understoodand agreed by NASA KSC and FDEP that the contemplated permanence of the remedy reflected herein shall be dependent upon the Center'ssubstantial good faith compliance with the specific LUC maintenance commitments reflected herein. Should such compliance not occur orshould the MOA be terminated, it is understood that the protectiveness of the remedy concurred in may be reconsidered and that additionalmeasures may need to be taken to adequately ensure necessary future protection of human health and the environment.PCCA LUCIP Rev. 0 2 3/31/11

LUCIP-SWMU 101KSC-TA-11462REPORTINGKSC’s Environmental Assurance Branch willsubmit annual reports to FDEP certifyingretention of the implemented LUCs.ENFORCEMENTKSC’s Environmental Assurance Branch willbe responsible for stopping any activities thatare not compliant with this LUCIP.MAINTENANCEThe LUCIP shall remain in place until theconcerns managed by the LUCIP aremitigated, or until there is a discovery, basedupon analytical evidence, that scenariosmanaged by the LUCIP are no longer aconcern.
