Suggested EAP Outline and ContentsAlternative Sources of PowerAlternative sources of power <strong>for</strong> spillway gate operation or other emergency needs should beidentified in the EAP. The plan should list the location of each alternate power source, its modeof operation and, if portable, a means of transportation with routes to be followed.<strong>Emergency</strong> Supplies and In<strong>for</strong>mation<strong>Planning</strong> and organizational measures that can help the dam owner and emergency managementauthorities manage an emergency situation more safely and effectively include stockpilingmaterials and equipment <strong>for</strong> emergency use and coordinating in<strong>for</strong>mation between organizations.The availability of local resources should be predetermined through discussions with localemergency management authorities and additional resource needs should be identified. The EAPshould include the name and contact in<strong>for</strong>mation (including backups) <strong>for</strong> suppliers, additionalpersonnel, contractors, consultants, and any other entities who may be needed to assist the damowner or emergency management authorities in responding to a dam emergency.Stockpiling Materials and EquipmentWhere applicable, the following should be documented: Materials needed <strong>for</strong> emergency repair, including source; materials should be as close aspossible to the dam site Equipment needed <strong>for</strong> emergency response or repair, its location, and who will operate it Local contractors, vendors, and suppliers <strong>for</strong> dam-related equipment and supplies,including contact in<strong>for</strong>mation and maps or directions to their locations Justification of decision not to stockpile materials and equipment if stocking is notwarrantedCoordination of In<strong>for</strong>mationWhere applicable, the following should be described: The need <strong>for</strong> coordination of in<strong>for</strong>mation on flows based on weather, runoff <strong>for</strong>ecasts, damfailure, and other emergency conditions, including how coordination is achieved and thechain of communication, including names and contact in<strong>for</strong>mation <strong>for</strong> responsible parties.Coordination with the NWS or other appropriate agency is recommended to monitorstorms, river stages, and flood waves resulting from a dam break. The NWS or otherappropriate agency may also be able to supplement the warnings being issued by using itsown communication system.
