Inthe event that H.R.H. Samdech NORODOM SIHANOUK, President ofthe SNC, the legitimate representative of Cambodiansovereignty, is not, for whatever reason, in a position to act,his power to act will transfer to the Secretary-General'sSpecial Representative who Bay take the necessary action ;(e) In all cases, the Secretary-General's SpecialRepresentative will determine whether advice or action of theSNC is consistent with the present Agreement.3. The Secretary-General's Special Representative orhis delegate will attend the meetings of the SNC and of anysubsidiary body which might be established by it and give itsmembers all necessary information on the decisions taken byUNTAC.Section B. Civil administration1. In accordance with Article 6 of the Agreement, alladministrative agencies, bodies and offices acting in the fieldof foreign affairs, national defence, finance, public securityand information will be placed under the direct control ofUNTAC, which will exercise it as necessary to ensure strictneutrality. In this respect, the Secretary-General's SpecialRepresentative will determine what is necessary and may issuedirectives to the above-mentioned administrative agencies,bodies and offices. Such directives may be issued to and willbind all Cambodian Parties.2. In accordance with article 6 of the Agreement, theSecretary-General's Special Representative, in consultationwith the SNC, will determine which other administrativeagencies, bodies and offices could directly influence theVol. 1663, 1-28613
