The principal isthat the levels of performance are checked at the point of delivery from theinstallation, meaning a single test is sufficient to assure that performance levelsare being met.The test checks the behaviour of the production units with respect to primary andsecondary frequency-power controls (static gains, programmed reserves,response times, etc.) as well as for primary and secondary voltage controls(availability of the contractual domain in U/Q diagram, response dynamics).5.5 The O<strong>RTE</strong>C Plan (<strong>RTE</strong> Crisis Organisation) was set up in response to thestorms in late December 1999. It defines the measures to be taken and theorganisation to be used both nationally and regionally in the event a seriouscrisis is declared by <strong>RTE</strong>.In addition to the provision of human resources and technical resources, it alsocovers the introduction of communications associated with crisis management.Concretely, Crisis Units are rapidly mobilised in all Units and in <strong>RTE</strong>Headquarters.In addition, Priority Intervention Groups (GIP) were created for each of regionalUnits. Their main objective being to assure the restoration of any seriouslydamaged lines of particular importance to system reliability in less than 5 days.Copyright <strong>RTE</strong>.
