5Crosscutting actions – Educationand <strong>lifelong</strong> skills upgradingThe extensive re<strong>for</strong>ms in education and adult education and continuingtraining shall help everyone to complete an upper secondary education andmore people to receive higher education and to significantly increase participationin adult education and continuing training. Improved guidance andrecognition of prior <strong>learning</strong>, greater cohesion in the education system andthe improvement of quality in education will play a particularly importantrole in achieving these objectives. In the light of this, the Government hasplaced special emphasis on the following actions:Guidance and counsellingGuidance <strong>for</strong> young people must be strengthened and professionalised. Itis the Government’s aim that guidance at all levels in the education systemshall provide young people with an in<strong>for</strong>med basis <strong>for</strong> choosing an educationprogramme which corresponds to their own desires and abilities andto society’s need <strong>for</strong> qualified labour. The guidance shall also contributeto strengthened bridging between the levels.Guidance and counselling about opportunities in adult education and continuingtraining <strong>for</strong> workers and enterprises must also be improved. It is theGovernment’s aim that the guidance ef<strong>for</strong>t shall contribute to strengtheningthe demand from both employees and enterprises. For the groups whichhave the greatest barriers to participation, the outreach guidance andcounselling ef<strong>for</strong>t shall be increased. Better and more in<strong>for</strong>med guidance<strong>for</strong> young people and adults shall be promoted through, among otherthings, the following initiatives:fIncreased guidance at all levels – in the basic compulsory school,upper secondary education, higher education and in relation to theadult education and training system.Crosscutting actions 25
