(i) Valuable lands of the State government in the twin cities, district andTaluk Headquarters, Municipalities and Major Panchayats are being encroachedon systematically with immunity. In order to conserve and safeguard these landsCollectors are directed to take effective steps to evict all encroachers andGovernment as a policy may not grant any stay or interfere in such evictions. ASpecial drive to evict the encroachers shall be launched by the Collectorsforthwith. A list to Government lands required for public purposes or for theGovernment shall be prepared and the same be entered in the prohibitory OrderBook at the Taluk and Village level and any encroachment on such lands infuture shall be prevented by the Tahsildars by effective and timely action to clearthe occupations as and when they crop up.(ii) The Government ban the assignment or alienation of Government landfree of cost to the public institutions such as Housing Board, Electricity Board,Cooperative Institutions, Market Committees, Government of India undertakingsetc.(iii) The Collectors in the district are directed to identify the lands that arerequired by the Government Departments for future needs and record the detailsin the Prohibitory Order Book so that they may be preserved for Governmentuse.(iv) If, however, any particular land whether the extent is less than an acreor more, is not required by the Government, it shall be put to sale in publicauction in convenient lots after obtaining the permission of the Commissioner of<strong>Land</strong> Revenue except in case of Hyderabad and Rangareddy district. In case ofHyderabad and Rangareddy districts orders of Government shall be obtained forsale of Government lands irrespective of the extent.(v) At the taluk and district level the Joint Collector/Collector shall have toconduct the sale by auction in convenient lots by fixing the local market value asupset price after obtaining permission from the Commissioner of <strong>Land</strong> Revenue.(vi) While allowing the bidders to participate in the sale 1/10 th of the upsetprice shall have to be collected as deposit and the highest bidder shall have todeposit 50% of the bid amount at the conclusion of the auction and the balance50% of the sale amount shall be paid within one month after the sale isconfirmed.(vii) proposals for confirmation of sales of any extent of land in the Districtof Hyderabad and Rangareddy and in respect of lands one acre and more inother districts shall be submitted to the Government for approval, Confirmation inrespect of sale of lands of less than one acre in Districts other than Hyderabadand Rangareddy Districts shall be made by the Commissioner of <strong>Land</strong> RevenueHyderabad.45
