Financial guarantees are asked to be provided by operators inadvance to starting the operation, to ensure that the obligations arisingunder the permit are fulfilled (e.g. after-care treatment, the defined closureprocedures). From a wider perspective, requesting financial guaranteessupports the polluter pays principle.Such guarantees are, for instance, required by the Landfill Directive (Article8).
