In the NewsONLINE QUESTION ANSWERINGSYSTEMS INAUGURATED ATJHARKHAND STATE ASSEMBLY,RANCHIThe grand celebrationorganized on the twelfthanniversary of JharkhandState Assembly got offwith the inauguration of the online“Question – Answering System” ofNIC at the newly establishedcomputer centre especially dedicatedfor purpose, by Dr. Syed Ahmad,Hon’ble Governor Jharkhand on 22ndNovembr’2012, Shri Arjun MundaHon’ble Chief Minister, Shri HemantSoren, Dy. CM, Shri C P SinghSpeaker of the state assembly, ShriHemlal Murmu, Health Minister andShri N N Sinha, Secretary IT wereamong the dignitaries who heard thevivid presentation of the online systemgiven by Shri Shahid Ahmad, SIO. Alarge number of state assemblyofficials and media persons were alsopresent on the occasion.The centre will be the hub for onlinequestion – answering systemcomprising of two modules namely‘Question Management System’(QMS) and ‘Online AnsweringInformation System’ (OASYS). QMSwill help in in-house processing of thequestions and will generate due noticesand provide interface for the onlinequestion portal to the departments.OASYS on the other hand willprovide online interface to thedepartments to access their questionsand provide answers. The finalproceedings of the question – answersessions will be put up on theJharkhand State Assembly portal(http://jharkhandvidhansabha.nic.in)Dr. Syed Ahmad (C), flanked by Shri ArjunMunda (L) and Shri C P Singh ( R) inauguratethe system along with other officialsfor the citizens.The system, developed by NICRajasthan has been adopted by theJharkhand State Assembly, will usedigital signatures for authentication ofthe answers to be uploaded on theportal by the nodal officers designatedfor the purpose.PRASHANT BELWARIAR,JHARKHANDSMART CARD BASED DRIVINGLICENSE IN UTTAR PRADESHAMoU (Memorandum ofUnderstanding) wassigned between StateTransport Department,Government of Uttar Pradesh,National <strong>Informatics</strong> Centre (NIC)and NICSI (National <strong>Informatics</strong>Centre Services Inc.) on 8thNovember 2012 for implementation ofproject ‘Sarathi’ in the state that entailsissuance of electronic chip basedDriving Licences to the citizens. Thetripartite agreement was signed in thepresence of state transport ministerShri Raja Mahendra Aridaman Singh.Shri B.S Bhullar, IAS & PrincipalSecretary, State Transport Department,Shri Rajesh Bahadur MD, NICSI &Dr. Y K Singh, Technical Director,NIC signed the MoU. Speaking on theoccasion Dr. Y.K Singh informed thegathering that the preparation work isalready in progress and very soon thesmart card based DLs will be issued tothe public.The smart card based DL systemwill not only simplify the process ofgetting a driving license it will alsohelp in eliminating middlemen fromthe process and reduce the chances ofbogus Driving Licenses. It will bemandatory for all the applicants to bephysically present in the RTO officeafter implementation of the newsystem, as his thumb impression andsignature will be taken on thebiometric device and electronic padrespectively. The new DL will come intamper proof plastic cards embeddedwith a microprocessor chip that willstore the digital photograph, biometricthumb impression, digital signatureand other important details of theapplicant. The information will also beupdated in the national register andstate register through a backendprocess required by Ministry of RoadTransport and Highways.The new DL will be available to thepublic from the new year (<strong>2013</strong>) as theIssuance of smart card-based drivinglicenses will commence in 10 districtsincluding Lucknow, Kanpur,Ghaziabad, Agra, Meerut, Jhansi,Allahabad, Varanasi, Aligarh andBarabanki from first quarter of <strong>2013</strong>.The remaining districts will startissuing the new DLs from the secondquarter of <strong>2013</strong>.
