1992 United Nations — Treaty Series • Nations Unies — Recueil des Traités________91Cambodian refugees and displaced persons, with a view to theage'ncies undertak<strong>in</strong>g the census, trac<strong>in</strong>g, medical assistance,food distribution and other activities vital to the dischargeof their mandate and operational responsibilities ; such accessshould also be provided <strong>in</strong> Cambodia to enable the relevant<strong>in</strong>ternational organizations to carry out their traditionalmonitor<strong>in</strong>g as well, as operational responsibilities.9. In the context of the comprehensive politicalsettlement, the signatories note with satisfaction that theSecretary-General of the United Nations has entrusted UNHCRwith the role of leadership and co-ord<strong>in</strong>ation among<strong>in</strong>tergovernmental agencies assist<strong>in</strong>g with the repatriation andrelief of Cambodian refugees and displaced persons. TheSignatories look to all non-governmental organizations to coord<strong>in</strong>ate as much as possible their work for the Cambodianrefugees and displaced persons with that of UNHCR.10. The SNC, the Governments of the countries <strong>in</strong> whichthe Cambodian refugees and displaced persons have soughttemporary refuge, and the countries which contribute to therepatriation and <strong>in</strong>tegration effort, will wish to monitorclosely and facilitate the repatriation of the returnees. An adhoc consultative body should be established for a limited termfor these purposes. The UNHCR, the ICRC, and other<strong>in</strong>ternational agencies as appropriate, as well as UNTAC, wouldbe <strong>in</strong>vited to jo<strong>in</strong> as full participants.11. Adeguately monitored short-term repatriationassistance should be provided on an impartial basis to enablethe families and <strong>in</strong>dividuals return<strong>in</strong>g to Cambodia to establishtheir lives and livelihoods harmoniously <strong>in</strong> their society.These <strong>in</strong>terim measures would be phased out and replaced <strong>in</strong> thelonger term by the reconstruction programme.12. Those responsible for organiz<strong>in</strong>g and supervis<strong>in</strong>g therepatriation operation will need to ensure that conditions ofsecurity are created for the movement of the refugees andVol. 1663, 1-28613
