6. Incoherence in current adaptation interventionsThe newly developed national policy, strategy and action plan for climate changeemphasizes the need for coherence and complementarity for the implementation of allactions, as this is currently not the case. This is particularly serious in the case of theFaguibine System. In spite of several interventions in addressing sand encroachment thatblock the water ways and channels, there is continuing siltation of the channels followingad-hoc, limited actions over the last years. This requires a more comprehensive andholistic approach in addressing the inter-related problems of the Faguibine system andthe surrounding areas. The activities and investments of the Office de Mise-en-Valeur duFaguibine (Office for the Development of the Faguibine System, OMVF) need to becomplemented with a more integrated approach that focuses on the most vulnerablegroups in the community, and should include not just large physical infrastructures butalso smaller physical works and community-based adaptation planning and training inagro-ecological practices, storage and market management, and in improved nutritionalpractices.In summary therefore, all the key barriers considered for intervention within the scope ofthe proposed programme are fully aligned with nationally prioritized barriers currentlylimiting the implementation of Mali‟s national policy, strategy and action plan for climatechange.PROJECT / PROGRAMME OBJECTIVES:In line with the National Development Plan of Mali, and the National <strong>Adaptation</strong> Programmeof Action (NAPA, 2007), and the recently developed National Climate Change Policy,Strategy and Action Plan (Mali Government, 2011) the proposed programme is responsive tothose national priorities spelled out by the Government.Programme ObjectiveThe main objective of the programme is to increase the resilience of vulnerable communitiesand their adaptive capacity to climate change in the regions of Mopti and Timbuktu includingthe Faguibine system zone. The programme has three components with the followingspecific objectives:Specific OutcomesComponent 1: Enhanced water control measures in vulnerable water buffer zonesOutcome:Increased climate change resilience of local water systems inMopti and Timbuktu regionsComponent 2: Resilience in subsistence livelihoods of vulnerable communitiesOutcome:The production of local livelihood systems such as agriculture,fisheries, livestock, and forest enhanced under climate changeComponent 3: Capacity-building and knowledge generation for adaptationOutcome:Enhanced capacity of local institutions and of communities tobetter adapt to climate change.32
