Basic Considerations <strong>for</strong> Preparing EAPsdam owners to coordinate with the appropriate emergency management authorities and providein<strong>for</strong>mation from dam inundation studies that can assist with evacuation planning.<strong>Dam</strong> owners should also include procedures in the EAP <strong>for</strong> ensuring that emergencymanagement authorities are provided with timely and accurate in<strong>for</strong>mation on dam conditionsduring an incident. This in<strong>for</strong>mation will help agencies make the appropriate decisions onevacuations.<strong>Dam</strong> emergency evacuation plans should bedeveloped be<strong>for</strong>e an incident occurs. Theplans are recommended to be based on aworst-case scenario and to address thefollowing: Initiation of emergency warningsystems Pre-incident planning Identification of critical facilities andsheltering<strong>Planning</strong> session Evacuation procedures, includingflood wave travel time considerations (e.g., evacuation of special needs populations, liftingevacuation orders) Distance and routes to high ground Traffic control measures and traffic routes Potential impact of weather or releases on evacuation routes such as flooded portions of theevacuation route be<strong>for</strong>e the dam incident occurs Vertical evacuation/sheltering in place <strong>Emergency</strong> transportation <strong>Safety</strong> and security measures <strong>for</strong> the perimeter and affected areas Re-entry into affected areasE. Document Control and Protection of Critical In<strong>for</strong>mationThe dam owner should develop an EAP distribution list <strong>for</strong> all those who would be involved inimplementing the EAP. The list must be reviewed and updated as part of updates to the EAP.Each copy of the EAP that is distributed should be controlled by copy number and a noticerequesting that other copies of the EAP not be made. When outdated EAPs have been replaced intheir entirety with new versions, the dam owner should request that the outdated controlledcopies be returned to the owner or otherwise ensure they are securely destroyed to prevent<strong>Federal</strong> <strong>Guidelines</strong> <strong>for</strong> <strong>Emergency</strong> <strong>Action</strong> <strong>Planning</strong> <strong>for</strong> <strong>Dam</strong>s I-6
