Authorised ManagerA person who has overall control of all the work carried out in a confined space at a workplace.His duties include issuing <strong>and</strong> revoking entry permits, ensuring that confined spaces have beenrendered, as far as practicable, free of hazards for safe entry <strong>and</strong> work, <strong>and</strong> that measures havebeen taken to eliminate or control the risk(s) identified in the risk assessment conducted. It isnecessary for him to review <strong>and</strong> assess the need to continue confined space work on a dailybasis.9.2 Planning an Effective Training ProgrammeAn effective training programme can be planned using a 5-step process.i. Conduct a training needs assessmentDetermine the gaps <strong>and</strong> identify the area <strong>and</strong> level of training required.ii. Set goals <strong>and</strong> objectivesDescribe the desired end result of training <strong>and</strong> state what participants should be able to doat the end of the training programme.iii. Select training methodsMethods of training include lectures, discussions, demonstrations <strong>and</strong> laboratory sessions.iv. Develop <strong>and</strong> present the lessonsLesson planning, programme preparation, selecting the facility, printed materials, socialamenities <strong>and</strong> delivery (use of audio-visual materials).v.
