If your detailsare incorrect or you are not registered, please apply foran application form toelectoralregister@limerickcoco.ieFREEDOM OF INFORMATIONThe purpose of the Freedom of Information Act, 1997is to provide a legal right of access by the public toinformation held by Public Bodies. The Act sets out thelegislative basis under which members of the publiccan obtain access to official information to the greatestextent possible consistent with the public interest andthe right of privacy.The Act came into effect for Local Authorities from 21stOctober 1998. (At that date, the public’s right of accessto information will be in respect of records createdfrom the 21st October, 1998). Thesereviews are carried out in order that management canhave confidence that the systems and procedures theyhave put in place:- Safeguard the assets of the Council- Safeguard staff- Promote high standards of accountability- Help guard against fraud- Promote effective service delivery- Support delivery of corporate objectives.50
Limerick County Council Annual Report 2005The ongoing work of the Internal Audit Sectioninvolves the following activities:-- Review and implement Audit Plan.- Review County Checker Procedures.- Work with external auditors.- EU audit requirements.- Review performance indicators.- Co-ordinate value for money studies.The County Checker operates within the internal auditfunction and carries out a continuous audit of financialtransactions in areas such as revenue collection, cashreceipting and motor tax collection.The document sets out a framework withinwhich managers and union representatives mayraise significant issues and agree on appropriatemechanisms for handling them. It also sets out anumber of supports that may be called on by theparties in the event that difficulties arise.Low Value Purchase Cards- Successful introduction of Low Value PurchaseCards countywide in 2005.- Significant reduction in volume of invoices to beprocessed.Workplace partnership LogoWORKPLACE PARTNERSHIPA Workplace Partnership Committee is in place tohandle “Significant Change Through Partnership”.This workplace committee consists of Tom Laveryand James O’Rourke SIPTU, John Sheehan LAPO, TonyStoran and Aileen Dillane IMPACT, Mary Fogarty, TomEnright, Pat Fitzgerald, Paul Crowe and Noreen FaheyManagement.Handling Significant Change Through PartnershipThis document was produced in 2005 as a follow upto the Deepening Partnership in Local GovernmentStrategic Plan 2003-2005. The aim of this documentis to help managers, trade union representativesand employees, working through partnership inlocal authorities, to handle significant changes withconfidence. It lists the types of issues that managersand trade union representatives have identified asbeing important to address through partnership, in theinterests of improving services to the public and thequality of working life of managers and employees.Launch of Low Value Purchase cards in NewcastleWest Area.Mobile Welfare Units- €6,000 funding provided by LANPAG in 2005 to theEnvironment Section for the purchase of a welfareunit.Retained Firefighters- Ongoing implementation of a revised retainedfirefighters report.51
