GeneralResidents of areas that could beaffected by a dam failure oroperational incident have a risk ofloss of life, injuries, and damage toproperty from a failure oroperational incident. The purposeof this document is to provideguidelines for the preparation of anEmergency Action Plan (EAP) tofacilitate the development of plansthat are comprehensive andconsistent. The purpose of an EAPis to protect lives and reduceproperty damage.Flooding caused by the failure of Teton Dam in eastern Idaho as itwas filling for the first time (1976); 14 people died (waterarchives.org)The intended readers of thisdocument are dam owners and emergency management authorities who work together in theresponse to dam safety emergencies.An EAP is a formal document that identifies potential emergency conditions at a dam andspecifies actions to be followed to minimize loss of life and property damage. The EAP includes: Actions the dam owner will take to moderate or alleviate a problem at the dam Actions the dam owner will take, and in coordination with emergency managementauthorities, to respond to incidents or emergencies related to the dam Procedures dam owners will follow to issue early warning and notification messages toresponsible downstream emergency management authorities Inundation maps to help dam owners and emergency management authorities identifycritical infrastructure and population-at-risk sites that may require protective measures,warning, and evacuation planning Delineation of the responsibilities of all those involved in managing an incident oremergency and how the responsibilities should be coordinatedFederal Guidelines for Emergency Action Planning for Dams I-1
