Available investmentsare limited to:a. Time deposits in any credit union, bank, savings bank or trust company maturing inthree years or less.b. Bonds or securities of any county, city, drainage district, technical college district,village, town, or school district of the state. Also, bonds issued by a local expositiondistrict, a local professional baseball park district, a local professional football stadiumdistrict, a local cultural arts district, or by the University of <strong>Wisconsin</strong> Hospitals andClinics Authority, or the <strong>Wisconsin</strong> Aerospace Authority.c. Bonds or securities issued or guaranteed by the federal government.d. The local government investment pool.e. Any security maturing in seven years or less and having the highest or second highestrating category of a nationally recognized rating agency.f. Securities of an open-end management investment company or investment trust,subject to various conditions and investment options.g. Repurchase agreements with public depositories, with certain conditions.The Authority’s investment policy follows the state statute for allowable investments.Authority does not have a policy that pertains to custodial credit risk.TheInvestments are stated at fair value, which is the amount at which an investment could beexchanged in a current transaction between willing parties. Fair values are based on quotedmarket prices. No investments are reported at amortized cost. Adjustments necessary to recordinvestments at fair value are recorded in the operating statement as increases or decreases ininvestment income. The difference between the bank balance and carrying value is due tooutstanding checks and/or deposits in transit.See NOTE III.A. for further information.2. ReceivablesAccounts receivable have been shown net of an allowance for uncollectible accounts of $0.3. Prepaid ItemsCertain payments to vendors reflect costs applicable to future accounting periods and arerecorded as prepaid items in the financial statements.4. Restricted AssetsMandatory segregations of assets are presented as restricted assets. Such segregations arerequired by external parties. Current liabilities payable from these restricted assets are soclassified.5. Capital AssetsCapital assets used by the Authority are those assets owned by the Housing Authority of theCity of <strong>Waukesha</strong>. Consequently, the Authority does not report any capital assets.6. Compensated AbsencesUnder terms of employment, employees are granted sick leave and vacations in varyingamounts. Only benefits considered to be vested are disclosed in these statements.All vested vacation and sick leave pay is accrued when incurred.74
