St<strong>at</strong>e News<br />

A PROCLAMATION<br />

WHEREAS, the Vietnam War began on September 26, 1959 as the Cold War military conflict called the "Second<br />

Indochina War;" and<br />

WHEREAS, it was a 16-year conflict between communist North Vietnam, which was supported by communist<br />

allies, and the government of South Vietnam, which was supported by anti-communist n<strong>at</strong>ions, including the United<br />

St<strong>at</strong>es; and<br />

WHEREAS, the United St<strong>at</strong>es' involvement began with the first troop deployments in 1965 and lasted until the<br />

capture of Saigon by the North Vietnamese army on April 30, 1975, which marked the end of the Vietnam War about<br />

35 years ago when the last Americans withdrew from the rooftop of the U.S. Embassy in Saigon; and<br />

WHEREAS, many citizens honored this country by serving in our n<strong>at</strong>ion's armed <strong>for</strong>ces during the Vietnam era;<br />

and<br />

WHEREAS, there were over 165,000 service members from <strong>Wisconsin</strong> who served during the<br />

Vietnam War; and<br />

WHEREAS, 1,239 <strong>Wisconsin</strong> service members paid the ultim<strong>at</strong>e sacrifice during the Vietnam War; and<br />

WHEREAS, this gener<strong>at</strong>ion of warriors served their country valiantly under difficult circumstances; and<br />

WHEREAS, the people of the St<strong>at</strong>e of <strong>Wisconsin</strong> honor the service and sacrifice of the men and women who<br />

served during the Vietnam era, and th<strong>at</strong> of their families; and<br />

WHEREAS, we honor their just and honorable devotion to country, and th<strong>at</strong> service once rendered can never be<br />

devalued; and<br />

WHEREAS, it is fitting th<strong>at</strong> during the first year of the observ<strong>at</strong>ion of a special day in March each year to<br />

honor veterans of the Vietnam War, th<strong>at</strong> citizens of <strong>Wisconsin</strong> are holding a Vietnam <strong>Veterans</strong> Day celebr<strong>at</strong>ion in Eau<br />

Claire on March 27, 2010 and an "LZ Lambeau" event in Green Bay from May 21-23, 2010; and<br />

WHEREAS, as a public expression in recognition of the 1,239 <strong>Wisconsin</strong> armed <strong>for</strong>ces members who are listed<br />

on the Vietnam Memorial Wall in Washington, D.C. and to express pride and gr<strong>at</strong>itude to the veterans of th<strong>at</strong> war, the<br />

St<strong>at</strong>e of <strong>Wisconsin</strong>, by 2009 <strong>Wisconsin</strong> Act 36 enacted by my sign<strong>at</strong>ure on July 20, 2009, has design<strong>at</strong>ed March 29<br />

of each year as "Vietnam <strong>Veterans</strong> Day;"<br />

NOW, THEREFORE, I, Jim Doyle, Governor of the St<strong>at</strong>e of <strong>Wisconsin</strong>, do hereby proclaim March<br />

29, 2010, as<br />

VIETNAM VETERANS DAY<br />

throughout the st<strong>at</strong>e and encourage all <strong>Wisconsin</strong>ites to honor and recognize those members of the United St<strong>at</strong>es armed<br />

<strong>for</strong>ces who served during the Vietnam War era <strong>for</strong> their dedic<strong>at</strong>ed service, sacrifice, and courage, and request th<strong>at</strong><br />

part of the day be used to recall the Vietnam veterans’ accomplishments and to thank those veterans <strong>for</strong> their service<br />

durnig th<strong>at</strong> war.<br />

IN TESTIMONY WHEREOF, I have hereunto set<br />

my hand and caused the Gre<strong>at</strong> Seal of the St<strong>at</strong>e of<br />

<strong>Wisconsin</strong> to be affixed. Done <strong>at</strong> the Capitol in the<br />

City of Madison this seventeenth day of March in the<br />

year two thousand ten.
