Underthe bill, which has already beengiven first read<strong>in</strong>g, teachers'unions would possess the sameright to strike as other employeeorganizations.The Teach<strong>in</strong>g Profession Act,meanwhile, establishes a B.C.College of Teachers and removesthe statutory requirement thathas made membership <strong>in</strong> the B.C.Teachers' Federation compulsory.Board members took no standon the controversial legislation atlast week's meet<strong>in</strong>g. Super<strong>in</strong>tendentMike Marshall and chairmanDavid Eyles both said they neededmore time to review thedocuments."The bill (the Teach<strong>in</strong>g ProfessionAct), I th<strong>in</strong>k, is farreach<strong>in</strong>g,"said Marshall. "Thebill reaches <strong>in</strong>to a number ofother acts, <strong>in</strong>clud<strong>in</strong>g the SchoolAct, and makes a number ofamendments. We don't know allthe ramifications of the changesyet."Marshall noted that the Actwill, for <strong>in</strong>stance, change theduties of school vice-pr<strong>in</strong>cipals. Inthe past, the role played by theseadm<strong>in</strong>istrators has been limitedby provisions <strong>in</strong> the School Act.The Teach<strong>in</strong>g Profession Act, hesaid, will make them "adm<strong>in</strong>istrativeofficers."District 64's super<strong>in</strong>tendentnoted that provisions conta<strong>in</strong>edwith<strong>in</strong> the new legislation havebecome an emotional issue formany groups. However, he expressedthe hope that "people willtake the time" to carefully reviewthe bills and gauge their impacton education <strong>in</strong> B.C."I th<strong>in</strong>k we don't understandall the legislation," he said, "andwe haven't seen the regulationswhich generally accompany newNORTH SALTWATERWORKSacts, so there's not a lot we knowabout them."But there are a few th<strong>in</strong>gs wedo know, and one of them is thatthe kids (students) will still behere. Another is that teachers willstill be here, and that adm<strong>in</strong>istrationwill still be here. We deliverat lot of well-<strong>in</strong>tended services onbehalf of the kids, and I th<strong>in</strong>k thatfocus should not be lost. Therewill still be a tremendous amountof room to carry on locally."Eyles reiterated Marshall'sstatements, add<strong>in</strong>g that he feltthe B.C. government's actionswere hav<strong>in</strong>g a negative impact onrelations between teachers and"people <strong>in</strong> management capacities."However, he noted thatSchool District 64 has alwaysvalued good relations with itsteachers. "And I hope this cont<strong>in</strong>ues,despite whatever happens,"he said.Charles H<strong>in</strong>gston disagreedwith Eyles' suggestion, but saidhe too felt Bills 19 and 20 wereextremely complicated and requiredcareful perusal. He po<strong>in</strong>tedout that the act would allow thefir<strong>in</strong>g of teachers for "immorality. . . mental <strong>in</strong>capacity ... andunprofessionalism" — all ofwhich he said are vague termsand not def<strong>in</strong>ed <strong>in</strong> the legislation."•District 64 teachers unanimouslyreaffirmed their commitment tothe B.C. Teachers' Federation ata meet<strong>in</strong>g held here April 7.Gulf <strong>Island</strong>s Teachers' Association(GITA) spokesman SusanUnderwood told school trusteesThursday that district <strong>in</strong>structorsfeel the Teach<strong>in</strong>g Profession Actis "an attack on our professionalism."Look<strong>in</strong>g around at the sea offaces Tuesday (April 7), it lookedlike someone had held teachersdown and kicked them <strong>in</strong> thestomach," said Underwood at theschool board's April 9 meet<strong>in</strong>g onGaliano. She added that GITAmembers hope the board will givecareful consideration to the newlegislation and its impact onteachers.GITA has sent a telegram totrustees voic<strong>in</strong>g its opposition tothe controversial new legislation,which makes membership <strong>in</strong> theBCTF voluntary and creates anew prov<strong>in</strong>cial college of teachersto oversee licens<strong>in</strong>g, discipl<strong>in</strong>eand teach<strong>in</strong>g standards. She notedthat while other prov<strong>in</strong>ces haveconsidered the establishment ofteachers' colleges, all but B.C.have rejected the proposal asunworkable."This was done without consultationwith teachers," she added."I believe Ontario looked at it andthe premier said the governmentwould never take such actionwithout consult<strong>in</strong>g with teachersand hav<strong>in</strong>g their consent, becauseof the damag<strong>in</strong>g and demoraliz<strong>in</strong>geffect it would have onthem."While criticiz<strong>in</strong>g the legislation,Underwood told board membersthat it has had one positiveimpact on <strong>in</strong>structors. "It hascreated a sense of unity andcamaraderie among us," sheexpla<strong>in</strong>ed. "We feel very much ofthe same persuasion."Teachers and labour leadershave also found fault with theIndustrial Relations Act, whichgives teachers the right to formunions on a district-by-districtbasis and barga<strong>in</strong> with localschool boards.
