The network is connectedto the MPLS enabled NationalNetwork Backbone with a 2.5-10 GBPSbandwidth and the 14 District Centresare connected with 34-100 MBPS.2/8/34 MBPS leased line network with200 WAN nodes has been establishedin Kerala which includes High Court,NITC, Lakshadweep, Post Offices,BOI, DGFT, PAO, PQS and LAN withVLANs of around 750 clients. NICKerala has a Data Centre with 40 highend servers including 10 co-locatedservers and SAN storage, hostingwebsites and applications of userdepartments. Mail services, AntiVirus Support, Update and securityservices are also being provided. Studiobased Video Conferencing serviceswith High Definition VC systems atState Centre and Training Centre,EVCS (Executive Video ConferencingSystem) facility at NIC District Centres,Chief Secretary’s office and CPMGoffice are being extensively used. 46institutes, including 6 NMEICT links,are connected to National KnowledgeNetwork (NKN) in Kerala.Web servicesNIC Kerala provides hosting supporton Linux & Windows platform.Around 70 websites are hosted andmaintained . The other activities areresult publishing, VPN support forDR. Around 2200Digital Signature Certificates inSmartCards/USB tokens have beenissued as on date, mainly for projectslike e-District, e-Procurement and e-Office. Guest ColumnOPEN SCHOOLING SYSTEM THAT TOUCHES& CHANGES THE LIVES OF MILLIONSThe National Institute of Open Schooling (NIOS), formerly known as National Open School (NOS), wasestablished in November, 1989 as an autonomous organisation in pursuance of National Policy on Education,1986 by the Ministry of Human Resource Development (MHRD), Government of India. NIOS is mandated tooffer pre-degree courses up to senior secondary level as one of the national level board of the Govt. of India.It has also been providing a number of vocational, life enrichment and community-oriented courses linkingeducation with livelihood. With more than 2.2million students on its roll in a given time, it is considered to beone of the largest open schooling systems in the world. Majority of its learners are school dropouts, youthsfrom socio-economically disadvantaged sections and persons with disability, who have missed their firstchance of formal education.The National SkillDevelopment Policy aimsto empower all individualsthrough improved skills,knowledge and qualifications so thatthey have access to decentemployment and enhance India’scompetitiveness in the global market.The policy focuses on creatingopportunities for all to provide/acquireskills especially for youth, women anddisadvantaged groups, promotingcommitment by all stakeholders toskill development initiatives and mostimportantly developing a high qualityof skilled workforce/ entrepreneursrelevant to current and emergingemployment market needs. TheNational Institute of Open Schooling(NIOS) aims at development offlexible models of skills developmentand an innovative system of skilltraining with an objective of reachingout to a huge workforce andstrengthen the government’s skilldevelopment programme. At thisjuncture NIOS in collaboration withNational Informatics Centre (NIC) hascome up with a proposal forpreparation of courseware on webdesign and development with specificemphasis on Guidelines for IndianGovernment Websites (GIGW). TheNIOS has received the NCPEDP &DR. SITANSU S. JENAChairman, NIOSss.jena@nios.ac.inMPHASIS universal design award forthe year 2012 for its newly createdwebsite. It is worth mentioning thatthere is a shortage of technicalmanpower in the area of WebDevelopment and Maintenanceparticularly with the knowledge ofW3C’s Web Content AccessibilityGuidelines (WCAG) and GIGW.The programmes on “WebDesigning and Development” withspecific emphasis on Guidelines forIndian Government Websites (GIGW)may play a significant role inenhancing skill of the aspiring youthsJanuary 2013 | informatics.nic.in | 33
