Limerick County Council Annual Report 2005Rural Water ProgrammeDBO Project for Group Water Supply SchemesIn Limerick 19 privately sourced schemes areparticipating in the Design Build and Operate projectfor the provision of modern water treatment facilities,which will enable the groups to comply with therequirements of the Drinking Water Regulations. Thecontract for the project was signed in October 2005.The construction phase of the project is estimated tolast approximately 65 weeks.DBO Contract Signing 5/10/2005 Limerick CountyCouncil in partnership with 18 Private GroupWater Schemes.Advance and Enabling Works for the DBOproject bundle.Limerick County Council recognised that aconsiderable amount of work was required to ensurethe upgrading of group scheme distribution networksin advance of the Design, Build and Operate projectbecoming operational. The ultimate aim of theseprojects is to encourage and promote the conservationof water resources, in group water schemes,throughout the county. Projects considered for watermains refurbishment are: Lough Gur, Kilfinny, Glenstal,Granagh, Ballybricken, and Caherline/ Newtown.New Group SchemesGrant aid was provided to Cloughanarold, CahermoyleNo 2, Ballyneety, Old Barna Road and Fannningstown/Patrickswell Group Water Schemes to connect to apublic water supply. Grants were provided to thefollowing group sewerage schemes: Tournafulla andGlenashrone.Refurbishment Grants to Existing GroupsWatermains refurbishment works were completed inCroagh/ Farrendonnelly, Cappagh, Kileedy, Glenroe,Coshma, Glenstal, Carnane and Creeves. The resourcesinvested in County Limerick during 2005 for both theNew Group and Refurbishment Grants amounted to€1.37 million.Refurbishment and Takeover of Group SchemesResources to the value of €1,113,500 were investedin this element of the rural water programme. Thefollowing schemes benefited under the aboveheading: Newbridge/Cooltomin, Hillcrest, Meenoline,Cragg, Glenshesk/ Rathcahill, Dirreen/Athea, Inch StLaurence, Tullig South, Creeves, Carnane, Coolcappaghand the The Hill, Abbeyfeale.Ten group schemes were taken in charge during 2005:The Hill, Abbeyfeale, Meenoline/ Sugarhill, Glenshesk/Rathcahill, Cahernorry, Ballyanrahan, Direen Athea,Dromreask Athea, Garbally, Newbridge/ Cooltominand Railway Road Askeaton.Subsidy to Group Water SchemesThe Council continues to provide grant aid to privategroup water schemes to assist them in meeting theirannual operational expenses. The total value of grantspaid under this action amounted to €351,651.Grant for Individual Well Supplies115 applications were received during the year and 90grants to the value of €162,735 were paid.New 200,000 gallon resevoir under construction atBallagh, Kileedy. Limerick County Council Annual Report 2005Small Capital SchemesFunds in excess of €1 million were invested in aprogramme of improvement works on both publicwater supply and sewerage schemes throughoutthe County. This grant aid of 75% with a matchingcontribution of funding by Limerick County Councilof 25% allows resources to be invested, ensuring thatthe water services infrastructure is improved andupgraded on an ongoing basis.Examples of the works undertaken includerefurbishment of the reservoir at Jamestown, thepurchase of a mobile water treatment plant toaugment the water supply in Limerick City Environs,improvements in the level of supply in the Pallasgreenarea and develop new sources at both Hospital andHerbertstown.Burial GroundsThe focus in this area was in implementing the keyrecommendations of the Burial Ground Maintenanceand Development Strategy which was adopted by theCouncil in 2003 specifically under three headings:(a) Capital Grants to Community Groups providingnew facilities (b) Increased maintenance grants tovoluntary groups and (c) identification of areas withinold burial grounds for use/re-use as burial plots.a) A Capital Grant was paid to Crecora Burial GroundCommittee in respect of the extension to the BurialGround. In addition work was substantiallycompleted on an extension to Monagea BurialGround with assistance from the County Council.b) There are in excess of 240 burial grounds within theCounty and the Council is not in a positionto maintain them all. However, the magnificentcommunity spirit within the County is displayedthrough the wonderful work in this regard by amyriad of parish community groups. The Councilwas pleased to be able to maintain the increase ingrant-aid provided in 2004. Such grant assistancewas provided to 106 different voluntary groupswho carried out maintenance works in 143 burialgrounds.c) Progress was made under this heading in BurialGrounds in Raheen (Ballyneety), Ludden andCahernorry.Swimming PoolsProvision of new Swimming Pool and Leisure Centreat AskeatonIn the spring approval was received from the Ministerfor Arts, Sport and Tourism to the contract documentsthat had been prepared for the project. The Councilin partnership with Askeaton Pool Committee isadvancing this ambitious scheme with an estimatedcost of €5.5m. By year-end Ministerial approval hadbeen secured to the recommended tender and aDepartment Grant of €3.8m sanctioned.
