As the following box and Table4.2-4 show, the content of the permit differs depending on the risk potential ofthe different waste management operations.Member States’ implementation – practical exampleWhich elements are covered by registration/permits? 2Application for apermitOverview ofaspects covered ina permit- For most waste generators, no matter whether hazardous or non-hazardous,the registration/permit document needs to include storage requirements andinformation on how to collect and store monitoring data (e.g, information onamounts of waste generated, information of laboratory analysis of generatedwaste, etc.) .- For waste collection, the registration/permit document needs to includeinformation about waste which is accepted and information on how to collectand store monitoring data (e.g. on amounts and types of wastes collected, etc.).- For waste sorting and waste transfer installations, the registration/permitneeds to include additional conditions on technical requirements, informationon waste acceptance and acceptance procedures and on emergency planning.- Waste broking/dealing and reverse logistic operations generally need tomeet fewer conditions, but they need to provide information on offenses /penalties and on inspections and training.- For waste pre-treatment and recycling, almost the same conditions are set asfor other waste treatment operations, with the difference that monitoring andcontrol conditions are rarely included.- For waste re-use operations, much fewer elements are required than for pretreatment/recycling.- For waste incineration, co-incineration and landfilling, most of the listedelements must be covered in the permit documents.- Overall, data documentation and management are the most importantelements to be addressed in the permit, followed by information on storagerequirements and waste to be accepted.- Information on third party auditing and certification, auto-control and theproof of financial stability, guarantees and insurances (the latter for nontreatmentoperations) are of minor importance for most national competentauthorities.A detailed overview of aspects covered by authorisation (registration,simplified/full permit) according to the listed waste management operations isdisplayed in Table 4.2-4 (information collected from 16 respondents from twelveEU Member States).---------------------------Further readingBest practiceexample inpractical manual:chapter 2.2.12Based on information provided by 16 respondents from twelve Member StatesEuropean Commission<strong>Guidance</strong> (Final version)Services to support Member States' enforcement actions and inspections concerning the application of EU waste legislation
