The two regions (Mopti and Timbuktu) have a total population of 2,251,501 people on aterritory of 576 943 sq.km. However, more than 2/3 of the populations in these two regionslive in the Niger Inner Delta because of the economic opportunities it offers 18 .The Baseline Situation Report 19 of Mali shows 79% poverty in the region of Mopti and 55% inthe region of Timbuktu, as against 43% for the rest of the country.The food insecurity rates are higher in the regions of Mopti and of Timbuktu, as shown infigure 6. The region of Timbuktu is ranked second in the country in terms of the prevalence ofacute malnutrition (7.1%). Besides, the households depending on rice as a staple foodregularly face a greater risk of acute malnutrition. 20Figure 6: Estimated food security conditions, March 2010Identification of Pilot Sites for the ProgrammeBuilding on several other initiatives, the AF programme will be seeking to implement prioritiesthat have emerged from a series of consultations that have taken place in Mali over the lasttwo to three years. For example, the fast track initiative for the realization of the MillenniumDevelopment Goals conducted several consultations with both the local authorities and thecommunities in 166 most vulnerable municipalities under the National Food SecurityProgramme (NPFS) aimed at building the capacity of local actors for local governmentplanning. The strategic approach of the project was based on a multi-sectoral approach infighting poverty through the implementation of the Strategic Framework for Growth andPoverty Reduction (CSCRP – 2007-2011), the National Food Security Programme and theMillennium Villages Project (MVP), as well as the goals of the Economic and SocialDevelopment (PDES). All these were inspired by the ongoing decentralization processthrough the Framework Document of the National Decentralization Policy (2005-2014). Asidentified by the Early Warning System (SAP), the 166 most vulnerable municipalities of theNational Food Security Programme are located in the regions of Kidal, Gao, Timbuktu, Mopti,Segou, Koulikoro and Kayes. These 166 local municipalities constitute more than 3,000villages with a population of nearly 2.5 million. Timbuktu and Mopti targeted in the proposedAF Programme are among the regions identified with the most vulnerable municipalities.18 National Plan of Action for <strong>Adaptation</strong> to Climate Change.
