If not collected by July 31st the delinquent property taxes arerecorded as receivables and deferred revenues in the general fund. Delinquent property taxes arerecognized as revenue when collected. Simple interest and penalty of 1 1/2 percent per month ondelinquent property taxes are assessed by the County and recognized as revenue when received.The County purchases uncollected property taxes from other taxing authorities at the unpaid amount tofacilitate the collection of the taxes. The purchases are a financing arrangement and are not included inproperty tax revenues.Local treasurers collect property taxes levied, typically through the last day of January in each year.At this time, a settlement process between the county treasurer and local treasurers determines theamount due the various taxing districts. Tax collection becomes the responsibility of the County andtaxes receivable represent unpaid taxes levied for all taxing entities within the County. The exceptions tothis process are the Cities of Muskego, New Berlin, Oconomowoc and <strong>Waukesha</strong> and the Villages ofMukwonago and Sussex, wherein the settlement process does not occur until August of each year.Periodic advances from these taxing districts to the County are made prior to August of each year.On August 31, the tax lien date, all unpaid taxes are reflected as tax certificates. No allowance for losseson delinquent taxes has been provided because of the County's demonstrated ability to recover anylosses through the sale of the property.Delinquent property taxes purchased from other taxing authorities are shown as reservations of fundbalance at year-end. Delinquent property taxes levied by the County are shown as deferred revenue andare excluded from the fund balance until collected.62
