Natural Heritage and ResourcesCENTRAL WELLAND RIVER WATERSHED PLANprotect, enhance and restore the health, diversity and integrity of the naturalheritage systems in the watershed;create, maintain, protect, and enhance corridors and linkages to natural heritagesystems in adjoining watersheds;maintain, restore and improve the linkages among surface water features,groundwater features, hydrologic functions and natural heritage features andareas, and their ecological functions;restore and protect habitat for all species; andreach goals set by Environment Canada‟s recommended habitat targets(riparian, wetland and upland features)Communication, Education and Recreationfoster educational programs andawareness pertaining to urban andrural best management practices (e.g.water conservation practices, alternatefarming practices, septic maintenance,buffers, value of local resources);inform public of current incentiveprograms; andenhance and develop partnershipsbetween and amongst agencies,interest groups and landownersDevelopmentIncorporate best management practices into land use and zoning decisions (e.g.buffers);Investigate and utilize incentive programs/packages for brownfield development;promote environmentally-sound land use decisions for current and future urbandevelopment and rural/agricultural land use;encourage stormwater management within municipalities to address existingdevelopment and future growth capacity projections; andencourage intensification of urban areasWatershed CharacterizationLocation and General Description of the Central Welland River WatershedThe study area extends within the boundaries of the Township of West Lincoln, Town ofPelham, City of Welland and small portions of the Township of Wainfleet and City of PortColborne. Numerous subwatersheds form the Central Welland River watershedincluding Beaver Creek, Black Ash Creek, Parkers Creek, Unnamed Creek, SuckerCreek, Coyle Creek, Drapers Creek, Little Forks Creek, Lyons Creek Drain, Indian CreekDrain, Biederman Drain #1 and Biederman Drain #2, as well as Welland River BetweenCanals, Welland Canal and a portion of Welland Canal North (Figure 1). The majorconcentration of urban land uses (residential, commercial, industrial) in the study area iswithin the City of Welland and a small portion within the City of Port Colborne; smallerresidential areas of Fenwick and Fonthill in Pelham also fall within the study area.14
CENTRAL WELLAND RIVER WATERSHED PLANThe Central Welland River watershed includes Local Management Areas (LMA‟s) 2.6,2.10, 2.12 and a large portion of 2.7 as identified in the NWS (RMN 2006a) (Figure 3).The NWS Land Management Areas provide a functional spatial unit based onsubwatershed boundaries. The Watershed Planning Areas were subsequently createdbased on groupings of LMA boundaries resulting in larger geographic study areas.Local Management Area 2.6Local Management Area 2.6 covers the north-western portion of the Central WellandRiver watershed study area and encompasses the subwatersheds of Beaver Creek,Black Ash Creek, Parkers Creek, Unnamed Creek and Sucker Creek. The lower reachesof Beaver Creek, Parkers Creek, Unnamed Creek and Sucker Creek have beenclassified as critical fish habitat; the remainder of the watercourses in this portion of thestudy area have been classified as important fish habitat. A large portion of the mainchannel of Black Ash Creek has been designated as a municipal drain.The topography in the area is relatively flat with a gentle slope towards the WellandRiver. Land use is characterized primarily by agriculture with a focus on poultry and egg,dairy, cattle, and grain and oilseed (RMN 2003b).Natural heritage features in LMA 2.6 include provincially significant Life Science ANSISouth St Anns Slough Forest and 2 regional Life Science ANSIs; West Bismark SloughForest and North Bismark Slough Forest. In addition, numerous significant remnantwooded areas and provincially significant wetland complexes are scattered throughoutthe study area.Local Management Area 2.7A large portion of Local Management Area 2.7falls within the Central Welland Riverwatershed study area. Subwatersheds includedin this portion are as follows: Little Forks Creek,Welland River West, Drapers Creek, Tow PathDrain, Welland River between Canals, andBiederman Drain #1 and #2. The lower reachesof Little Forks Creek and Drapers Creek, aswell as the Welland River have been classifiedas critical fish habitat; the remainder of thewatercourses in this portion of the study areahave been classified as important fish habitat,aside from Biederman #1 and a small tributary of Welland River between Canals whichhave both been classified as marginal fish habitat. The main channels of Little ForksCreek and Biederman Drain #1 are both designated municipal drains. In addition,numerous tributaries throughout this portion of the study area are designated municipaldrains.The topography of the area is relatively flat throughout the Welland River floodplain andthe southern portion that extends into the lowlands north of the Onondaga Escarpment.The northern section of LMA 2.7 encompasses the south-eastern slopes of the FonthillKame-Delta Complex adding texture to the topography of the area.
