In the event of a violation or threat of violation ofthe sovereignty, independence, territorial integrity andinviolability, neutrality or national unity of Cambodia, or ofany of the other commitments herein, the parties to thisAgreement undertake to consult immediately with a view toadopting all appropriate steps to ensure respect for thesecommitments and resolving any such violations through peacefulmeans.2. Such steps may include, inter alia, reference of thematter to the Security Council of the United Nations orrecourse to the means for the peaceful settlement of disputesreferred to in Article 33 of the Charter of the United Nations.3. The parties to this Agreement may also call upon theassistance of the co-chairmen of the Paris Conference onCambodia.4. In the event of serious violations of human rightsin Cambodia, they will call upon the competent organs of theUnited Nations to take such other steps as are appropriate forthe prevention and suppression of such violations in accordancewith the relevant international instruments.Article 6This Agreement shall enter into force upon signature.Article 7This Agreement shall remain open for accession by allStates. For each State acceding to this Agreement, it shallenter into force on the date of deposit of its instrument ofaccession.Article 8The original of this Agreement, of which the Chinese,English, French, Khmer and Russian texts are equally authentic,shall be deposited with the Governments of the French Republicand the Republic of Indonesia, which shall transmit certifiedtrue copies to the Governments of the other Statesparticipating in the Paris Conference on Cambodia and to theSecretary-General of the United Nations.IN WITNESS WHEREOF the undersigned plenipotentiaries,being duly authorized thereto, have signed this Agreement.DONE at Paris this twenty-third day of October, onethousand nine hundred and ninety one.[For the signatures, seep. 299 of this volume.]Vol. 1663, 1-28613
