ffThe establishment of a professional bachelor degree in education andvocational guidance.New initiatives to rein<strong>for</strong>ce the guidance ef<strong>for</strong>t in adult education andcontinuing training with particular emphasis on the needs of thosewith the lowest level of <strong>for</strong>mal education <strong>for</strong> guidance and advicefrom enterprises.Recognition of prior <strong>learning</strong>It is the Government’s aim to create better opportunities <strong>for</strong> individualsto have their knowledge, skills and competences assessed and recognisedwithin the adult education and continuing training, regardless of wherethey were acquired. This is to promote the participation by adults inadult education and continuing training and to improve their opportunitiesin the labour market. This is to be promoted especially through thefollowing initiatives:ffffImplementation of legislation on increased recognition of prior <strong>learning</strong>in adult education and continuing training, from general adulteducation to diploma level, which will enter into <strong>for</strong>ce in 2007/2008.Quality assurance of competence assessment and recognition ofprior <strong>learning</strong> by educational institutions, including the introductionof a right of appeal.Development of simple and easily accessible documentation toolswhich individuals can use to identify, clarify and describe their prior<strong>learning</strong> obtained during work and leisure activities. The tools shallalso be made accessible on the Internet.A nationwide in<strong>for</strong>mation campaign on new and existing adult educationand continuing training specifically targeted at bilinguals andon opportunities <strong>for</strong> immigrants to have their competences and previouseducation recognised.It is the Government’s aim in the slightly longer term to enhance therecognition of prior <strong>learning</strong> in the mainstream education system as well.26 Crosscutting actions
