INTRODUCTIONThe International Convention <strong>for</strong> the Protection and Promotion of the Diversity of <strong>Cultural</strong>Expressions came <strong>in</strong>to <strong>for</strong>ce on March 18, 2007, less than two years after its adoption.If the Convention is to live up to its full potential, States must abide by their commitments andwork to achieve the objectives set out <strong>in</strong> the Convention. It is also essential that civil societyorganizations from the cultural sector ma<strong>in</strong>ta<strong>in</strong> their advocacy and play a role <strong>in</strong> translat<strong>in</strong>g theConvention <strong>in</strong>to concrete action.This will require money. As with any other <strong>in</strong>ternational agreement, the means <strong>for</strong> implement<strong>in</strong>gthe Convention are as critical as the determ<strong>in</strong>ation of its signatories.The International Fund <strong>for</strong> <strong>Cultural</strong> Diversity, f<strong>in</strong>anced by way of voluntary contributions fromParties to the Convention, has so far not been able to meet the high hopes and excitement it hasgenerated. The pressures on the Fund’s limited resources are likely to <strong>in</strong>crease as countriesfrom the Asia-Pacific and the Arab regions that have not yet ratified the Convention do so. If noaction is taken, civil society groups <strong>in</strong> the develop<strong>in</strong>g world will come to realize that theConvention is mostly a political declaration.This compilation is our modest contribution to identify<strong>in</strong>g complementary fund<strong>in</strong>g sourcessupport<strong>in</strong>g cultural diversity <strong>in</strong> develop<strong>in</strong>g countries. One can only hope that the <strong>in</strong>ternationalcooperation be<strong>in</strong>g called <strong>for</strong> by the Convention will also apply to fund<strong>in</strong>g sources, so that theircollective action becomes more efficient and coord<strong>in</strong>ated.Although we have made every ef<strong>for</strong>t to be as up-to-date as possible, it should be acknowledgedthat fund<strong>in</strong>g priorities are reviewed on a regular basis. Who can receive a grant?In order to be considered <strong>for</strong> grants under the Commonwealth Associations Grants Programme, anAssociation must:Be accredited to the CommonwealthHave membership <strong>in</strong> at least 25 Commonwealth countries and <strong>in</strong> all regions (Caribbean andCanada, Europe, East and Southern Africa, West Africa, Asia and Pacific) of theCommonwealthHave representatives from Commonwealth countries <strong>in</strong> at least three different regions on itsgovern<strong>in</strong>g bodyBe run accord<strong>in</strong>g to accepted standards of good governance, <strong>in</strong>clud<strong>in</strong>g meet<strong>in</strong>g therequirements of its constitutionHave a membership fee/journal subscription <strong>in</strong>come of €125,000 (£110,000) or less(calculated as an average over the three years prior to the application)Types of grant supportThere are two types of Commonwealth Association Grants: Core fund<strong>in</strong>g is available to support the runn<strong>in</strong>g of your organisation. Activity fund<strong>in</strong>g is available <strong>for</strong> activities that <strong>in</strong>volve the participation of people andorganisations from more than one develop<strong>in</strong>g Commonwealth Foundation member country.We can pay <strong>for</strong> the costs of support<strong>in</strong>g participants or resource people <strong>in</strong> activities. This often<strong>in</strong>cludes the cost of airfares, accommodation and subsistence, though we will also contributetowards the monitor<strong>in</strong>g, evaluation and report<strong>in</strong>g of an activity.Grant sizeAround 20 associations accredited to the Commonwealth benefit each year from fund<strong>in</strong>g <strong>in</strong> the <strong>for</strong>mof annual grants. These grants are designed to support those professional membership associationswhich have limited f<strong>in</strong>ancial resources.The maximum total grant that can be applied <strong>for</strong> <strong>in</strong> any one f<strong>in</strong>ancial year is €30,000 (£25,000). With<strong>in</strong>this, the maximum core fund<strong>in</strong>g amount that can be applied <strong>for</strong> is €15,000 (£12,500).Examples of recent grantsIn 2010, €23,000 was awarded to Commonwealth Broadcast<strong>in</strong>g Association <strong>for</strong> the Travel Bursary Programme <strong>for</strong> Broadcasters Development Journalism: Sports Report<strong>in</strong>g Workshop at the Commonwealth Games, NewDelhi, India Conference on the Media and Social Justice - what role <strong>in</strong> the Commonwealth?,Johannesburg, South AfricaIn 2009, 39 projects received fund<strong>in</strong>g. The amount of the grants ranged from €6,000 (£5,000) to€12,000 (£10,000).Application procedureAll applicants must complete the application <strong>for</strong>m. These <strong>for</strong>ms are adapted to the characteristics of the program subject tothe call <strong>for</strong> tenders. Incomplete files will be automatically rejected. Appeals submitted to the OIF <strong>for</strong>f<strong>in</strong>ancial aid <strong>for</strong> projects respond<strong>in</strong>g to public calls <strong>for</strong> tenders: one to several times per year,depend<strong>in</strong>g on the nature of the <strong>in</strong>itiative to be funded.Each request is exam<strong>in</strong>ed by a committee or a selection committee composed of experts from theSouth and North, OIF representatives, and, where applicable, representatives from OIF partners<strong>in</strong>volved <strong>in</strong> the project. L’Agence municipale de développement des quartiers supports the production ofwrit<strong>in</strong>g/literature and the creation of communication tools. La Banque Rhône Alpes du Livre (BRAL) is a device that organizes the shar<strong>in</strong>g of disusedlibrary books from the Rhone-Alps region, and provides their process<strong>in</strong>g and shipp<strong>in</strong>g to fullyidentified partners. The development of donations of books, cultural goods and computers (250,000 books sent toAfrica s<strong>in</strong>ce 2000). The Quator du livre program aims to encourage the local publish<strong>in</strong>g of books adapted tocountries’ needs, by partner<strong>in</strong>g a library, a bookstore and local publishers with a partner fromthe North. The Sono de ville program (1998-2001) has a tra<strong>in</strong><strong>in</strong>g program and fosters artistic exchangebetween French and West African musicians. The Reemdoogo project (2001-2004) establishes resource <strong>in</strong>frastructure <strong>for</strong> the music <strong>in</strong>dustry<strong>in</strong> Ouagadougou. The Viaduc program (2004-2006) supports music development policies of communities <strong>in</strong> theSouth. Le Nzassa is a house of music and dance <strong>in</strong> Treicheville – Abidjan (Ivory Coast). The creation of professional centres of excellence <strong>in</strong> the field of music <strong>in</strong> Africa.29

Projects will have to be agreed on with the Danish counterpart.For Afghanistan, Mali, Palest<strong>in</strong>e, Tanzania and Uganda, the Danish partner receives the project grantand distributes the resources to the local partners.For Mozambique and Nepal the grant is twofold: the Danish partner receives the grant from DCCD,and the local partner from the Danish embassy. Grant sizeThe maximum amount allotted to cultural projects differs from one year to the next. For 2010, themaximum amount <strong>for</strong> each project was €20,000 while the m<strong>in</strong>imum was €10,000.The f<strong>in</strong>ancial contribution will not exceed 60% of the total eligible costs of the activity <strong>for</strong> candidates ofEuropean countries and 70% <strong>for</strong> candidates from Mediterranean partner countries.Examples of projectsAmong the programs supported by the organization are the follow<strong>in</strong>g: FaNaNat aims to promote women’s creativity <strong>in</strong> Belgium, Tunisia, and Morocco.
